The only reason I would ever consider a Scrapper (outside of PvP, where Brutes serve little purpose other than a tauntbot for a team because Fury doesn't work well in a PvP environment) over a Brute is an Elec/Shield. Why? Shield Charge and Lightning Rod have a higher base damage and Against All Odds gives more damage bonus per enemy in range because of AT modifiers. Almost any other situation, I'd rather have a Brute.

About the only thing that annoys me these days is being the spike target in a kickball after I've been hit with Glue Arrow, Benumb, and Heat Loss.
Oh, and Gale. The fact that it's applying double the knockback it should be is odd. -
Temp Protection gives you another place to slot one, as would Stealth and Grant Invis. Yes, you'll want Temp Protection (extra slow resist - between that, the Winter's Gift IO, and all the inherent PvP debuff resists getting thrown around, you can hit 70-90% slow resistance before DR pretty easily). You'll probably want Phase as well, just because it will make people absolutely hate you.

Defense on a squishy is largely worthless in the first place, as it will be nigh impossible to get past 20% with DR on.

Merging the markets is the single best thing (short of upping the drop rate) that can be done for the availability and affordability of IOs, and they've essentially thrown that idea out the window because of an inf disparity between sides that would, ironically, be most quickly resolved by merging the markets.

I don't care if they review drop rates, I just want them to give us a number so we can at least check ourselves. A double-check on their part would be nice too, but I think the drop rate's probably where it's supposed to be.

I view the CoP as a textbook example of why I'm always very skeptical of changes that are only "temporary" in this game. The problem with "temporary" fixes is they're often left alone so long that they effectively become permanent, and if they're eventually revisited there's usually an uproar when a long-standing functionality gets changed (see: pet recharge change in I14, TF/SF difficulty slider in I16, and so on).
Apparently there are plans to bring back base raiding sometime around Going Rogue, so that might mean the CoP trial will make a re-appearance, but I'm not holding my breath. -

I know DR starts hittng you when you get the same thing from more than one source. So, in that case, do Rad's toggles have full power because it's all coming from one power?
Wondering because last night in RV my Rad/Sonic was absolutely untouchable against ranged attackers (I'm softcapped to ranged in PvE, so around 18% in PvP)
The way I have Radiation Infection slotted, it's debuffing to-hit by 48.68%. If that is not being hit by DR then it's a pretty substantial debuff.
The toon in question is awesome as a duelist, but if he fights more than one mezzer he gets in trouble quickly. Even though the mezzes don't last long, if even one lands he loses his debuff toggles. Planning on using him in tournaments and whatnot, as I'm happy with his performance 1v1.
Also, as a side question. Is an Ice/Rad corruptor still halfway decent in PvP or did the animation time thing kill their performance? I have a slot open on my home server and I'd like a ranged villain to play around with in RV. Or would I be better off reversing my defender and making a Sonic/Rad?
As for the Ice/Rad... yeah, Ice Blast is bad now. Not terrible, just bad. You'd probably be better off with a Son/Rad because there's literally no reason to roll a Defender for PvP these days except TK and maybe Psi Blast, which isn't nearly the draw it once was. -

Stalkers share the same HP base and caps as Blasters - about 1205 base and 1606 cap. A Willpower Stalker with HPT 3-slotted for heal will have right around 1570 HP, without any investment in IO sets or accolades. It's fairly easy to get a Blaster up to the cap between IOs and accolades, or at least within 50-100 points - I see no reason why a Stalker couldn't do the same.

Preceding this, a bunch of crap-talking in RV from Chido's regin and Diacon (a Grav/Therm). I keep asking Chido for a duel, which he of course refuses, and Diacon tells me to duel him instead, so I agree.

Match after about a minute and a half of him "buffing," during which time he summons a Shivan, he finally throws an attack, and ends up dead before he's even close to bottoming out on end. He quits the match immediately after dying.

Is it because of DR in pvp? I know i have a 10% chance of activating it every time an attack lands but it still only seems to trigger only once every fight during a duel. Is DR behind the fact that it won't retrigger it self again after it comes on the first time? Please help me out thanks.

Damage procs are useful for two reasons:
1. Damage procs add extra damage to your attacks, and they're especially useful in attacks with a fast recharge because they'll fire more often over time that way, simply because you're using fast-recharge attacks more often (for example, two damage procs in Flares would be better than two damage procs in Blaze). Simply put, it means you're dealing more damage which means you'll be getting kills faster.
2. The damage dealt by the procs is, for the most part, unresisted. There are a few exceptions to this rule (the non-smashing damage purple procs, the Touch of Lady Grey proc, and I think the Touch of Death proc) but in a world where most squishies are sporting 40% or more resistance to all types of damage, the damage from procs can really add up.
For example, my Rad/Therm Corruptor has 4 procs in Neutrino Bolt (2 Nucleolus Hami-O's, Apocalypse damage proc, Shield Breaker proc, Touch of Lady Grey proc, and Achilles Heel -res proc, with plans to put a Gladiator's Javelin proc in at some point). This means almost every time I fire that attack, which is quite often, at least one of the procs will fire off, and once I get a target into Scourge range, Scourge combined with the proc damage can really make a target hurt.
In the case of a Fire/MM Blaster I'd probably stick the Apocalypse proc and the Gladiator's Javelin proc into Flares (the other 4 slots would be Devastations, try and get the hold proc from that set in there as well since that's just nasty), another Gladiator's Javelin into Fire Blast if you have the slots or inf, and leave Blaze as-is. Could try a Trap of the Hunter proc in Subdual as well. -

I share builds. I have a couple up on the Blaster forums right now. But some builds, I will never post, simply because I know no one on the server has anything like it, and I enjoy having a better build (yes, some of those happen to be PvP builds). But even in pvE, I guess I enjoy the competitive part of having a better build than the same AT's on the server. Often enough, it shows in mishes and TF's, or in farms.
I make my own builds almost 100% of the time, but I will often compare those builds with friends' builds because I know they'll find ways to do things I haven't thought of, or they'll come up with a build that is roughly comparable to mine but costs significantly less. Crossing my own builds with theirs helps me when I'm planning builds in the future. Generally I'll only say "help me!" if I'm really not sure where to take a build (like an Elec/Shield or SS/Shield, in which cases I just couldn't get the stats I wanted) and will often combine builds that are suggested to me, or I'll offer a build for critique and say "hey, here's my build but I didn't quite get this the way I wanted it, anyone have any ideas?" For example, there's a thread in the PvP section about a Dom of mine that I couldn't get right without ridiculously expensive PvP IOs, but the builds suggested there significantly helped.

Id rather make suggestions and help a person to learn how to slot their toons better, and go the route of teaching a man to fish, etc., etc., that kind of stuff.
I post builds every now and then, and I exchange builds a lot over PM's, but I dont think its fair for some of us to work hours on perfecting a build where we want it to have someone grab it as a handout for free. A lot of it also depends on the person too. -
The GeForce 6150SE is an integrated chip, which means not only is its graphics performance relatively poor to begin with, but it's also sharing memory with the rest of your system, effectively cutting down on the amount of actual RAM your system is able to utilize. I'm fairly certain that none of the integrated graphics solutions currently out there will be able to handle ultra mode with any great success.

I would wait until next spring before you go for any upgrades. We'll know more about the specific hardware requirements for Going Rogue, there will be new stuff out, and today's top-end hardware will have come down in price.
