It's a PvP IO, but it can be utilized for PvE.

Does this mean I can slot that and the Steadfast +3% Defense in HPT and get a total of 6% Defense out of HPT?

Yes. The set bonuses for the PVP recipes also go from 1-50, like Purples. Ogon_Dark and I have taken to calling the PVP recipes "Mauves" (as in 'almost purple').
