A while ago, when PhysX was still quite new to the game you used to be able to install the PhysX drivers and it would allow you to enable it. It no longer works like that. I don't think it was ever intended to work like that.
As for everything else, you are correct. CoH does not support PhysX outside of Ageia's physical card. It doesn't recognize nVidia's version. It's not actually emulation though. nVidia integrated PhysX into their CUDA system. So it's still hardware based PhysX, it's just that CoH wasn't coded to recognize it at all, only the physical PhysX card from Ageia. -
Feel free to post a CoH Helper log. This will give us information on your hardware and we should be able to better troubleshoot.

Make sure you have all of the latest drivers for your hardware. Video, chipset and any other hardware. Don't just assume Windows 7 installed the best drivers for those devices. A lot of the Windows 7 drivers are simply placeholders till you get the correct driver.
Right click on City Of Heroes on the desktop and go to Properties then the Compatibility tab. Make sure Run in compatibility mode is unchecked. Further down in the same tab make sure Run as Administrator is checked.
While you're doing that, might as well post a CoH Helper log as well so we get a better understanding of your hardware. -
I suggest posting a CoH Helper log. While you do that, there are a couple of things you can try....
First and foremost, make sure you are using the latest drivers for your video card as well as the latest hotfix. Make sure Windows is up to date as well. Even though it's a new laptop, chances are there have been driver changes/updates since it was manufactured and put on the shelf.
With Windows 7, there tends to be an issue with some settings. Right click on the City Of Heroes icon on your desktop and go to Properties. In this window you will see a Compatibility tab, click on that and make sure the following is correct:
There should be no check mark in Run in Compatibility mode and there should be a check mark in Run as Administrator.

Rather than bash the drivers, let's see if we can find out why this is happening. Is Windows completely up to date? -
Agreed. It's one thing to suggest there may be an issue with drivers, but to suggest that's always the case is impossible. I've also not had any issues with nVidia's 64-bit drivers since moving over to a 64-bit operating system 2 years ago. That's also across 3 different nVidia GPU's.

I'm confused. Personally I haven't played/tested anything to do with the new 3D stuff, but....does it not require you to use it with software designed for the 3D devices? For instance, CoH wasn't coded/designed with 3D...should this actually work?

The GTS 250 requires at least a 450W PSU. I don't remember what the 9800 requires. I'm a bit too lazy at the moment look it up. I would recommend upgrading the power supply before the video card as if you're not getting enough power, you run the risk of damaging not only the video card but your motherboard and CPU as well.

Your video card RAM and system RAM do not have to match. When it's talking about DDR3 on the video card, it's *on* the video card for the video card
I currently have a GTS 250 1GB DDR3 card which is a rebranded 9800GTX pretty much. I can play the game on high/very high settings and run at 60fps solid with v-sync on, 95-100+ with v-sync offJust make sure your power supply is able to handle it and you should be fine

I'm going to try and take a stab at what you're saying....
You want to see Aura's from 100 yards away?
You want mission maps outside?
Is that right?
If so, why do you need to see someone's aura from 100 yards away? I think part of the reason you can't currently is because it would wreak havoc on older video cards who aren't capable of handling them up close let alone from 100 yards away.
As for missions outside, there are lots. But I don't see how it would hurt to make more

Do you have all of the updates for Windows? I find it odd that people still have that crashing issue as it's been resolved for months now. Both the drivers for the video cards and Windows have patched things up. If you're having this crash issue I'm curious as to what might be causing it.
Would you mind posting a CoH Helper log? And maybe a HiJackThis log? I just want to see what's running. Something might stand out. -

Couple of things first off....
Do you know what wattage your power supply is?
Is your current video card AGP or PCI (Old style)?
To be perfectly honest, I'd say save your money as you'll just be wasting it on a video card. With your current system you're not going to get a decent card (at least by today's standards). Work on getting yourself a better system overall. You can build a decent one these days for $500 or less (sometimes including a fairly decent video card). -

Vivace, you also have old video drivers. Updating them is your first step. That's of course ignoring the fact that you've got an ATI 3100 which if I remember correctly, is also an integrated card. CoH does not like integrated GPU's.

Right off the bat I can see your video drivers are horribly out of date. That would definitely be your starting point.

Do you have all of the available updates for Windows? There were some hotfixes as well that came down the pipe a long time ago. If that doesn't solve it, you can try this thread.
Personally, I would recommend uninstalling the nVidia drivers after you've run Windows Update and clean out any nVidia files with something like DriverCleaner and then reinstall the video drivers from scratch. This issue was fixed a long time ago. It generally only happens with out of date drivers/updates now (Not always the case, but nearly.). -

That being said, post a CoH Helper log and let's see what you're working with. I wouldn't hold my breath though. You'll most likely end up having to play with fairly low settings. -
