First thing is, once you upgrade to SP2 you already HAVE the update. That is why you get the message you get when you try to run the hotfix.
Second, your video card driver is most likely out of date. Windows is rather craptactular when it comes to finding hardware driver updates. Go to the HP site, select Support and Drivers and enter the model number of your laptop to get to the driver download page for your particular laptop. Look for the downloads for the Mobile Intel 4 Series Express Chipset in the Drivers - Graphics section. Most likely there will be a newer driver. Not knowing your exact model, I just browsed several of the DV4 notebooks and found newer drivers than the June 2008 dated drivers you have.
Third, Intel's video chipsets are NOT gamer quality chipsets, and often don't correctly handle some OpenGL and even DirectX calls.
Last, a HijackThis post might be helpful to see what else is going on in your system when you are running the game. -
Malwarebytes Anti-Malware has gotten rid of everything I've thrown at it so far.
I still have Spybot S&D installed, but seldom run it anymore. -
First off, download and install TweakCoH so that you can adjust the graphics settings before launching the game.
Second, follow the instructions in BillZBubba's ATI Issues and Settings Recommendations thread that is stickied in this forum.
You may want to check to see if you can find updated video drivers for your video card. If your computer manufacturer doesn't have updated drivers, you can likely find drivers that will work at Omega Drivers, although I'll admit it's been a while since I've checked out their drivers. My laptop still runs the game fair (especially considering how old it is) and I don't use it for gaming that often so I don't find the need to update the drivers.
Follow the settings recommended in BillZ's post as closely as possible, and then once you get the game running without crashing, slowly start tweaking the settings.
Since you are running Vista 64-bit, you may want to set the game to run in Windowed Mode instead of FullScreen. This will let you get to other tasks, the Start button, your browser and other programs while the game is running. It also will let you see the error box and get to it since it sometimes hides behind the game screen when it is Not Responding.

Also, you might want to try using a different browser, such as Firefox, Mozilla, Camino, SeaMonkey, Opera or even Internet Explorer.
If you continue to have the same problems using different browsers it would eliminate it being a browser related issue. -

Start with the settings in the first post in the thread.
That should give you a good base setup to begin working with and enable you to play for a decent amount of time.
Then, slowly begin tweaking the settings up, keeping in mind the settings that MUST be left alone such as leaving Water Effects either OFF or LOW, BLOOM set to OFF, etc.
Once you get the basics set, the fiddling of trying to make it look better is a personal choice, as some people prefer settings that drive others nuts.
Be sure to leave BLOOM set to OFF and WATER Effects set to OFF or LOW.
BillZ and others have explained throughout the thread the problems these two settings alone cause. There is a reason I keep stressing them. -
Are you running any kind of Stealth, including Stealth effects from IO's or even running Super Speed?
If so, turn them off if it's in a power that you can turn off. If it's in an Auto power, you'll need to slow down and make sure you keep them with you.
Hostages and other NPC's set to Follow have had trouble with stealth for a long time now. -
SP2 didn't help.
I couldn't get TweakCoH to set all of my graphics right, but finally got stable enough in windowed mode to get in and start tinkering.
I dropped my resolution down a bit, apparently it didn't like running at 1920x 1280. Now I've just gotten my first crash in hours, and it was due to some base editing and trying to stack items.
I still likely need to update my video drivers, but I'll take my time now that I can run the game without continual crashes. -
Can't recall who's in charge of the website, but you might want to PM that info to Ghost Falcon, Avatea, or the EMPaler (whatever name they are using now).

Ok. Just got a new computer with Vista 64-bit, 6 Gb RAM, and an ATI HD 4850 512 Mb video card. I keep locking up continually, even after tweaking the settings per BillZ's stickied post. I've tried some other tweaking as well, but can't stay in the game for more than a few minutes, sometimes less than a minute.
What is the most "stable" driver that people are using for the new cards? Since I've not seen anything said recently on driver versions, I'm very loathe to start the driver wipe and install process.
Also, since Driver Cleaner is no longer free, can anyone recommend a good replacement that is compatible with Vista 64 bit? -
Looks like your area of the IP address range must be in the "Last Area Available" for Wndows Updates on the SP2 files.
Sorry, I'm having to try to use humor to keep from smashing my new computer and 24" HD Widescreen monitor. -

Go here to log in to your account. Once you are logged in click on your account name in the far right hand column (surrounded by black). On the Game Account Details page there are links in the middle to right section labeled Actions that will allow you to download either the PC or Mac clients.

Another thing to be aware of is that Vista believes that anything in the Program Files folder (both versions of the folder on x64 systems) requires Admin priveleges to run correctly.
Don't install the game to the default Program Files directory. Instead, create a folder such as Games on the C drive (or whatever drive you are installing the game on) and then install City of Heroes into that folder instead. For example, my installation path is now C:\Games\City of Heroes and the game doesn't ask for Admin credentials.
I haven't had to do any major updates to the game since I installed it, but hopefully it won't require the Admin credentials for it.
If it does, I'll just Run As Administrator with a right click, then switch to a different account and make sure it loads right. But it should at that point, which would work the same as if you did the update and then let the kids play on their own account.

Well, I just finished setting up a new computer last night with Vista 64-bit and the SP2 update wasn't showing up.
Today when I logged in and checked for Updates it is now showing up for the x64 based systems.
Hopefully, this will take care of the problems. Using the TweakCoH program I was able to preset my graphics enough to get past the loading screen hang up, but kept locking up after just a few minutes of playing.
I'll report back after the update finishes installing and I get to test the game a bit.
EDIT: Apparently I'm going to have to keep digging. Didn't fix my problem at all. -

Quick answer, yes, there is an ftp site where you can download the client. You may also be able to download it from the PlayNC account site, but I can never remember.
Unfortunately, I don't have the ftp site address handy, but I'm sure someone will be along Soon™ with that address for you. -
I hate Home Basic. Microsoft should just do away with it. If possible, upgrade it to Home Professional at the very least.

Some of it may depend on the map and the spawn points. Small maps especially, and those using spawn points near the entrance, could trigger the Unaware and Aware dialog. It's fairly common for the Unaware and Aware dialog to all come at once, and if the spawn points are close enough to you when you enter that particular area, it could trigger all of the dialog to play at once.
As for the second item, I really don't know since I quit using triggered spawns. However, spewing the dialog all at once is, as I noted above, quite common. I just don't know why you are having to attack or get right on them before they start talking. -

This issue does not just effect him, EVERYONE in atlas on the Triumph server gets dumped en masse, and it happens several times a day. I highlighted a couple of points that I'd like to give you an answer to.
The red names seldom come here unless pointed here by someone else about a specific issue that they are already looking at. The lone exception to this in the past was Super Martin, and he mostly looked at posts on issues he was already working on or those someone had sent him a PM about. Sadly, Super Martin isn't with us any longer. This section is mostly players helping players solve problems.
As for the part about getting someone qualified to look at this, I'd suggest using the ingame /bug report and/or contacting Customer Support using the Knowledge Base "Ask A Question" page. This link is in some current and former Community Team and Developer signatures. Those are the only ones "qualified" if I understand how you use the term, to look at this.

Since the release of I14, Atlas Park has seen even more traffic than normal.
Some of it is due to people not realizing they don't have to go to the Atlas AE building to run or create missions. Some of it is due to people going to AP to run AE missions to try to PL lowbie friends or alts, thus contributing to the zone congestion. Likely there are other reasons AP is seeing higher player congestion than those I've mentioned, but I'd wager most of them are related to AE.
The two places you mentioned, under Atlas statue and the AE building, are two of the most congested places in Atlas. It is very possible that this is contributing to the mapserves you mention.
I don't go to Triumph, or for that matter anywhere other than Justice, and I seldom pay attention to the Server Loads shown on the Server Selection screens, so I'm not sure how the server load has been during those times.
Out of curiosity, are you running any other programs at the same time as CoH? What are your graphics setting set to? Have you tried lowering the graphics settings to see if that has any effect? What OS are you running? How much memory do you have? Is it a laptop or desktop? By "hang out in AP" approximately how much time are you talking about? When you are beginning to see issues, try doing a /search and see how many players are in AP and unhidden? This would give you a rough idea of how full the zone is.
All of the above questions may help troubleshoot the issue you say you are having. -
Yes. Right-click the character and select Info.
Also, you can have the character selected, click Action in the Target window and select Info.
You can also do this in non-MA missions to see information about the enemies you are fighting. Those enemies also have another tab available that will show what types of possible Salvage they might drop. -
You need to re-read his post just above mine. I merely used his exact words to describe what's been going on lately in the forums, at least from my perspective.
