he's not saying roll an elec tank for elec, he's saying roll an elec tank for ss, other armor types would do better overall for both

it also has a set duration, so even if you could stand completely still after a few minutes you'd be visible even if nothing bumped into you

you get kicked from your sg/vg once you completely cross, aka villain to rogue or hero to vigilante will not kick you, but rogue to hero or vigilante to villain will, you also get a pop up message before hand telling you it will kick you and someone else will be promoted to leader if you hold that seat, don't know about prestige
completing an alignment mission for hero or villain while you are a hero or villain grants alignment merits which can be used to buy purple and pvp ios -
i'd be more concerned about stalkers concentrated strike auto recharging build up; although build up, concentated strike from hide, placate, build up, assassins strike sounds awesome

it's not that your screwed, it's that you paint a huge target on yourself because people will quickly notice you have no panic button and will go after you for easier points...so yeah it's that your screwed

it has a chance to proc every 10 seconds, and i think someone needs to be in the powers area of effect for it to show in the logs

i have never had anything like that happen, if it seems like that is happening bring up the combat log and check your to-hit rolls

i couldn't really say, it doesn't have terrible damage, just not great

will power works on a stalker because they can cap hp off slotting hpt and they get reconstruction for a flat heal in stead of regen

stealth invis and phase are usually take from conceal as hide + stealth + stealth io capps your stealth and phase is just standard, shadow meld is taken at times as a mini-t9, but overall mako is found to be better due to the damage on the sharks
since your wp you can cap hp off with hpt slotting, other than that recharge, acc, and damage would be the higher proposed set bonuses
you may want to make a squishier character as well, you may become complacent on a stalker and lose intrest in your surroundings -
elec due to a broken thunder strike, and if i remember right lightning rod will not break hide
dark has some extra stuff and utilities but it does not have great damage -
although i do see the point in that, as a tank you would be receiving external defensive buffs more than others, having a higher base hp and regen may be more assistable as hoarfrost could be saved for emergencies as a large heal, unless you can get enough recharge to perm it, then yeah go for s/l first

-tohit may help a bit but -movement will not, yes take hibernate, taunt then use it when things go sour, slot for +hp, +regen and +rech set bonuses first, then if you want try to cap s/l def

2 years is right, i stopped about then and have been going off memory and some added stuff i've noticed since resubbing, and i don't know why but i was thinking stalker when i said that

willpower would do really well if you don't mind using it, you can cap your hp off of hpt slotting alone and you get a decent mix of res and def with reconstruction
out of sr & regen; regen is overall better as even though sr is solid it needs all of the powers aside from elude to peak
all 3 sets are good secondarys in both pve and pvp, what primary are you planning to use? that would help in guidance -
then do not bother with presence at all

those are standard, if you do decide to go presence it should be for the -range in the taunt and not the fear, as even unresisted it wouldn't last long enough for merit

i cannot say to much as i have not played blasters much, but with both of your damage types being different even when you do start to face mobs with resistance they should only have it to one of the types
