It doesn't matter what some third party website says, your system is below the Minimum System Requirements for the game. I wouldn't want to attempt to run it on a system that just meets Minimum either, and the Recommended system isn't that much better.

You could be infected with a virus or other malware.
I'd recommend downloading, installing, and updating Malwarebytes Anti-Malware and then running a full system scan with it.
Once it is done, make sure your antivirus definitions are up to date and run a full Anti-virus scan.
For any further troubleshooting, we'd need more information than you've given.
First, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Second, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH. -

In order to provide you accurate information about services on your local network, Bonjour needs to run continuously in the background. Some security systems have not yet been updated to recognize Bonjour as legitimate system software.

File a support ticket on the PlayNC support website for the veterans rewards.
I'd recommend filing a /petition from the character and selecting Stuck as the type of petition, list the zones and missions (by name) that you can't get into.
You can update the /petition from the PlayNC support website to include any more information you feel is relevant to the issue.
This is strictly a customer service issue, not something that the Devs have any control over. Customer service and most of the GM's are in Austin, some may be in Washington, and the Devs are in California. -

Must've been Win7's auto-installed drivers.
It doesn't matter if it's an nVidia card or an ATI card, you need to download and install the drivers from nVidia or ATI to access the OpenGL capabilities of the drivers. I haven't installed any DirectX games on my Windows 7 systems yet, so don't know how they work with the default drivers. They "may" display correctly, but I wouldn't try it myself. -

Video card manufacturer's aren't likely just to say "Hey, you guys are putting out a new expansion to your game with some new graphics additions, so why don't we just give you one of each of our series of video cards so that you can test with them and see how they perform?" It's possible, but not probable.
Which means that it's a matter of Paragon Studios purchasing the cards most likely. Which means that it's a budget item that will get prioritized, and not necessarily a high priority to get a full spread of each series.
Now, it's possible that someone on the staff may purchase a new graphics card for their personal system and it's possible that they may bring that system to the PS offices and say "Hey, I got a new XXXX video card so why don't we test it for Ultra Mode so that we can have a bit more information for the players?" It's also possible that there may be company policies that prevent bringing in personal systems or loading future code on personal systems. -
We have a Dev that is our Go To person for bugs, Arbiter Kim. Send a PM and it will get looked at. That's not a guarantee that it will be pushed to the top of the development cycles to be fixed in the next patch, issue or even year, just that it will be looked at and evaluated.
And FYI, they HAVE been fixing some bugs in the patches. It just seems not to be the two items you want fixed immediately.
Sometimes, even though they see a problem the WHY of it happening and the HOW of fixing it without breaking other areas are not always readily apparent. -
Kheldarn is correct. The fix is already done, they are just waiting to be able to put out an update. There is a "publishing freeze" during events, so no patches are released (except in emergency cases or for fixes to the event) while an event is running.
I think the earliest we might see them is within a week of the Winter event ending. Hopefully the fixes that are in won't require a lot of time on the Training Room, but since we don't know what other fixes are in line to come in with that patch, it's hard to tell. -
I just created a new character, and all Boxing parts are available. Perhaps the OP isn't looking in the correct areas for the pieces. On top of that, the Costume Set has a Boxer option as the last selection. This gets ALL of the Boxer pieces on the character, and is easy to customize from there to make the look how you want.
The pieces are as follows:
Upper Body : Tight (also Baggy, Robes, Sleeveless Robes, Sleeveless Jackets, Armored, Robotic Arm 1, or Robotic Arm 2) : Gloves : Boxing Gloves (Not available with Chest : Jackets, Trench Coat, or Robotic Arm 3)
Upper Body : Tight (also Baggy, Jackets, Sleeveless Jackets, Armored, Robotic Arm 1, Robotic Arm 2, or Robotic Arm 3) : Belts : Champion (Not available with Robes or Sleeveless Robes)
Lower Body : Kilts/Shorts : Boxing Shorts
Lower Body : Boots : Boxing
Note that the Lower Body options are only available in one specific setting while Upper Body options have multiple combinations that will give all parts. In Upper Body, the only options that won't let you select both the Boxing Glove and Champion Belt are Jackets, Robes, Sleeveless Robes, Trench Coat and Robotic Arm 3.
And yes, this was on a brand new character created temporarily on Justice. So Ironblade, the costume parts aren't only available after you've first entered the city. Yes, they are linked to the Vet badge, but that badge (and others that contain costume parts) are awarded to all costume slots and not to the individual characters as the Nemesis Staff, Blackwand, Buff Pets, etc. are done. -
Driver updates will be problematic since this is a Dell Laptop and they have no Windows 7 drivers for this model. And of course, ATI (nVidia as well) does not provide drivers for the laptop video cards, those are the responsibility of the OEM (In this case Dell), but they won't have a driver since they don't support the Inspiron 1501 in Windows 7.

Ran into some nasty ones at work recently and they are getting really good at keeping you from installing and running programs such as Malwarebytes Antimalware and possibly others. I only use Malwarebytes since it has gotten rid of everything so far.
What was happening was that it would let me install the program but it was deleting the executable for the program as soon as the install finished. So of course I couldn't launch the program. What I wound up doing was going to another computer that had it installed and copying the entire directory from Program Files onto my flash drive. I renamed the mbam.exe file to fyou.exe and then copied that renamed executable to the infected computer and started the program by running that file directly.
I had to run it twice to get everything, with a reboot between passes. I ran Full Scan mode both times, so it took a while. Also, after the first scan and reboot I was able to get the Update to run so I got the latest updates for the second scan.
As a general practice, I download Malwarebytes Antimalware from www.majorgeeks.com since many of the nasty ones don't seem to block that site yet, and also because I can download their database updates at the same time since most of them block the updates. I haven't tried the manual database updates with the renamed executable since I figure it may fail. -
It has been, in retrospect, an interesting ~ 5½ years here in the Justice forums.
However, most things change, and not always in a way that is viewed as positive by all people. In fact, out of 100 people it could be that only 1 does not view the changes as positive. This may or may not be one of those cases.
No, I'm not leaving the game, so this isn't an "I Quit" post. In fact, I'm going to make every effort to make sure that no forum rules are broken in this post.
The Justice Forums used to be my first stop when I opened my browser after getting home from work. The community here was what kept me laughing, kept me sane (well, given what you had to work with), and kept me informed of the various events going on. When I lost my Dad, my friends here on the forums and in the game offered support and comfort that few RL friends could match. In many ways, some of you are people I consider to be as close (or closer in some cases) as family.
Sadly, that is no longer the case for me. There are times when I don't even click the tab with the Justice forums on it for a few days, and that is a huge change for me. What used to feel much like a family now feels much less like one.
I've tried to change several things about me during the past year, and in several cases I've been rather successful. Unfortunately, there are a few things I've had little success in trying to change. I stopped drinking after the first HeroCon, stopped smoking in May and I've been trying to be a bit more of a social creature rather than staying a solitary creature. I decided at some point during the past year to empty my Global Ignore list and my forum ignore list and give people a second chance. Aside from one person who was added to my global ignore list for a couple of months and spammers, my global ignore list has remained relatively empty. The only current residents of the gignore list are spammers, so in some ways I've been a bit more tolerant. Of course, leaving JFA when it was getting full for Diet JFA has kept me from seeing much of the global chatter that I used to see, so my tolerance may not be as improved as I'd hoped. Becoming a more social creature is still a work in progress, but I fear that I'll soon be taking a rather large step backwards in that regard. But I'll get to that later.
Many people consider me a huge Dev supporter, and in many ways that is true. I've even been accused of brown-nosing by some. What most of you fail to realize is that there have been plenty of things I haven't agreed with, I've just kept my complaints to PM's and posts in the appropriate Training Room threads or Beta threads if it is a Beta I was invited to. And except for one item, once the change hit the Live servers I've stopped discussing the matter at all on the forums. There are only a few that I comment on in Private channels in the game, and only when it's brought up by others first. There are some things that the Devs have done that I have no feelings on one way or another because it is something that doesn't interest me and has no effect on my gameplay, even peripherally. There is one Dev in particular that I'm known to be a fan of and I readily admit to liking his posting style and sense of humor. It also helps that he's a Justice player. Of course, to the best of my knowledge there's only 1 change that I know he's been involved with that I don't like completely, and that's more of a socialization change to the encounter than anything else.
Now, this past summer, some forum members were accusing me of being prejudiced and I never could seem to get an explanation from any of them as to what my supposed prejudice was. I found out several months later what it was, and my immediate response was to laugh. I had to laugh because it showed how little these few people actually know about me and my friends. I also had to laugh at how much they had to stretch to construe a comment I made as being even remotely prejudicial. The anger came later. I have suspicions that the problem they had with me was actually related to a different matter (and post) entirely and a few semi-related threads, but they'll forever remain just suspicions. Nevertheless, the accusations of my being prejudiced remained with no explanation that I saw. It's possible that someone that didn't know me saw the accusations and believed they were true. It's possible that these accusations were repeated in the game and someone that didn't know me saw it and believed it to be true. Both of these possibilities bother me greatly, especially since the accusations were completely false and groundless.
For a while it seemed that I was being attacked with every post I made, no matter what thread it was in. Some were in the threads, some were in Rep comments, and there were even some comments made in the game. It got to the point that I wasn't wanting to post in any threads in the Justice Forums and then the Rep comments started showing up on month old posts in other sections of the forums when my posts here slowed down. I started staying completely hidden in the game again, just to try to avoid comments from others, but still would see things said in local that were directed at me as well. I started trying to just ignore the chat windows, but would inevitably miss seeing something that I needed to see so I gave up on that process.
During the summer, we also had a change from the old UBB forums to the vBulletin forums. Having had a small exposure to vBulletin once before, I had a bit of a head-start on where to look for information, and that combined with some sleep problems gave me a lot of time to dig into the forum software features and figure out how to do some of the things people were asking about the most. I tried being helpful in pointing people to posts with the information or with the actual information if I had it, and most people seemed appreciative of the efforts some on the forums were making to try to make it a smoother transition. Unfortunately, some people are going to be negative no matter what you do, so it didn't really surprise me when I got comments about me trying to be a "know it all" about the new forum software. In most cases, I just considered the source, even if that source was anonymous. But it still gets discouraging when people try to help others in the community and are castigated for it.
Around this same time, I was getting very frustrated in my limited dealings with an individual, and wrote them off as someone I'd do my best to avoid when possible. Later discussions led me to believe that I may have misjudged this individual so I revised my impressions of them and decided to ignore the previous dealings as an aberration on both of our parts as well as a lack of clear communication. Recent events have caused me to go back to my previous thoughts and impressions, and they aren't really pleasant thoughts so I'll just leave it at that.
I've had several instances this year of people not understanding what I'd said in a post, even though it was stated very clearly. I've even had people not associated with the game read the posts and give me their interpretation of what I'd said and it always matched up with what I'd written, so I'm at a loss to explain why people aren't understanding it. When you add in the frustrations from the other things listed here, it's made me a bit less willing to continue trying to reword things and explain myself in different terms to say the same things. Of course, I get those same frustrations trying to explain things at work, and usually the people with the most problems comprehending clear and detailed instructions are ... gasp ... English and Reading teachers. People tell me I've gotten less tolerant of people not understanding what I write over the past couple of years, so I'd assume that lack of tolerance is bleeding over into the forums as well. Sorry, you get caught in the backwash of me working with edumacators combined with my cranky old man attitude.
All of these things have been rather unsettling at the least, and when you combine them it has left me with a reluctance to post on the Justice forums and even a reluctance to read the posts on the Justice forums. I've been thinking about this for a while, and I've decided it's time for me to just step away entirely from the Justice forums. This will effectively end my posting entirely except for testing results. I'll still be reading the Dev Digest and Community Digest, so at least a part of my routine will be unchanged.
The timing of this is unfortunate due to the influx of new players on Justice with the free server transfers, but I feel it's best if I just step away now rather than dragging this out any longer. It wasn't an easy decision to make, but it's one I won't vary from.
I won't be reading responses to this post, PM's about it will be ignored with the exception of the staff, and in-game comments or questions will also be ignored. If you happen to have my contact information for an outside social networking site, please don't ask about it there either, it'll only get you blocked and I'd rather not do that.

When you were trying to get the drivers installed, what steps were you following?
The best procedure I've found for uninstalling/reinstalling cleanly are as follows:
Download and install DriverSweeper first, but don't run it yet.
Uninstall from Add/Remove Programs the CCC and any other software for the video card.
Reboot into Safe Mode, run DriverSweeper and let it get rid of any ATI Display Drivers or Video Drivers, however it lists them.
Reboot into normal Windows mode and cancel any Hardware Wizards that come up. Download and install the video drivers for your video card. Reboot when prompted.
You can download the drivers before removing the old ones, but I usually wait until I've run DriverSweeper so that I make sure I've ONLY got the right drivers and that I don't have pieces of older drivers on the system causing problems or reporting incorrect information (such as what video card is installed).
I do the same for nVidia cards for much the same reason. -
Well, you appear to have the drivers for the video card loaded correctly now. CoH Helper and the DXDiag portion of the crash log show the right video card. The drivers are dated from November 24, 2009 so I guess that's either the most current drivers or the next most recent.
Nothing in either CoH Helper or HJT jumps out at me as being a likely source of the problems.
The Crash Report does nothing for us, the players. That is only useful (possibly) to the QA team that it gets sent to when you press the Send button on the Crash dialog box.
Hopefully someone else might have a suggestion. -

Because Windows, and some programs, don't give a rat's rear end what the size of free space is, just the percentage of free space on the drive. When free space gets below certain percentages, they have problems and/or complain about the lack of free space.

I could be way off base, but it may be that in order to get the system to work with the "free transfers" gift, they may have had to take the purchases offline temporarily. Not to keep people from buying them, but so that the Buy Character Tranfer button (or however it's labeled) won't actually charge the account.
Or it could be an unintended side effect of enabling the free transfers that no one thought to check.
Hopefully, your ticket will get a speedy response from someone that knows what they are doing and it will all get straightened up. -

I agree with Father Xmas, post a CoH Helper and HJT log in a new thread. They are much more useful to us for troubleshooting. -
I was going to recommend downloading TweakCoH to set your Graphics before launching the game, but it doesn't seem to be available currently. Hopefully it's either being replaced by a new version or a different program with additional capabilities.
The best I can recommend without that program is to start the game in Safe Mode, and adjust your graphics settings from there. You can start in Safe Mode by starting the Updater, click Next on the first screen ... BUT ... BEFORE you click I Agree put a checkmark in the box labeled Safe Mode. This will load in a lowered graphics resolution state and then you can set the Graphics settings as needed.
I'd recommend using the settings in the first post in Bill Z Bubba's stickied ATI Issues and Settings Recommendations thread to set your in-game graphics and your Catalyst Control Center.
Basically, ingame you want to turn off Vertical Sync, Anisotropic Filtering, Bloom, Depth of Field, Desaturation Effects. Also, lower the Water settings to either Off or Low. These are all problematic settings with the ATI drivers and CCC that should be resolved in the Going Rogue expansion when it is released and the concurrent Issue release for those that don't purchase GR. You may also want to set it to run in Windowed Mode at the Desktop Resolution.
Nothing in your HJT logs is jumping out at me, but I could be overlooking something. If you are running any skinning programs such as WindowBlinds or a Dashboard or Dock program (possibly preloaded by HP)j I'd recommend turning them off since they are known to cause problems with the game. You can set an exception in WindowBlinds from what I hear, but I have no idea where it would be set. -
