With the recharge on that sucker I seriously doubt it would've made a big impact. I ran a DM/Inv Scrapper to 20 once grabbing DC at 18, and I remember being sorely disappointed at its ability to keep my end bar up. -
Kevlar Body Armor: This highly-advanced material absorbs and disperses physical damage, increasing your max HP and defense and resistance to Smashing and Lethal damage. This power is always on and costs no endurance.
Nano-Meds: Your armor carries a tank of nanites that can be injected directly into your bloodstream to heal any wounds received in battle, restoring lost HP. The aftereffects of the nanites' reconstruction also leaves you more resistant to Toxic damage.
Power Shield: When you toggle on this device, your body is surrounded by an energy field that deflects energy attacks, increasing your defense to Energy and Negative Energy attacks. This power also grants some resistance to defense debuffs and some Elusivity versus Energy and Negative energy attacks in PvP.
Delta Wave Scrambler: When this device is activated, your mind is obscured to outside effects, increasing your resistance to Psionic damage, while simultaneously improving brain functions and the communication between your brain and body, making you more resistant to Hold, Immobilize, Stun, Sleep, Fear, and Confuse effects.
Smoke Grenade: Your armor is equipped with numerous smoke grenades that can be launched at your enemies, reducing their perception and chance to hit. With their vision blocked by the smoke, some enemies may attack their allies by mistake.
Enviroshield: When this power is toggled on you are surrounded by a field that forcibly regulates the local environment temperature to be as close to your body temperature as possible, increasing your resistance to Fire and Cold damage.
Tactical Goggles: This advanced set of goggles automatically highlights and scans hostile targets, increasing your accuracy and perception.
Cloaking Device: When you activate this cloaking device you become much harder to detect. Even if discovered, you will still be hard to see and have a bonus to defense.
Chameleon Suit: By using an experimental portable cold fusion power core, you can greatly increase the power to your Cloaking Device for a short time. While the power core is active, you will be practically invisible. Even an enemy that is aware of your presence will find it very difficult to land a hit on you because of a very large bonus to defense. This power core will also provide some power to your other armor systems, increasing your recovery. However, the power core can only be active for a few minutes before an emergency shutdown will take effect, draining you of endurance and leaving you unable to recover endurance for a short time while your primary power systems reboot. -
You really think it'll make others angry if you get a 1-in-9 (which we'll limit it to for the sake of parity with Mystic Fortune) chance of having Reconstruction for 10 minutes out of every 30?
EDIT: Since I decided to limit it to 9 power choices, I figured I'd narrow down the 9 options. The goal I set is to make each of the 9 powers be a unique type of power, be something that classically in comics manifests as mutations, and be something that wouldn't require a great deal of control over the power to use. The powers I chose are:
Blazing Aura (damage aura)
Frozen Fists (melee attack)
Reconstruction (self heal)
Spine Burst (PBAoE attack)
Power Bolt (ranged attack)
Static Discharge (cone attack)
Temp Invulnerability (defensive toggle)
Superior Invisibility (stealth)
Envenom (debuff) -
I don't think the placebo effect is strong enough to allow you free movement and action when you're frozen in a block of ice or entombed in an enormous rock.

Secondary Mutation: You spontaneously acquire a new power for ten minutes. After generating a new power, you cannot acquire a new one for 30 minutes.
Possible powers could include:
Temp Invulnerability
Reconstruction
Ice Bolt
Flares
Power Bolt
Gust
Fire Sword
Ice Sword
Power Thrust
Heal Other
Revive
Neutrino Bolt
Blazing Aura
Impale
Stone Fist
Obviously the Secondary Mutation powers wouldn't be as strong as the primary or secondary versions of them. Thoughts? -

People have different opinions, but I like to sell everything I get until level 32. Use the ordinary progression of DOs at 12 and 17 and SOs at 22 and 27, then buy common IOs at 32. Around 35 start looking to buy set IOs and just spend the rest of your leveling working towards affording them.

Right now there's no real reason to do most of the side missions in Mayhem or Safeguard missions. The only ones worth doing are the weapons deal ones for temp powers. What if there was a Merit reward for doing these side missions? If there was a 50% chance for a single merit to drop for the mission owner when completing a side mission, that would work out to 2 or 3 merits per 5 newspaper+mayhem/police band+safeguard missions at high levels, assuming you do all the side missions. That would be roughly the same as the average Merit rewards for a story arc of that length, and it would give incentive to do those side missions aside from the badges.

There's no need to turn off XP as far as I know. You can probably just get Unai by doing police band missions and then a safeguard.

I doubt changing colors will be enough to make the bubbly energy blasts look like wind or give the energy fists of Energy Manipulation the hazy look of CoH radiation.

Mind Control is a Psychic-based control set. Empathy is a Psychic-based buff/healing set. Thematically, they work for all intents and purposes. I don't see why you feel the need to include something that will, functionally, end up replicating similar, if not the exact same effects, to Empathy when it already exists. Infact, they've done that already - it's called 'Pain Domination'.

Mind Control is a Psychic-based control set. Empathy is a Psychic-based buff/healing set. Thematically, they work for all intents and purposes. Energy Blast seems more chaotic and unfocused that Kinetics to me. Energy Blast looks like it's about generating lots of energy and throwing it at your opponent, Kinetics looks more like you don't generate energy, you just move existing energy around. Why not a set that uses that principal to attack?

Eviscerate is a cone attack for Scrappers and presumably Brutes, how would you justify all the targets taking the same amount of damage when only the primary target gets stabbed? In Thunder Strike, you strike one target causing an explosion; every target takes damage from the explosion, but only the primary target takes damage from the strike. Would you have Eviscerate work the same way, dealing large amounts of damage to the primary target and lesser damage to secondary targets? It's not necessarily a bad idea, and I could even see it working with the regular animation, since the primary target seems to get hit by both claws but targets to his left or right only get hit by one. -
When it comes to new powersets, I believe that the devs should prioritize sets that would complement existing powersets that, due to proliferation or what-have-you, don't have a thematic match within an AT. These sets would be:
Blasters
Radiation Manipulation (Radiation Blast)
Sonic Manipulation (Sonic Blast)
(Not a new powerset, but Devices should be modified to not cause redraw when used with Assault Rifle or Archery)
Defenders
Molecular Blast (Kinetics)
Wind Blast (Storm Summoning)
Electric Buff (Electric Blast)
(I know people will say that Storm Summoning and Electric Blast are thematic matches, but I DISAGREE!)
Mental Reinforcement (Mind Control)
Controllers
Mental Reinforcement (Mind Control)
Spectral Defense (Illusion)
Wind Control (Storm Summoning)
Force Control (Force Field)
Radiation Control (Radiation Emission)
(Empathy is so supportive in theme that Blast or Control versions of it would be too weird. That would be, what? Inconvenience Blast? Itch Control?)

It saves Support headaches resulting from Person B running up to Person A's computer while Person A is away, logging to character select, and messing with Person A's characters.

I guess they figured it was good enough without it. It probably only had it originally to have some parity with Hover and Combat Jumping as a tier 1 power in a travel power pool.
It happened in I5, the issue with the infamous global defense reduction (nerf), so it was hardly at the top of anyone's list of outrages. -
