I suggest posting a CoH Helper log. While you do that, there are a couple of things you can try....
First and foremost, make sure you are using the latest drivers for your video card as well as the latest hotfix. Make sure Windows is up to date as well. Even though it's a new laptop, chances are there have been driver changes/updates since it was manufactured and put on the shelf.
With Windows 7, there tends to be an issue with some settings. Right click on the City Of Heroes icon on your desktop and go to Properties. In this window you will see a Compatibility tab, click on that and make sure the following is correct:
There should be no check mark in Run in Compatibility mode and there should be a check mark in Run as Administrator.

After 4 days of banging my head against a brick wall the confounded game works!!!
Cant believe it was something so flippin simple!

I have recently invested in a new laptop HP Envy15 with windows 7 64bit, i7-720 cpu and ATI 4830 graphics.
Now with all this kit on board I thought that running CoH would be a doddle, but it doesnt want to know.
The support guys are helping me out, but they keep drawing blanks, so would like to see if there is anything they may have missed.
It used to hang at the blue loading banner, but that was fixed after running msconfig and disabling all startup and all non ms services.
It now hangs for around 10 mins after you login, gets to about 1/3 of the way then kicks back to the login screen again.
Avast, stardock have been uninstalled. The HP IoS turned off and UAC set to never. All drivers are upto date and the ati hotfix applied.
All programs are run in compatibility mode xp sp3 and as administrator.
I am not sure if its win 7 64bit causing the problems, or the chip as the game is only desgined to run on 2 cores and not 4 with 8 logical ones! iyswim
The most frustrating thing is that it will run on my old laptop under windows 7 32bit with ati x2600 amd 64x2, but want to sell that one, and dont really want to be unable to play this game because of some daft compatibility problems!
Any ideas?
