For a bit of further clarification, since many people seem misinformed, the freedom of speech those in the US like to comment on isn't, by any means, a universal guarantee of the right to speak out on any topic, at any time. It's only a guarantee that Congress (and later, through judicial action, that other US lawmaking bodies, ie states) wouldn't make laws restricting free speech.

    Court orders, business arrangements, employers, employees, social groups, contracts of all sorts, religious obligations, and professional organizations all have legal rights under some circumstances that limit speech. And the US 1st Constitutional Amendment doesn't alter these at all.

    Whether or not that is a good thing may very well be open to debate, but the US 1st Constitutional Amendment isn't near as far reaching as many people seem to think. It is a very powerful piece of legislation, but not boundless.

Quite a bit seems to be directed at the people doing the work on the servers, which is seriously misplaced. The hardware installation was expected. Some of it, probably most, happened last week. An extended maintenance was all that was scheduled for today, according to the announcements on the forum. After the maintenance period was over, and the servers came back online, problems were encountered. Specifically what they were, nobody knows because they aren't saying. But it should be obvious that it wasn't planned.

    "I know, let's work on the servers for a few hours next week. After, we can bring them online, then break them so they go back down again."
    "Should we tell the players we plan to break them after we bring them back up?"
    "Nah, they''' figure it out. Besides, their plans are inconsequential."

    I'm sure that's exactly how it went down. [/em sarcasm]

    Bottom line is, the unexpected happens. And you can't schedule it. The fact that the unexpected happens so rarely with this game should tell you that all the people responsible are really doing their jobs well, or are very lucky. Either way, perhaps a, "Thank you for putting in the seriously long day today so I can play my game," might be a better response at this time..

  6. And for the servers that are up, they seem to be getting a LOT of Mapserver errors. I think I'm gonna skip doing anything dangerous today, to avoid frustration, and just working or crafting/shopping/etc. I have plenty of that to do anyhow, and have been putting it off forever. Maybe I'll respect some of my lesser used alts into inherent fitness, too.

    Totally agree. I wish there were more incentive for all the GMs, but Lusca especially since she's extra hard. Or at least extra time consuming. Not sure if more merits, or a special tip goodie, or what that extra incentive should be, but I really think it would be nice if something could be done to make GM hunting more enticing. The risk/reward seems a bit out of whack here, and not to the 'too much reward' side.

But the misapprehension I see at least as often, and I frequently try to correct, is that 45% is a magic number, and 41% just isn't sufficient, and 47% is LOLZ stupid and sure sign that you don't know what you're doing.

    I agree that Boss/Lt/minion and level don't affect your chance to be hit. If I implied it did, I'm sorry I was misleading. And I also agree that the DE really are best dealth with by using strategy. However, this doesn't make the softcap a fixed point. I can assure you, debuffs happen to def based builds. If 45% is much better than 40%, which is the mantra for the softcap is king set, and you ever get debuffed to 40%, then 50% def to start with is for sure better yet. If you were immune to def debuff, and no groups you might encounter had tohit buffs, then yes, over 45 def outside of incarnate content would be wasted.

    But def or 35 or 40% might be a waste too, if you consider that you have purple inspirations, and the effort spent on getting the last 5-10% could be used on more regen, ir more damage, or more defense vs rarer types, etc. To constantly insist that the softcap operates in a vacuum just doesn't reflect the way the game is played by everyone. For further examples, I'll just mention, Nemesis Vengeance tohit buffs (and we all know Nemesis shows up everywhere, since it's all a Nemesis plot) and tohit debuffs, which are 'wasted' if you are at 45% def (unless of course def debuffing happens, or are attacked but a different type or vector).

  13. If you're going for rebirth, any suggestions as to where the break point between going for the +Max HP variant and +Regen variant?

    Obviously it will vary based on powersets and AT to some degree.

    I specifically thought of the question while trying to decide which would work better for my /SR scrapper, who has a decently high regen already, but only by SR standards.. But it got me thinking what sort of rules you all use for determining the break point for other ATs and builds, too.

    Unless someone went out of their way to avoid any enemies with debuffs or self buffs, the softcap wasn't even a fixed point before. The truth is, when it comes to defense, more is always better, but often not enough better to pay the price in cost or performance elsewhere. A non softcapped build *could* be a bad build, but it could also be a build with other performance priorities. And a softcapped build could be total rubbish, too.

    Yes, softcapping (to either 45 or 59) is a good rule of thumb, but that's all it will ever be.

    So, not only did you run into a jerk elitist, but one that was either ignorant or moronic, too.

    If you are in the middle of a story arc, you can finish that arc with the contact even after outleveling it. And a lot of missions and arcs can be run via Ouroborous once you hit lvl 25. That being said, I don't thing the pre-level 10 contacts offer story arc, and I don't think any of their content is in Ouroborous, either.

    So, to answer your specific question..

  17. OK, I'm pretty sure if a stalker attacks from hidden against an attack-able/destroyable object that he can get the damage bonus. Am I right?

    If I am, then, my main question is.. Could he use Placate on the object to do so again?
  18. First off, if you don't want to wait til I21, fire blast is out.

    So, as to what synergizes with your group, it sorta depends on level and the build they have atm. If tank isn't lvl 50 and IOed to the gills, then he's probably not softcapped on def... In that case, you'll make him a tougher tank by hanging back and using darks attacks, as they tohit debuff.

    As has been said, sonic makes everyone do more damage, but it always strikes me as a tad light on AOE. But it's still a very solid choice, especially vs hard targets.

    Ice is another all around great choice, but hit's it's stride later. But, it's got nice damage output, decent AOEs, great mitigation in slows and holds, and it's a less resisted damage type.

    Archery is a great set, but don't think it synergizes well with anything else..

    Hmm. Thinking about it, I'd go with dark. The AOE stun should make getting into and out of melee range to do you FS much easier, especially if it's stacking with the OG PBAOE stun available to your tank. And later you can drop Dark Pit, then FS, then dropt he PBAOE nuke while you're there.

    A new AT.

    Actually, even though there are variables to consider, I think most people would agree once you factor in Domination, even if it isn't a 'perma-dom' build, Dominators have better control. And better damage.

    Controllers have better support skills. Debuffs, buffs, hears, etc.

    That said, Storm, while quite hard for some to use well, really ups the damage output more than a lot of troller secondaries. Add in the resistance debuffs, too, and your whole will be doing more damage when you get a chance to team. Also, plant has -kb available to it, which makes storm a little more team friendly.

    That said, if you want absolute control.. Go with the Dom.
    If you want solo damage output. The Dom wins.
    If you like the support/debuff angle, go with the troller.

  25. Several powers in the game scale based on the number of enemies in range. I'm thinking of several of the auras specifically, like Invul, Shield, and WP. I have 2 questions about them. The first I know I've seen somewhere it's just a matter of looking about, but the second question I've not ever heard addressed.

    1) Do these powers need a to hit check of any sort for their efficacy to improve?

    2) Do pseudo-pets count towards the number of enemies in range?
