Your issue sounds like what I had last night. If you disabled the usage controls and that didn't fix your issue
I saw this on cityofheroes.wikia.com, tried this myself and didn't work but it might for you.

Well I've tried just about everything. Defraging the hard drive, clean the registry, disabled anti-virus, firewalls, anti-spyware, malware, updated drivers and still get the same result. So far the only option I'm seeing and wanting to avoid is to uninstall and reinstall the game.

Well finally got it working. Turns out in my attempts to fix the patching issue I had previously before this issue. I enabled compatibility mode for Windows XP, turned it off and runs smoothly. Always the last place you look -
If it's not one thing, it's another. So I finally manage to get the patch and update, but now every time I try to log in the game crashes on me. I get to the load screen and the bar goes up to about maybe 20 to 25% percent and it crashes and takes me back to the log in. I've disabled firewalls, and no luck, and it's getting frustrating.

It took a while, but I found a work around. Had to go into the User Account Control settings and disable, move the tab to the very bottom, it and seems to work fine.

Seeing a bunch of Neo clones was my biggest fear about dual pistols going live. However was very surprised with the variety that players have come up with. Cowboys seem to be the #1 theme that I saw most during my play time. For me, costume styles I went with something that was a mix of the Phantom and DC comic's Vigilante.

3 accts, one started out with Collector's Ed of CoH, 2 standard, then one Collector's Ed of CoV and 2 standard for that. All the paid packs (Wedding, Boosters, etc... etc), the new computer rig that I got to play CoH in Ultra Mode, 5yrs of playing. Don't know what this adds up to, but I'm still having fun if I can spend a good chunk of cash and not even notice how much I actually put down.

Well maybe we could plant a spy amongst this so-called resistance and hinder their operations. This said spy would earn their trust and in reality feed us all the info we need to quash this threat against our very way of life, peace, and stability. Then when the time comes *bam!* Good-bye resistance and hello peace and happiness. Heck maybe there's a traitor amongst them already and they just don't know it yet.

So far I'm sitting on some toons and plan to reroll them when GR comes out. 3 will use the pistol powerset, 1 for the demon summoning powerset, and 1 to be rerolled as a Praetorian version of a villain I have.

Well I think I fixed my problem, If I'm understanding it right according to this the issues seems to tie in either with the speed setting of the scroll wheel or the sensitivity of the scroll wheel. So far the scroll wheel works in game if I change the settings from what my mouse is, Comfort Optical Mouse 3000, to another mouse,Comfort Optical Mouse 1000, and this seems to allow me to use the scroll wheel to zoom in and out.

How about giving her some space. CK sounds a tad bit on the clingy side, some breathing space in a relationship is always good. If he could CK would probably put her in a glass jar or something

Download these drivers.
They're the hotfix version of the 9.12 drivers. One of the incorporated fixes handles the "strobing" bug in OpenGL games, CoH included. -
So far I've tried my mouse on my brother's computer and the scroll wheel works fine and zooms in and out when playing CoX. However he's running Windows XP and also has the same mouse that I do, but I'm thinking it's not a hardware issue since the zoom is working fine on his computer. Also I tried it on other games that I have. I can use the wheel to zoom in and out on World of Warcraft but I can't do it with Dragon Age Origins. Right now I'm leaning towards SeedyXX theory and think that it might be some kind of setting that's just now allowing for zoom with the scroll wheel.

Thanks for your advice Zombie Man, was hoping the first one would fix the issue, but it didn't and I've done the 2nd one 3 times and no luck. Just not sure why the scroll wheel isn't working to zoom in and out. I'll try and play around some more and hopefully something will come to me.

So I finally got my new computer up and running and everything works fine except for one thing. The scroll wheel on my mouse will no longer zoom in and out and it's bugging me like crazy. Is there any way to fix this?
I'm running Windows 7, Mouse is Microsoft Comfort Optical Mouse 3000 running Driver version 7.0, graphics card is an Asus EAH5850. Sure I can use the the keys for zoom but I prefer the ease and comfort of the scroll wheel. So does any here know a fix for this? -
Grats on the promotion WW, can't wait to see what you bring to the table as CoH's new lead dev. As for questions, the only one I can think of is this. From what I can interpret from your interview your primary focus will be to bring more new content into the game vs. a new game feature. So will your leadership have any affect on features like base raids, citadel of pain, items of power, a secret identities system? Will the work on features like these be scaled back in favor of new content?

I remember that I was playing Everquest and Star Wars Galaxies and at the time these were the only MMOs that I felt were worth my time, and then I saw an ad for City of Heroes in a comicbook. Upon seeing the ad I knew that this was the MMO for me. So far I've enjoyed my time here, and don't see myself stopping anytime soon.
