I've debated it and decided...
I'm going to do selections on the 4th and 18th of each month from submissions. (subject to change to add more dates if time allows, but these are guaranteed minimum)
1 Winner will be awarded (subject to upgrade):
- Their character will be "locked in" to the top 5 alignment of their server until final voting after July 4th, 2011.
- Any Recipe purchasable with 2 Alignment Merits.
- Winning submission must have their profile displayed in the picture as proof of 50.
- Submissions from same account are not eligible for multiple bi-weekly selection.
- April 14th - May 4th: Future Shock by @Ironik
- May 5th - May 18th: Shadeknight by @The Shadeknight
- May 19th -June 4th: Liora Kate by @?Kelenar?
- June 5th - June 18th: Apolinus by @Apolinus
- June 19th - July 4th: pending...
Keep in mind, this only locks these characters into the top 5 and does not guarantee a spot as a final winner.

I never did edit first post about the submissions with pic of bio wanted...
I do have plans to expand upon winnings, etc. but since I'm not sure what they may be at this point, I don't want to mislead or misinform in case things don't pan out the way I hope.

Before I posted this all, I toyed with the thought of just having a contest where people create "Heroes" or "Villains" for the arc. But I really, really, really think it'd be much cooler to play an arc... see someone from your server (or yourself) within.
I've played quite a few MMOs, and I still feel CoH has one of the best. I want something I do to say that and be able to be experienced by the players...

And I hope this says that I don't need long, complicated bios to qualify.
There will be definitely be some with longer, detailed bios I will choose... but I liked the look a lot... the name is memorable and the bio leaves an air of mystery and easy to fit in to just about any part of any of the arcs...
If no other Guardian Villains step up however...
Added: I sent ya tell in-game. The choice is yours! I've got 2 Alignment Merits with your name on them!

And here's Waddle the Penguin for submission! Already a smart little penguin, he was mutated as a product of Crey Biotech's manipulating during the PENGUIN Project. Waddle was gifted with human--though childlike--intellect, ice and healing powers, and phenomenal jumping skills to compensate for the little bird's lack of flight. Waddle escaped and began a desperate quest against Crey's labs to find the one thing that meant something to him: his missing Poppa.
That work ok? Oh, yeah. The lil' penguin's a hero on JUSTICE. Ice controller/empath/ice epic mastery. @Tubbius

[plug]Whether you did or not yet play the pre-cursor Hero arc yet and are curious what's been improved or what's it about, I updated the Black as Midnight (Preview) as of 5/18/11. Customs more balanced for solo and teams as well as much improved dialogue.[/plug]

Chiming in to say updates are in order and Shadeknight from Virtue has been awarded a Top 5 Lock for final selection!
Please, do not think this is easy for me when there's so many awesome submissions to choose from!
And remember... Top 5 Locks are not guaranteed winners! Just guaranteed finalists that cannot be knocked out of the top 5 from their server's alignment category!
Anyhoo... congratz to @Hopebringer and I'll be sending an in-game tell soon.

Also want to add that I am happy to say that the first 2 selections so far should indicate that I am looking for submissions from both ends of the character/bio spectrum.
Future Shock's design and bio are simple (it's a compliment), but the name and look stuck in my head when I went away from Forums.
Shadeknight's design and bio are more in-depth (plus RP), and trust me I highly struggled between 5 in this category... but Shadeknight overall is the easiest fit into what I have planned... so that edged him out.
If I had a stockpile of Alignment Merits to award... Locks would be more frequent for those who are applying early and express interest!
