Can't recall who's in charge of the website, but you might want to PM that info to Ghost Falcon, Avatea, or the EMPaler (whatever name they are using now).
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

It should take one to http://www.cityofheroes.com/news/known_issues/ which lists the known issues for the Live and Test clients.
