You get the first set of bonuses while doing PvE, and both sets of bonuses during PvP.
And I have more than enough bonus points to have need of yours.

Part of it is the Acc bonus that those powers have (they have an additional power or two that doesn't have an acc bonus), part of it is the acc bonus they get from being higher level than you, and the Lieuts and Bosses will have an additional acc bonus due to their rank.
In this case, you have floored their ToHit to 5%. It cannot get any lower than this no matter how much you increase your defense. When they use those mentioned powers, they have accuracy of 1.2. At +2 levels, they have an additional accuracy bonus of 1.2 (see Level-Based Accuracy and ToHit Modifiers for Critters Attacking Players table, second table from bottom on wiki attack mechanics page).
So putting it all together:
Minion: 5%*1.2 (Attack Accuracy bonus)*1.2 (level Accuracy bonus)*1 (minion Accuracy bonus) = 7.2%
Lieut: 5%*1.2 *1.2 *1.15 (Lieut Accuracy bonus) = 8.28%
Boss: 5%*1.2 *1.2 *1.3 (Boss Accuracy bonus) = 9.36% -
In game, type:
[Black_Swan_Minion.Dark Blast]
[Black_Swan_Minion.Shadow Punch]
[Black_Swan_Minion.Gloom]
You'll see that they have 1.2 for accuracy. That would raise their chance to hit. What level were they? If they were higher level than you, that would that would also raise their minimum chance to hit. Edit: After running some numbers, I'm guessing they were +3, maybe +4 levels higher than you?
Take note, they were floored on their base chance to hit you, but their base chance was a bit higher than 5%. From the Attack Mechanics wiki page:

I did some testing on the presents last year and put down the info in the Mysterious Gift page, though this info may have changed. You'll want to figure out a route that will take you about 4-5 minutes to traverse, preferably away from any player traffic.
Also, something I noticed today was that Siren's Call has a very high concentration of Mysterious Gifts, so if you're on a server with a low PvP population, you might want to check it out. -

Try this. Stop the download, close the updater and look in the CoH folder. Delete the Coh.checksum file, and then start the updater again. It should then take some time to verify the files it has already downloaded before starting in on the ones it hasn't downloaded. -

Here's something I just noticed and was looking for someone to verify.
I was running some flashback Croatoa missions and anytime I got close to a Cabal enemy, my stealth would get suppressed. I finished up the flashback and went out into Croatoa to test it some more and the same thing happened.
My lvl 50 /Dev blaster has Cloaking Device and a stealth IO. Whenever I got within 5' or so of a Cabal witch (levels 25-30, minion through boss), my stealth would suppress down to 15', which is normal for Cloaking Device.
Can anyone else verify? -
As SmegHead said, the Warburg ones don't count. Hero side, the only place you can find them is in missions, or you can try finding a few in Siren's Call or the Rikti War Zone, though they are rare.
I've known a few people who have run the first mission of the Statesman Task Force over and over to hunt them and done reasonably well. -
I believe that when there's a tie on lowest price, who the sale goes to is randomly decided.

It's my understanding that -ToHit and Defense fill the exact same spot in the chance to hit equation. So, against an equal level minion, that 40% defense and -10.5% to hit is going to be the same as 50.5% defense.
Now, I believe that the ToHit debuff is going to get scaled down vs. enemies that are higher level than you, and scaled up against lower leveled enemies (see Purple Patch). Additionally, AVs, GMs and such also are going to have resistance to the debuff, so that's also going to affect the actual chance for them to hit.
Usual disclaimer, I may be wrong on some or all of this, and if so, someone will be along to correct me soon. -
Way back, when I was playing EverQuest (original), I decided I wanted to see how long it would take for an inappropriate name to get nerfed. So I created a cleric and named him JeanLucPicard. A few days later and I logged in to find the name changed. Apparently, though, the GM who changed the name thought it would be funny to change it to StarGeek. I liked it so much, I've used the name ever since.

To save typing, I have many common, large numbers in my clipboard history program (Ditto). If I'm typing bids with a bunch of zeros, I just pull it up the clip with the proper amount of zeros, type the first number or two into the auction house and paste in the zeros. Cuts down on the number of accidents.
