Well of course it could of been better if the sets you wanted didn't get ported.
Even if the sets you listed got ported, someone could have said it could've been better because they wanted the other powersets.
It will vary with different peoples opinions. -

Don't care about that. It's the radius and appearance I want. They nerf the radius I'll be bummed. But really I just want the powerset. If dragon tail (that's MA's AoE right?) gets the Footstomp animation, I'll probably be cool. Although it would be [naughty word for engaging in coitus] weak to lose the radius.

I'd probably be rather conservative in making any changes, given that I've been using the same ones for four and a half years now. I may change Haymaker, in order to get rid of the redundancy with Air Superiority.
On the other hand, this might rekindle interest in my ill/emp controller. I do so want to make my Phantasm and Phantoms pink. And tiny. With bunny ears.

Punch uses the same animation that certain powers in Mace, Axe, and Broadsword use. Only difference is that you're not holding a weapon, so it instead looks like this awkward, one-handed smash.

I know...what I'm saying is that I thought SS was here first. I thought that the weapon sets took that animation from SS, not the other way around. -
Ok...I don't mean to sound greedy...
but with us being able to change the color of the powers...can we change the color of the icon for the power?
For example...If I took Radiation Blast and made the color of the powers blue...could I change the icon color to blue also?...so then i wouldn't have a green power icon that activates blue radiation.
It would be a nice added touch, but not necessary of course. -

Yes you stay shifted for only 30 seconds. Recharge time is 3 minutes but with recharge enhancements you can cut it in half.

With not being able to phase again for 120s after its use then any recharge below 120s is wasted...correct? -

Well stealth adds about the same defense as weave does, but you lose all the resistance from tough. If this is a pve build your talking about then stay fitness cause phase shift won't do you much good. If this is going to be used for pvp then phase shift would be highly recommended as it is a life saver.

This will be for just PvE, but it's still hard to decide because if I go Fighting over Concealment then I will lose out on a LotG +7.5% Recharge. -

You'd do better getting the warbug temp power that's given for patroling the zone via clicking on 5 phonebooths. Its a toggle that phases you. I don't remember how long it last though. If its like the other pvp temp powers, you should be able to keep getting it once it expires. That will allow you to get fighting pool. If you don't like the idea of going in a pvp zone, there is a temp power recipe that works phases you as well. Its a click with 5 charges. You are a scrapper, not a pvp stalker. Stealth should be as far as you ever go in that pool unless you need a *cough* mule for a lotg and get grant invis.

I would only be getting the Concealment Power Pool for Phase Shift. That's why all my questions were about Phase Shift compared to Tough and Weave. -

Well, first off, if you want to use anything while you're fighting, you're going to be restricted to using Stealth, which adds about as much survivability as Combat Jumping for just short of 5 times the cost. Compared with Tough and Weave, you're not getting nearly as much and it's costing about the same.
Personally, I don't really see Phase Shift as being particularly valuable. It would allow you to get 30 seconds of untouchability every 120 seconds, but you're not going to be able to deal damage in that time. It might be useful to get a heal or 2 off or to get through the valleys of */Regen's performance, but I doubt it would do more than simply increasing your overall performance with Tough and Weave.
In short, it will give you a bit of additional useful survivability, but not nearly as much as Tough and Weave could.

I'm thinking about taking Concealment on my /Regen instead of the Fighting Pool.
I know you can't fight while your phased, but I'm wondering if adding Phase Shift to the list of click powers regen has if it will give you as much survivability as Tough and Weave would? -

Oh yeah definitely. But if you run soft-capped (or near soft-capped) S/L on top of everything else that WP Tankers can achieve, you can literally go make a sandwich while LR or Statesman beats on you. It's an awesome feeling and WP Tankers are one of the few primaries that can actually achieve one of the sturdiest builds from one of the squishiest (rivaling Stone and Invuln (and surpassing both in some cases)).
Also, almost every non-SL attack comes with an S/L component, making S/L defense (in the case of typed defenses) always the primary ones to watch.

Well as I have came to understand...in the STF...not sure which one does this, but one of the towers gives LR a +tohit which makes defense not really matter, unless you have additional +defense from a buffer? -

To answer the first question, yes. To answer the second question, most likely, but it will take longer and have a lower likelihood of success because */regen just loves +recharge.

Actually his defense is off too (not his numbers but what is what). He soft caps Energy/NegEng and near soft caps Fire/Cold but has S/L at 25%. Also, all things being equal, it's usually very easy to slide in up to +100% regen on set bonuses while still getting other stuff (like +recharge) out of your IOs.

The defenses are fine...almost the same as my numbers, where my Fire/Cold are softcapped and my E/N are near it.
I find that having the low S/L defense is not problem...I think 65% to 70% s/l resistance is more than enough to keep you alive. -

You know, I didn't even notice his HPT slotting. I went right to the totals window, saw 130% hp and just assumed. (I was trying to figure out his res numbers, mostly.)
I just thought it was interesting that regen was the first thing pointed out instead of other stats, is all. He does have a lot of defense, so that compensates for quite a bit. Softcapped WPs are pretty ridiculous.

Well I saw that the Resistances and Defenses were fine.
The regen was the one glaring "hole"...besides the HPT slotting which I did not notice at first. -
Well I love Dark Melee and I love to solo AVs...it's what keeps me playing this game.
I have a DM/WP and DM/SR all IO'd out for soloing AVs.
I have a DM/Regen sitting at level 37...I have fun with regen because it's a different playstyle from WP and SR as most of you already know.
I need a new project to keep my interest up and I want to IO out another Scrapper to solo AVs.
Dark Melee will always be the primary as I do not care to play anything else.
I want to hold off on making a DM/Shield because the combo does not seem fun to me...I mean I min/max my scrappers but I still keep the concept behind the character.
Since I already have the DM/Regen at level 37 I'm wondering if it will be worth it to give it the IO treatment.
Can this combo solo AVs reasonably?
If yes...can this be done without Hasten in the build? -

Your Regen is pretty low.
On a WP Tank or Scrap I go for 740% or higher against 1 foe. -
