PVP.

Don't recall if Arena works, but basically every time you defeat another Player, you have a chance for a drop if you got rep for the kill.

Yes it does. Once you get a kill, you have a chance to get a recipe drop. After that kill, there's a five minute timer placed on you until your next chance. If you do get a recipe drop, then there's a ten minute wait before you can get another chance for a drop.

Thats the worst thing the devs could have done....its just a very bad idea...hell, you it would take a month to get just 1 set playing non-stop.

From a farming perspective, sure, it's terrible. From a supply/demand perspective it's great, as it ensures supply remains relatively low and thus that prices remain high. If you're looking to farm up a set or purchase one, that's bad news. If you want a windfall of influence when you go to sell one, it's excellent news.

Besides, that puts them roughly on par with the infrequent PvE Purple drops. Takes time to get Purples. That's the way it is and honestly, probably the way it ought to be. Gives those who must be uber something to shoot for without breaking the game or tipping the balance so that purpled-out characters become the norm.

Minor nitpick/clarification: After you defeat a player, there's a five minute timer where you can't get a drop from that player, regardless if you got a drop or not. If you turn around and defeat a different player, it checks for a drop, and then puts a five minute timer on them as well.

Once you get a drop, a ten minute timer is put on you, and you can't get a drop from any kill until it wears off.

Note that the five minute timers can be refreshed during the ten minute "no drops" interval. If you kill a player and get a drop, then kill him 9:59 later, you get no drop (because you're still in the ten minute window), and you can't get a drop from him in the next five minutes (until the 14:59 mark). This is possible because the two timers are completely separate.

This just makes me think of someone's monitor surrounded by a dozen falling sand egg timers.

Actually, it was done like that completely intentionally. If everyone had them you would be completely gimped if you DIDN'T have them. This way they stay rare enough they don't tip the balance towards the people that have them too much.

You will very, very seldomly see a character that is completely outfitted in purples and PvP IOs. If the player has the skill to go along with it, that character will be extremely difficult to beat. The devs don't want the uber-gamers dominating PvP to the point where it is impossible for a newbie to get a kill, so they made the sought after IOs extremely hard to come by.
