Making me curious which arcs don't have them. I know there're two in Port Oaks (Billie Heck and Angelo Vendetti), you go after Egon in Cap, Nerva has you go after nearly the whole freedom Phalanx piecemeal, Shark is loaded with them (supa-freak FTW!), I guess St Martial only has a few, but then Grandville is loaded again.
Where are you looking that you can't find them? What level range?

/Poison MM, so I was interested in trying to solo them. My other question would be: what difficulty levels do I need to get them to spawn as EBs (or Heroes/AVs)? IOs made my life much easier, so I'm experimenting with difficulty levels.
For quck foray into Villian Side AV's at level 20, Take Lorenz Ansaldo as a contact in Shark, go to the Fortunata and change your fight level and be sure to mark that you want to fight Hero's as Heros not as Elite Bosses. You'll get Hero level critters in your mayhem missions too.

As in, where/what story arcs can I find them? I went looking in a few places, and while lists of Strike Force fights with them were easy to find I couldn't really get good info on which ordinary missions I could try some in.
