Could be a decent compromise if your short on slots and don't want to slot up Fire Ball later.I'm of the opinion that every melee toon should have at least one ranged attack. It may not be part of your usual chain, but there will be times you'll be glad to have it. If you're an IO set bonus sort of person, it also helps with slotting choices, since you're not then limited to melee or PBAOE sets. Some melee sets have to dip into epic pools for ranged attacks, but Focused Burst is good because it boosts Power Siphon.

Here is a build I'd posted the other day. I compared it to yours and it has a couple points that might provide some inspiration for ya:
1) About 300 HP more than your build (I added the same Hero Accolades to yours to compare) -- which means that actual HP regen per second is more than your build, even with a 30% lower regen % (650% vs. 683%)
2) More truly soft-capped than your build -- your build is showing 43.5% S/L and 35.9 E/N/F/C .... mine shows soft-capped (45% or above) to all including F/C (though E/N is at 44.9%, technically). I know you are waiting for the +3% PVP IO, but I got there w/o it.
3) More AOE - my build worked in Fireball. Also 1 more slot in hasten which appears to knock ~30 secs off its recharge time.
The issues I have with my build are that damage is probably somewhat gimp with 4-5 slots in punch, jab, haymaker, etc. But you face the same issue. Also my build has higher endo usage and slightly lower recovery than yours.
Hopefully someone can help us clean 'em both up. I'd really like SS to feel powerful but I think it struggles a bit with this slotting.

Thanks. I don't like relying on a short-radius melee debuff for soft-cap. Too much of the -def in game is ranged from machine guns (council, etc.).
I had slotted the attacks with Pounding Slug for extra regen but it might not matter -- using Mako like you did could be better, I guess.
Anyone else have any thoughts? -
Here's a 2nd try. This is at 44.9% to S/L and 45.2 to E/N. I let F/C trail as they are not as common. Seems to have OK regen, HP. Endo recovery is still a bit below where I'd like it, esp. toggled up.
I think this has enough recharge to run SK-CS-SK-CAK, but am not totally sure. Anyone know what the DPS of that chain is?
What bums me out here though is the lack of procs in attacks. Survivability is coming at the lack of certian pizzaz.

Been messing around trying to resuscitate some old toons. Here's a mids plan for a WP/SS tank that's soft-capped (nearly) to S/L/E/N/F/C and sporting pretty decent regen and HP numbers.

I guess I'm just feeling the damage might be a bit gimp, with lackluster attacks like Jab, Punch being 4-5 slotted.

Been messing about on MIDS trying to "tune up" a bunch of older toons.
Here is a take on fixing my MA/WP to take advantage of soft-capped def plus the newish MA changes.
Goal was to soft-cap at least to S/L/E/N, and also to have enough recharge to run the SK-CS-SK-CAK chain. Plus EC / DT for the insta-crit aoe. Wanted to work in Epic Fire pool for fireball too.
I'm thinking maybe this build is soft-capped with the +Def alpha. I also think it has enough recharge to run the chain, but not sure. I'm not thrilled with the endo recovery or the regen.

I think there's a step beyond Bass's build, that probably involves not 6-slotting Gaussian in Power Siphon. And stuffing in a little more recharge to run the top chain. But I didn't find it yet mucking about on MIDS.

The boards can be a tough place, but thankfully your question on KM attack chains is answered on the main scraper page already

I'm pretty sure you don't need perma-hasten to run that chain, so I'm going to go out on a limb and say that, especially with /SR as a secondary, you're wasting permahasten. It's not like you're getting anything to really recharge faster than you need it to. Might want to consider it for a different build instead, and keep recharge on KM/SR sufficient to run the top chain. Up to you of course. -
How many A-merits does it take to get one from the store, and how long is that roughly to acquire?

I'd be inclined to lose some of the F/C defense in favor of E/N (swap out the ageis 3slots for a 4th slot of Reactive) -- then move those slots to Power Siphont to 6-slot Gaussian for +3% global def. And then you can mess around with recharge slotting for CS ... maybe pull 3 spare slots out of other places, slot up boxing with 4 Kinetic Combats (for S/L), and replace the CS slotting with a set that has more recharge like Hecatomb.
I'm sure there's a way to do something like that while also preserving F/C but on the fly I didn't see it.
When doing the above I'd be inclined to ditch tactics and pick up assault instead. -

My /WP scrapper has softcapped S/L defense, a top notch attack chain, serious resists and godly regen, but I found myself floundering somewhat in the 40-50 range by running into Cimorians, Arachnos and other defense debuffing enemies. Against everything else in the game, level 1-50, it was easy mode and that was before I started IO'ing him and he only got stronger as I started throwing in all those kinetic combats.
My IO'd out ElM/Shielder by comparison doesn't seem to break a sweat with those guys after I got his DDR up in the high 80's. True, he'll never have the same regen as the /WP scrapper, but he more than makes up for it with the added offense. It's the reason I have one IO'd /WP scrapper at 50 and 7 IO'd shield scrappers at 50.
I'll say this though, in terms of survivability, 1-40 is easy mode for willpower guys and they are the kings. Also for the cheapskate, /wp is cheap and strong out of the box. But once you get the shield to the 40's, and invest some in IO's, it's a beautiful thing to see and play. -

Sure, an SD at the softcap is pretty survivable, but a well built WP at the softcap is even moreso(and Inv is a step above).
Especially would like to hear your take on Invuln. I've seen many /Invuln scraps eat dirt quickly on ITFs. I'm still trying to figure out what benefits, if any, /Invuln actually offers over /SD, /SR, or /WP. -
Also - i haven't checked your build, but you might want to make sure you have enough recharge to run the optimal KM chain.

[I beleve these numbers potentially all include +rchrg from Hasten, = 70% .. e.g. CS would be 204-70 = 134 needed in CS itself or CS plus other global recharge % buffs]
Some people replace QS with FB for a minor loss in DPS but gaining a ranged attack. -
BassAckwards posted a DM/Invuln guide on here (or, really, her build over time) which had a lot of cool slotting for /Invuln on it. Worth a search on her user name.
I've debated a KM/Invuln cause I think it would look really cool and comic booky. But my inner min/maxer keeps saying to pair KM with SD ... and I already have enough SD toons .... Let me know how yours fares. -

Question on APPs: it seems to me that Mako's Leviathan Mastery PPP might actually be a pretty good choice. You get Water Spout, which does good damage against single targets (like AVs, Pylons) and can be -RES slotted, as well as Hibernate (good Oh Crap button) and Bile Spray -- for some more tasty AOE goodness.
Thoughts on how this would play, or how you would slot them in your build to replace Fire APP?
I know you like single-target blasts so maybe that's enough to discount Mako's PPP for you. What single-target chain do you run?

Thanks. I mucked around on MIDS last night, but I'll be damned if I can figure out how to pack in that much recharge without sacrificing defense.
I even tried just to allow F/C defense to fall way below the softcap, but I can't get there with my MIDS-fu. Definitely want to keep the E/N softcap (and Lethal/Melee soft-cap with 2 DA's). -
This is what I'm runnning at present. Getting around 180dps on pylons. For a unique Brute poweset I'd be more inclined to go WM/SD. Claws/SR is better on Scraps due to base dmg.
