This thing? Sounds like you meant the Intel Pentium, and it's no longer Premium. Pentium Hasn't been Intel's top processor for a couple years now. It's their budget model, being used in place of what were the Celeron processors.
You should be able to run City of Heroes atop this laptop even with the Intel Integrated graphics, which is sounds like you got, but it'll just look really bad. -

Edit: Just double checked. Took one of my characters into Perez, found a Cadaver. Result:

Your Ghost Slaying Axe does not seem to be doing extra damage against these Vahzilok!"
Same with abominations and eidolons.

Okay, I am blowing this way out of proportion with these rather dark, or just flat morbid one liners... but the Defender Vigilance is bad on so many levels I don't even know where to start.

I think some of the inherent powers do need to be looked at, like Vigilance, and like Gauntlet, perhaps to help separate the class behavior as Going Rogue approaches.
Specifically for me, I'd like to see an overhaul where Defenders get a Domination style power that activates the currently Epic Power Choice Power Boost. I know of very few defenders that have taken anything other than the Power Boost epic power... and putting that effect into the inherent would help Defenders separate themselves and explore other epic power sets. -
A GTS 250 is basically a die-shinked version of the 9800, which ranks about the same as a RadeonHD 4850 in real-world performance. Which is, again, about the starting point specified during HeroCon for Ultra Mode gaphics. If you check out comparisons of graphics cards, like this one: http://hardocp.com/article/2009/10/1..._5750_review/9 : you'll see that the GTS 250 plays about in the same price bracket as the RadeonHD 5750, but the two tend to trade-off performance in existing games. Although this does seem to be more a case of deliberate code sabotage in games built under the "the way it's meant to be played program from Nvidia. e.g. Borderlands. e.g. Batman Arkham Asylum. e.g. Resident Evil 5.
Off the cuff then, I'd say you shouldn't have anything to worry about. Actually, given Nvidia's recent history with game developers, and the comments from Positron at the start of thread, I am a bit concerned about Nvidia's involvement and what it could mean for Radeon cards in the expansion next year. I'd rather not see a game artificially limited to running 20fps on Crossfired RadeonHD 3870's and Crossfired RadeonHD 4850's... which is what Borderlands does. And don't get me started on the shading issues if you use Xp. -
to the original post, I take Ghost Axe on almost all of my Hero Characters. This is not just because Sands of Mu should have been named Sands of Missed, but because I run a lot of task forces... and in the Positron Task Force the Ghost Axe is valuable against both the Vahzilok Abominations and CoT spirits.

On paper, the card you bought isn't as powerful as a RadeonHD 4850, and you will be taking a hit in the memory bandwidth. Depending on how Going Rogue stacks up, whether or not it's Texture or Shader limited, could very well depend on whether or not this card will be powerful enough.
If Going Rogue is more shader dependent, and you lay off the AA and AF, you should be able to run Ultra Mode. If Going Rogue relies on textured models as much as Shaders... I seriously doubt the cards capability to run Ultra Mode. -

I've got a couple of these refurbed units and really, unless you want something beyond the 2 year warranty they come with, I'd have a hard time buying a power-supply at retail. -

We also know that according to Ghost Falcon a RadeonHD 4850 1gb can run everything UltraMode has, but that to make sure everything worked properly during the demo, they were running with Crossfired 4870 X2's. What we don't know is what the resolution scaling is. I suspect given the way the RadeonHD 4850 performs in other games that the scaling is roughly 1080p (1900*1080 or 1900*1200) with no AA or AF applied. Nor do we know what the processor is, but that probably won't matter. Going Rogue is bringing a new graphics system, but it's not bringing a new computational engine, and according to the developers at HeroCon, that means that the central processor requirements won't be changing (much). Since OpenGL should put the brunt of the graphics load on the graphics card, and not the processor, we can pretty much use existing player knowledge about processors.
We also know that it's memory profile isn't really going to be topping 2gb. While CoH could require more than 2gb of memory while running on Cider or Cedega, mostly because I think x86 OSX is now compiled against x86-64, but also because consumer oriented distributions like Mepis Linux have started carrying PAE supporting kernels as standard for 32bit installs. I could also talk about how only ATi has 64bit Linux drivers worth talking about, but that's going a bit far for the purposes of Going Rogue. Who knows, by the time the expansion launches, Nvidia could fix their glaring driver issues.
On Windows NT systems though, if you hand the Operating system more than 2.5gb of memory, of which you would have to have more than 2.5gb without really awkward memory slotting, the system won't read more than 2.5. I should know. I tried feeding Win7 4gb of memory on both an Intel I7 and an AMD Phenom setup.
While yes, a lot of the pre-installed Win7 installs on consumer computers are now thankfully the 64bit versions, which can access more memory, there's still the problem that most of the Windows Xp and Vista installs are the 32bit version. So I don't realistically see Paragon Studios developing a game that requires more memory than a 32bit Windows system can access.

So, if your shopping this Christmas for a Going Rogue system, make sure you have at least 2gb of system memory. Make sure you have a RadeonHD 4850 or better graphics card, and if you've got a processor that doesn't say Sempron, Celeron, or Pentium, you should be fine.
I think the big processor question right now is the Athlon II series. I think they should be good enough, but I haven't actually gotten a hold of one myself to see how it stacks up as a budget unit. I'd say avoid buying Athlon II this Christmas and go straight for the Phenoms if you are on a tight budget, and I7 if you have a bit more cash in the stocking. -
I'd go with: cheapens the mastermind set, but I think that raises a question... for me, that question is: what are you trying to make?
The power-set doesn't fit to any existing in-game formula, so it reads like you are proposing an entire new archtype, not just a power set. -

In the case of most modern operating systems, such as a modern Linux, Microsoft NT, and BSD based systems like Apple OSX, the BIOS simply serves to initialize the hardware, then hands off the actual handling of the hardware to the Operating System. Now, typically, updating your BIOS will only help for certain hardware related problems, like the AMD Phenom TLB issue: http://www.ocforums.com/showthread.php?t=537868
BIOS updates also generally are used to add new processor support, although in some cases they can be used to fix odd problems actually occurring in an Operating System. Like the patch note for Asus's M2R32-MVP BIOS version 1106, which simply says: Patch it can't mute via the icon on the taskbar... or the earlier M2R32-MVP BIOS Version 0607, which noted the following: Patch system will fail to boot with some DDR2 memory. Patch system unable to restore from S3 state.
While a BIOS system can be used to overclock your computer, tools like AMD OverDrive and Nvidia System Tools, which I believe is now here under Nvidia MCP often achieve the same exact results in an already loaded operating system.

Basically, unless you have a problem that is specifically noted in the patch notes for a BIOS, upgrading or updating probably won't do a thing to help your particular issue.
To directly answer your last question: No, you do not need to sequentially upgrade your BIOS with each revision.
When you do go to upgrade your bios most tools automatically completely clear the existing software update during the flash process. Since nothing in the BIOS is saved during the flash operation, all of the updates or tweaks have to be contained in whatever the latest file is. -
