Having run multiples of each to 50, I'd have to put Regen as one of the strongest stalker secondaries out there. Between the MoG change and the inclusion of Shadow Meld in the Soul Mastery pool, it synergizes amazingly well with great effect. My SR stalkers (before IO's) simply can't handle what my regens could without outside assisstance. With the inclusion of IO's, my regens simply will not die while my SR will after a considerable length of time.

Regen is great for stalkers, despite the lower HP cap. You have one very quick recharging heal, one not as quickly recharging massive heal, crazy regen power, and MoG is a stalker's best friend. Combine that with Shadow Meld and you are extremely hard to kill.
WP is solid all around and allows you to self cap your HP easily without IO's or pushing for a lot of accolades. It also gives exotic resistances to things like confuse and repel.
SR is decent for stalkers, but requires a bit more investment to be as good as some other secondaries are out of the box. It also requires almost every power from the set to be used with one another in order to work properly. This can make builds rather tight. -
Yes it does. Once you get a kill, you have a chance to get a recipe drop. After that kill, there's a five minute timer placed on you until your next chance. If you do get a recipe drop, then there's a ten minute wait before you can get another chance for a drop.

For stalkers, they do. Everyone else (such as Cloaking Device/Hide for VEATs or Device blasters) it won't.

Only if you have two people standing toe to toe and mashing buttons. In any other PvP scenario (aka, not fiteklub), you'll get torn apart.

For stealth, Hide+ Stealth (from the concealment pool) + Stealth IO will get you there. For perception, you'll need (usually) Tactics, a Perception IO, a +Perception toggle (such as Heightened Senses) and some yellow inspirations/perception buffs like Clear Mind/Clarity.

It isn't, really. DR is gonna hurt your defense and with as many to-hit buffs that are out there, you'll get hit regularly. I'd recommend Speed, Leaping, Fitness, and Concealment (for Phase) along with the Weapons pool for WEBBBBBBBBBBBB Grenade.
It won't be the best, but you can make it workable. -
It might have to do with priority listings for stance changes. If a change in stances (like from jumping to standing, or when in motion/dodging animations) causes a reset of rooted/unrooted status, then they would probably have to completely alter how one is flagged to be rooted. That can't be an easy issue to tackle with the animations in this game.

I remember one member of the PvP ladder had gotten around rooting down to a science. He put up a video explaining how to do it (I believe using well timed jumps). I'll see if I can find it.

As for smack talk, I say know your audience. If it's someone you're well acquainted with, go ahead and let it rip. If it's someone you don't know, keep it obviously humorous for all parties. On the flip side, if someone is bugging you with crap in BC, just hit the ignore button on them. You'll find smack talk drops considerably after only 2 or 3 clicks.
Not sure how it went on other servers, but on Virtue, we would balance out the zones if it looked like one side had a clear advantage. A lot of the best players in LoT/Ducks would switch sides so that there were good players on both sides. Same in the kickball matches we'd run. We would split buffers and experienced players between teams to keep matches even.
I, personally, would never recommend anyone to rebuild their character for PvP if that wasn't the focus of that character to begin with. Even with a "bad" build, there's a lot of advice out there to be had with how to make it work. Use it. Don't be embarassed if you get unsolicited advice. It doesn't make the other person a jerk. It shows that they want to see you in there more, and that they want you to improve. -
Mids doesn't account for Diminished Returns when showing your totals. That 70% becomes 20% VERY quickly. Unless you're in an arena match with DR turned off, you won't see those numbers.

-Even in a game about superheroes, you are not Superman. Never assume you can beat your opponent by yourself by virtue of who you are. Get help, get a team, and work together to kill anything that cons as an enemy as fast and often as possible. Soloists usually find themselves on the bad end of an enemy team.

WP is pretty easy to cap your HP with, so I'd look more towards Damage, Recharge, and Acc bonuses for IO slotting. Grab a stealth IO for your travel power of choice along with Stealth from the concealment pool. Also, getting Phase Shift (and Invisibility) is a good idea while you're at it. As far as patrons go, most prefer Leviathan Mastery for SHAAAAAAAAAARK! as well as Hibernate, but if you're looking at one on one, you may want to consider soul mastery for Shadow Meld and Soul Storm.

Ya, I enjoy PvE still too. Maybe the changes to PvP should be implemented into PvE? I'm tired of not being able to run missions as easily as those with the best IO sets.
PvE should be worked so that everyone is on a "level playing field." -

Also, any links to individual cards would be awesome. My understanding is that Sparkle, for as cheap as their cards can be, are often problematic.
