I also agree with Willpower / Ice Melee. It would be VERY unique. The Ice Patch and the Slows from your AOEs would help mitigation, and as someone else said, it would give you more time to regen. Its a good call.
I myself have played Willpower / Stone to level 50, and its also a great set. You have lots of mitigation in your AOE knockdown and your AOE stun. That works well with the regen also.
I also think Willpower / War Mace would be nifty. Again, you have a fair amount of mitigation in your secondary, and it just seems like it would be fun.
Willpower / Electric would be fun too, but just because electric looks go good.
But seriously, try Willpower / Ice, and be a rarity on your block.

I have also decided to make one of these for myself, simply because I have never played /War Mace before. Unlike my friend, however, I prefer Super Speed. Therefore, I was able to have my cake and eat it too with this build. However, it is pretty darned expensive for me. But hey, its all about goals.

I meant cheesy as in I half believe it shouldn't work that way, since you can't put in generic IOs to directly increase the debuff resistance. Cheesy as in, if the devs change it, I wouldn't say I didn't expect it. I feel the same about other powers such as Choking Cloud whose accuracy can't be buffed directly, but whose accuracy is buffed with set IOs that have Acc in them. And hey, recharge in Lightning Storm set IOs used to make the LS attack faster.
I'm just saying ... the idea rocks and all, but it makes me nervous.
Also, there is probably no way in hell I could afford one of those (I assume def/rech Hami-Os are sick expensive, but maybe I'm wrong).
Does anyone know the exact numbers? My build does have Grant Cover, so I'm just wondering what total defense debuff resist I'd have at level 50.

AWRocketman may not be using Hot Feet, but there is still value in having Ranged Defense and AOE Defense while also taking Hot Feet. The Ranged/AOE defense lets you establish your lockdown/debuff action as you are moving in. Then, once you are in the risk zone (melee) hopefully everything is locked down and melting. If you also wanted to be safe-ish in melee range, you'd go with the Earth Epic ... if you can stand the awful graphics on the armor. Otherwise, go Ice. If you can't stand Ice Armor (and its bad too) then you'll just have to burn them down fast.

I'm no expert, but I whipped up a build for you. I just made my Shield/SS last night, but I haven't played her yet. So, this was something I was doing for myself anyway.
This build has some fairly expensive elements. However, it is designed in a way that you could easily play this up from level 1 just following the power and slot placement. You could ignore the expensive set IOs and still have a playable character. Later, if you wanted to, you could put in the expensive set items.
Anyway, I hope this helps ya or gives you some ideas.
As an aside, does anyone know how much defense debuff resistance a Shield tanker can get (not counting the Hami-O cheese technique in Active Defenses)? I pushed a bit past the soft cap because I wasn't confident in the amount of debuff resistance I'd be getting.

Interesting. I'm not sure I like the low accuracy in the single target attacks, and there are some other things about it my friend won't like, but you can't know his quirks. It is interesting. I may incorporate some of it.

tl;dr: is this build decent? Build Up vs Hasten? Pulverize vs Jawbreaker?
Longer Text:
A friend asked me to put together a passable Invulnerability / War Mace build for him that was simple but that got the job done. He insisted on Hover/Fly for concept. Otherwise, he was good with whatever. I threw this together, but I know nothing about War Mace.
I tried to get his smashing/lethal defense as close to the cap as I could without spending stupid money on Kinetic Combats. I also tried to get his other defenses up to the 35% mark. I maxed out his smashing/lethal resists. He also hates his endurance to run out, so I included a Miracle and Numina for recovery (he already has these recipes). He likes recharge, but I decided to not really worry about it.
The real choices I had to make were (1) Build Up vs Hasten and (2) Pulverize vs Jawbreaker.
I decided that Hasten was overall more important for Dull Pain, and that I would skip Build Up. Is that an acceptable choice?
I also decided, since I couldn't fit both, to take Jawbreaker over Pulverize because it does more Damage Per Activation. Is that a tolerable choice?

All,
I have a character on Villain side that I played up to the low 20s, and he is male. Suddenly, I realized a concept for the character and the same powerset that is much better. I want to make the character female. I only have 1 costume slot currently, and I happen to have no badges that are gender specific (say, Mystic Queen vs Mystic King, hero side).
I'm wondering if a gender swap at the surgeon for my character model will use my new gender for references in mission text and in future Badges? Or will I always be stuck with the male versions of the Badges and mission text?
In other words, am I still male?
Does anyone know a low level easy-to-get villain badge that is gender specific, so I can check? Are there any NPCs that always refer to your gender (Sir or Ma'am, etc)?
If I am still considered male by the game, I may delete and remake, even though I'm no longer low level. Blah.

The reason I'm sticking with Ice is for concept/theme match, and because I want 2 AOEs.
OR,
I'll think about Ice Slick, but that's one of my main controls, so I'm reluctant. As for your counter build, well, I want the smashing/lethal maxed since I'll be in melee 100% of the time, using AA and Frostbite. I'd like the melee hits to miss as much as possible.

Sometimes it isnt easy these days to find recipes at exactly level X, unless X is the top range that recipe goes to (30, 50, etc). So, you might not be able to get exactly these numbers. However, here are some frankenslotting options you could do:

None of the numbers are super impressive, but its the equivalent of having (for your level) 1.5 accuracy IOs, a recharge IO, an end reducer IO, more or less full damage, and 2 Hold IOs. Not bad for soloing where you need both control and damage.
Your only problems are availability and budget. With AE, there are less recipes around, even after all the AE changes. I have more problems than I used to. Still, put out some bids, go enjoy real life, and come back to it in a few days, and you'll likely have all your bids in.

Thanks! I'm not sure I want to drop slots off my 2 ally buffs, but I do admit, I hadn't thought of it. I might be willing to roll with 2 level 50 Defense IOs. Not a bad idea.

Here is a build I'm planning for my Ice/FF controller, Ocean Maid. She is already level 35 or so. I'm fairly happy with the build, and I did manage to soft cap Ranged & AOE Defense. I only have 28% on Melee, but on my typed defenses, I did soft cap Smashing/Lethal. I have 25% defense vs Psi, and I've got 38% or so against everything else. I don't have defense debuff resistance, sadly, but hey.
Anyway, my issue is that I *really* wish I had a few more slots on Shiver. I only have 1 slot in it currently. I wish I could get a second or 3rd slots. It's not a big deal, but I was wondering if anyone saw anywhere else I could have snagged some AOE/Ranged Defense in less slots, so that I'd have an extra slot or two for Shiver. I don't want to drop my epic attacks, though.
If there isn't a way, no biggie. I just figured I'd see if an extra eyes on the build might reveal something.

I am 100% against the original suggestion. Retire your own characters manually if you want to. I already make plenty of new characters, and my level 50 Earth/Storm controller hates your newsletter.

Well, it said that the limit was $100 and that the amount used was $0. At least I think the secondary value was $0. I did buy the Martial Arts pack on 3 accounts, but that'd only be $60. I don't know if I paid my account with the card within 30 days, since I pay in yearly blocks.
I also checked and I have plenty of credit on my card.
Oh well. I have a ticket in. Maybe a GM or whatever can tell me why. I hope it is something simple. I want to buy 15 slots.

All,
I wanted to transfer a bunch of characters to my home server, where I am full on purchased slots, but I have up to 12 more I could buy. When I tried to buy them, I got that my payment was denied.
What bothers me is that I use the same card to pay my account cost, I used the card just last week to buy the Martial Arts pack, and I have used the card in the past to buy slots. I'm also 100% sure my card is paid off. I pay it in full each month, and I dont even come remotely close to the limit.
Has anyone else had this issue?

MAN! I am TOTALLY happy about this. I was JUST this past Saturday saying that I'd love a group discount for server transfers. Ya see, back in the day, before extra character slots, in order to have room, I made all my villains on Protector and all my heroes on Pinnacle. I have been wanting to make a mass move for some time now. I dont have room to move them all., because I have 44 characters across my Pinnacle and Protector account. But dang, now its free.
Sure, I have to buy slots so I have room to move them TO, but thats great for COH, because I'm spending maybe 40 bucks for 10 new slots, whereas I wouldnt have spent any before. And now, I can move 10 characters for 40 bucks (cost of buying 10 slots) instead of 140 bucks (cost of 10 slots and 10 transfers).

I have a quasi-inexpensive Super Strength / Electric brute build. I'm mainly frustrated by the fact that I want a 5th slot in Power Sink, just to throw and endurance reducer in there. I'm a little worried that in a pinch, the 13 end cost could be a bit much, if I'm low on end and needing a fix fast. I guess thats what blue inspirations are for. Still, do you see any way to pick up a spare slot without affecting my global accuracy or my global recharge or overall effectiveness? If not, no worries. (The build below shows 43% global recharge but I think its 63% and Lightning Reflexes isnt being shown).

I'm late to this thread, but I use Super Speed and Hover. So, technically, I don't use Fly, but I do have the Flight pool for Hover. Siphon Speed + Hover is all kinds of fun.

I dont quite agree about PA, either. I think PA is a much larger percentage of the effectiveness of Illusion Control than AA is of Ice Control.
But, I dont think we are going to see eye-to-eye on this.

I know I'm the bad guy, but I often skip Arctic Air. I have had it in my builds before. It is a good power. I just dont enjoy playing with it. I dont enjoy thinking that way. I have an Ice/Storm (50) controller, and I'm in melee 90% of the time (I like to stack Thunder Clap, and I do a lot with Hurricane). I even have plenty of endurance to spare (25% or more to recovery from set bonuses, stamina, end proc in stamina, miracle, numina).
I simply dont enjoy the power that much. So, I dont use it.
My Ice/Kin (43) has it, and uses it, but only because I feel I "have to" on that build. My Ice/Empathy (37) does not use it. I seem to get by just fine. Would it be better if I had AA? Sure. Except I wouldnt be having fun. I just dont like manipulating foes that way.
