In my opinion it's the fast animating immobilize, powersink and the energy resistance which is always nice to have
Conserve Power was a very recent addition to a pool that's been the prefered choice since long before. And since Sonic Blast is such an end efficient set CP might as well be irrelevant (what with having perma AM and all) -
A Dark/Shield Scrapper is better than a Dark/Shield Brute. But a Fire/SR Brute is better than a Fire/SR Scrapper
The more damage buffs available to a Scrapper, the closer he'll get to reach (and surpass) Brute levels of damage -
That could get a little cluttered, but sure!

Fastest ATs at soloing AVs are Corruptors and Controllers (Fire/Rad for both)
/Traps is killer against AVs, but since re-applying the debuffs takes a sweet bit of time and interrupts your DPS then /Rad is probably better, probably. -
Physical Perfection sounds more like a Fitness (Swift/Hurdle/Health/Stamina all rolled in one) buff to me, kind of what the VEATs get for an inherent.

Soloing AVs back then wasn't quite unheard of, and even today the "pics or it didn't happen" mentality persists. It just wasn't as widespread as it currently is on the "Archetypes and Powers" section -

What I'm advising against is relying on the -ToHit from RI to reach the softcap. Because even short mezzes detoggle it, and it takes over 3 seconds to retoggle.
In my opinion, if the power is there and you can use it then so be it. By getting your defense to 40% and letting RI take care of the rest, you make room for other more useful set bonuses (mainly +rech and +hp). You can also stick an Achilles Heel in there for more -res sadism. -

Unlike Scrappers, softcapped defense is not a must for Corruptors, especially Sonic/Rad. With all that -res going on, EF becomes a rather significant survival tool, since its damage debuff (which would normally -22.5%) becomes boosted to somewhere closer to -40% damage, equivalent to having 40% resistance to all when fighting an even level AV. -

I've also seen /Fire builds softcapped to S/L, scary stuff.
They make some pretty unacceptable (by my standards) sacrifices though, such as skipping Hasten. -

It's all within the accepted rules and logic of aggro-managing. I'm not going in with a Controller mentality, but rather with a ranged tank (and his 3 squishy damage-dealing teammates) mentality.
If you consider all this as 'poor design' and you'd rather have them just do away with the well-established concept of tanking and aggro-holding, then I suggest you switch your gaming genre and go play HALO or something. -

It is kind of silly to not have secondary target system to prevent such AI manipulation, but it is probably hard to implement. -

My logic is undeniable.
