Procs (IOs) and DR

hi guys i have questions about procs in pvp with DR (lets say RV zone for example) DR is automatically turn on when u enter the zone. Now i have a proc that gives me +recharge (Force Feedback IO set) and when i fight someone in pvp it only pops up once during the whole fight and even after i never seem to be able to get it to come back again. Is it because of DR in pvp? I know i have a 10% chance of activating it every time an attack lands but it still only seems to trigger only once every fight during a duel. Is DR behind the fact that it won't retrigger it self again after it comes on the first time? Please help me out thanks.

That's not DR as far as I'm aware just unlucky with the number generator probably. DR wouldn't kick in until the proc actually triggered then would diminsh it but not stop it from firing in the first place.

The only thing DR would affect is the amount of +recharge the proc gives you (it should be 100%, it'll likely be much less in PvP with DR on). Gotta remember the proc will only have a chance to fire if you use the attack it's slotted in, and if the proc fires it triggers a 10-second suppression period in which the proc can't fire again. Confusing, yes.
