Someone with more practical experience with /FA on a scrap may have more in-depth suggestions, but thats my cookbook for building s/l defense.
It's been my experience that building up s/l def on a resist or regen based character creates something quite sturdy. -
Isn't Anguishing Cry from Pain the only -res debuff in the game labeled as Psionic damage? Shouldn't that be very effective against certain AV's?

I think FF got the better boost, due to how ridiculously long the FF animations are compared with Thermal.

I would personally like Trial players to have the ability of sending tells to team leaders, but I can't see how it could be done without enabling RMT spammers.

I would just revamp the Trial system:
1. Three character slots per server.
2. No level limit.
3. No time limit.
4. Can't gain merits.
5. Can't enter AE missions.
6. Can't slot IO's or incarnate powers.
7. Can't join incarnate trials.
8. Can only send tells/mail to SG mates or to someone that sent you a tell recently. -
I have it on my Empath and I love it, the extra power in Fortitude and the heals is nice indeed. My PBU'd and Clarion'd Fortitude gives +60% defense.

Clarion can also give +special, and you can stack it with PBU/PB for crazy numbers(though they don't multiply each other).

My favored way of getting a lot out of Lightning Field with just a few slots is to slot it with 3 Scirocco's. Acc/Dam, Dam/End, and Acc/Dam/End. This gets you respectable damage, enough accuracy and endurance reduction, a bit of regen, and respectable amounts of negative damage resistance which Elec Armor can certainly put to good use.

My Cold/Sonic defender is also collecting dust. Active debuffing just isn't my thing.

Yep, playing with my lowbies has become much more appealing after burning out on incarnate trials.

As for the whole "ideal team" thing, unless you're teaming with a regular group of people that concept goes out the window. Would you rather wait 30 minutes for the "best team" so you can complete the TF in 30 minutes, or get a good team in 10 minutes that can complete the TF in 40 minutes?

Also, if that 305 number includes current resistance debuffs like bruising and reactive, you can't multiply it by other resistance debuffs. You have to separate the base DPS from the resistance debuffs beforehand.I just happened to do it on my tank which would always be running -20% res from brusing and brought along some Rad Defender and corrupter friends. I pretty much established his DPS (With his current build, reactive, Brusing, etc) to be around 305 DPS (Doing more than a few pylon runs on him) So that seemed pretty static to me. Then I started to add additional -res points by having friends sit there with Envenerating Field up. So technically the pylon would be going from -30% to -52.5% on the first run and from -30% to -60% on the second. Regardless it would seem adding another 22.5% or another 75% -resistance to the target you get close to half a percent DPS increase, per point of resistance debuff.
Reactive and Brusing were figured into the solo DPS run. Again this wasn't so much theory crafting as going out with real builds, providing real numbers to get some sort of idea where things would be at for -res' impact on DPS and what a damage capped scrapper could expect. -

-52.5% Res - 416 DPS , 26% Increase For every point of -Res .50% DPS increase
-75% Res - 514 DPS , 40% Increase. For every point of -Res .53% DPS Increase
Average DPS increase per point of -resistance = 0.525% -
I closed the build immediately after seeing a full defense debuff set slotted into Ablating Strike, that's just a bad way to treat your best attack. I've been working on a DPS monster DB/FA build, feel free to toy around with it to suit your tastes/wallet:

Honestly with that much defense you won't need to use Healing Flames that often anyway, so the redraw issues won't be that major. -
Some small things I would change about that build C&E posted:
1. Accuracy slotting in Blinding Feint. As far as I know you need to hit with Blinding Feint to get the +ToHit effect(though I could be wrong), and without the extra ToHit you'll be missing quite often against +3's.
2. You can lose the Rectified Reticles in Focused Accuracy and BF, and put 1 slot from each in Boxing for another set of Kinetic Combat. The fourth slot for Boxing would come from RttC since you're at the ED cap with Spiritual.
3. I would replace the set in LBE with Devastation for extra regen and HP, and then remove a slot from 1K Cuts and put it into Taunt, for the F/C defense from Mocking Beratement. -
Elec Armor wins hands down in terms of endurance. DA is the most endurance heavy Tanker set, though it is the only one other than Elec with immunity to Endurance Drains. Fiery Aura has an endurance management and a Drain Protection power in Consume, but it won't be up that often and it doesn't offer you full protection.
As for survivability, Fiery Aura offers the least protection(though it'll make you kill stuff faster) while Elec and DA are pretty closely matched. DA probably edges out Elec with its great self heal. -

One thing, on electric armor, conserve power/physical perfection/ three-slotted stamina is a bit of a waste. You can keep yourself above water with energize, powersink, and single slotted stamina pretty easily. If you intend to incarnate, I recommend Musculature Radial Alpha, because it makes your Power Sink more powerful, able to sap about 90% in one shot against anything but an EB/AV.
One other thing, power surge can be really helpful at times (like when facing toxic damage); I wouldn't get rid of it.
Oh, and you are over the cap for 5% recharge bonuses from sets.
