What I can't figure out is why I can run Crysis, Fallout3, and Mass Effect 2 with all the bells and whitles with my GTX260 but CoH is a lag fest if I turn on all the effects. And I have good net access.

I had a motherboard that size and I was forced to get a full size MB because I could not move anything around to make the card fit. BTW, I have that card and runs City of Heroes great.

Sparx1, I would look for a AGP card that handle the low end of UM like 9800GT or start budgeting for a new computer system.

Add more SFs, new zones for the redside, update the story line every other issues, re do an empty hero zone every even issues from now on, and roll back the I13 PvP changes. Then I would push Position on getting out the High lvl content to keep my players. And while on that, I would make sure the content for each issues add to the upper lvl content starting with I18.
