That's been around for quite some time - since I started playing at least.
After the patch is applied, they start the servers back up and lock all the players out, only allowing employee accounts on so that they can do a stability test. During that time, anyone who's NOT an employee gets that message, until they unlock the servers for everyone. -
I haven't tested this with other categories, but my Male character with Baggy Warrior pants keeps getting switched to Classic Steampunk whenever I go to a tailor. I think I saw something else where a part got swapped, but I can't remember which one. Manually resetting the swapped costume part removes the fee for changing it, so it's not like having a legacy part replaced with a new version.

No ranged attack available to Banes (gun or mace) has the potential to crit.
There are mace blasts in Mace Mastery that are very similar to the ones in your Bane Primary, but they do more damage. On my Bane, I skipped most of the Primary Blasts, and took Epic ones instead. -

Well, since they just recently changed the names of a bunch of accounts, yes it IS possible. But it's not made available to users.
If you open a support ticket through the Support Site, you MAY be able to get it changed. I don't honestly expect them to, but it never hurts to ask. -
The way I read it, it sounded like it popped out ALL the enhancements from a single power. But either is a possibility.

From what's been said, you'll still be able to get all the Vet Rewards you haven't gotten yet, and you may even be able to get them earlier than you would have under the old system. Exact details have not been released yet.

No. Lightning Field wouldn't proc for the user because the user isn't the target.
It's a minor distinction, but relevant for things like Electric Blast, Power Sink, and so on, where the power both drains the target and refills the user. In all of those cases, the Performance Shifter proc will only give the +End to the enemy (the target of the power), and never to you (because you're not the target). -
Even 2E+10 would be wrong, as that would be 20 billion.

If you're talking about the game I think you are, that shift changed the game from hemorrhaging vast sums of money to a papercut of lost money. Think about what a similar change could do to a game that's actually turning a profit before the change.

You'll be able to buy individual parts from the boosters, whole costumes from boosters, or even the boosters as a whole via Paragon Points. Any costume parts you buy will be account based, not per character.

My point was that you can only transfer 2 billion at a time, not the multiple billions that the OP suggested, and that the copy process can be VERY slow. And the 88's burned hundreds, if not thousands of billions of Inf. If the cap were 2 billion Prestige, as I've seen hypothesized, it would take 1 trillion Inf, or 500 capped characters being transferred. If it takes more than 2 billion Prestige, it would take proportionately more transfers.
Are YOU patient enough to make that many character copies?
Edit: Ignoring the time it would take to delete each serverfull of clones and copy over a new set, and assuming you logged in and zoned in instantly, the 30 second logout timer alone would take 250 minutes, or just over four hours. -
I could get behind a Global Name Purge, even though it wouldn't affect me. Wipe the globals off any account that's been inactive for 12 months or more, and grant everyone a global rename token. If the people who have been inactive for a long time come back, their global is set to the name of the first character they log in, and they can change it later, just like what happens to a new account.
Just don't purge the Globals of active or recently inactive accounts.
Names are quite possibly going to be a difficulty under the Free to Play model. I suspect that this will be fixed by allowing non-unique names. If I'm right, I'm not sure what I'll think about that change. -

And no, we can't have the system track what you helped with, and give proportionate rewards. Either it would only remember as long as you were logged in, and logging out for the night and back to finish tomorrow would result in the other guy getting partial rewards, or the progress would be stored in your character file, and every time you teamed with someone who was on a story arc, your character file would get a little more bloated (unless you finished the arc with them), until everyone's character files were so big that load times were affected.

Despite that, I know a few people who will argue with you over which EAT is more awesome. Your opinion isn't wrong, but it isn't universal either.

In a couple years, when the baseline computers are good enough to run the minimum Ultra Mode settings, sure. But until then, I'm afraid water powers are probably gonna keep getting the same response. -
I doubt anyone can copy over 10+ billion on a single character, since the cap is 2 billion. Remember that the Market is seperate from the game servers, and so is Email. That means anything you have stored in either of those locations doesn't copy over with you. That means many transfers would be needed, which sounds like a painful process, especially when transfers to test have a bad habit of getting lost for several hours before arriving.

The first creates a button labeled "Release" or your powertray that dismisses your pets. "Release" is probably too long to fit well, so you may want to change it to something shorter.
The second makes it so that the X key releases your pets. You can change the X to any other key on your keyboard, but note that most non-alphanumeric keys have special names. -
I already have Winter badges from years before I started playing the game. If they can already sell those, I'm currently hoping that all the time-restricted badges become available for points.

I solo a lot too, and I have no problem getting characters to 50. You are right, it is slower solo, and after 30, it's even moreso.
The absolute most important thing is to have a character you enjoy. I've only had one or two "Flavour of the Month" characters get to 50 because, no matter how effective they may be, if they're not my playstyle, they're not fun, and it's hard to go back to them.
Once you've got a character you enjoy, start doing Story Arcs. You can even go to Ouroboros and redo favorites or fill in ones you missed while levelling. Story Arcs are important to the soloer because of the Arc Completion bonus - some of them are quite large.
If you find your character to be fairly survivable, you can also consider increasing your difficulty. The best setting depends on both you and your character - a scrapper may want to fight higher level enemies, and opt for +2/x1, a brute may want more enemies to boost his fury and use +1/x4, while a blaster with many AoEs may choose to hover over groups of -1/x8 for numerous quick kills. Whichever you pick, if you can survive it, it's quicker than the default. -
