I don't think it's possible to normalize in the sense that you think. Because different power sets have different powers, to "normalize" them means to make them exactly the same. My opinion is that the new power sets are usually more fun, more multi-dimensional and have more ingredients that players enjoy, while the old sets are sometimes a bit bland and lack the new tech that the new sets have. I guess what the OP means by normalization is to introduce some of these new thinking and ingredients into the old power sets.

I like the idea. I hope it's not something that can be finished in a week or so, then we need another end-game content.

For all these years, I only sent one PM to one dev. It was a long time ago, I asked BaB if there would be weapon customization.
Of coz, I never got any response. I made the energy aura sticky thread in the brute forum some time ago, I didn't even bother PM Castle, as I know, he probably doesn't want to say a thing either.

For recipes, I look at various nearby levels. I can usually get a pretty good idea on the price. I don't usually post stuffs for 10, as I would just sell them to the vendor if they really only worth 10 inf.
In general, it's not really a big deal how much you list them. If you're selling something that have a high demand, you'll get good money from it because there are so much competition between the buyers. I think the main concern is the medium priced recipes, like a mil to 10 mil, there are many people trying to low-ball them. Very often, there can be 10+ bids, but if you post it for 10, you really sell it for 10. If you won't want to "lose" inf but also don't want to spend too much thought, you can just sell everything at vendor price. -
The thread said Windows 7, but maybe it helps for your case as well.

I went for typed defense and darkest night. They stacked well, and the strong point of electric armor is having a lot of endurance, so you can use whatever exhausting toggles. In my opinion, I don't think you need to soft-cap defense as in a defense-based set. The incoming damage is a sum of your defense, to-hit debuff, damage debuff and resistance. You'll find that the mitigation is pretty close to a defense soft-capped build.

I made a budget build, which soft-cap all typed defense except psionic. The build should provide enough survivability unless you're fighting mobs with psionic or defense debuffs. If you don't have enough fund, you can start with this budget build and slowly upgrade to high-power builds.

I don't think most of my changes can be achieved by IO. The only exception is caltrops, where you can slot chance for damage from targeted AoE and slow IO sets.
For the unrealistic part, yes, I know that the changes will never happen. That's part of the reason why the thread is presented in this form such that people here won't jranger it too heavily. Nevertheless, if I were to re-create devices while keeping it as close as possible to the original, that's what I would like to make it.
I agree that the dev probably won't let blasters to have mastermind commands. My opinion is that the ability to control just one gun drone won't make the set overpowered. I believe the common usage is simply asking the gun drone to follow, which is already what it is doing now. When the devices power set was designed, the tech of masteminds was not yet available, so even if the dev wanted to do something like that, it was impossible. It's probably too late to make such changes because of the cottage rule. And people will probably think that mastermind commands should be exclusive to masterminds. -

- Sticky web
Same as the original web grenade. It immobilizes and slows down the target.
- Charged caltrops
It does minor lethal and energy damage over time, slows down the affected foes and slowly drain their endurance.
- Long-range electrocuter
A ranged stun gun with a very small-angle cone. The affected targets are weakened by the stun and their endurance drained.
- See-through glasses
Same as targeting drone, a toggle which enhances your to-hit chance and perception.
- Mini chaff
Same as smoke grenade. It reduces the accuracy and perception of the affected targets.
- Optical warp
This toggle makes the wearer invisible and grants a defense bonus. Invisibility also increases the possibility to land a lethal hit by granting a chance to build-up.
- Detonator
You can place a mine on the ground at the location that you are standing. Each placed mine will be added as a pet in your pet window. The mine can have two stances: passive and aggressive. In the aggressive stance, the mine will automatically detonate when a foe gets close. This setting corresponds to the original behavior of the trip mine. In the passive stance, the mine will not detonate unless it is told to. The mine can only accept one command: dismiss, which will detonate it. If you issue the dismiss all command, all the mines will detonate at the same time.
- Obnoxious odor
You place a trap on the ground. Any villains near the trap will trigger it to release a smoke that cause them to puke.
- iSpy
A stealthy gun drone but allows controls by players with a subset of mastermind commands.

I enjoy slaughtering a huge number of mobs too. However, for farming, people probably use the same mission or certain type of mission. So, it would be a lot of fun at the beginning, and then it starts to feel repetitive after a while.

I like the idea of 2x reward. I'm not sure that I would like it in practice. Now, people already try to skip nearly everything in a tf just to get the merit. Sometimes, the way that it is done is not very fun to me. With 2x merit weekend, I believe people will try to push the merit earning speed even harder.

She told me that she had started an electric/shield scrapper, not because she enjoyed playing scrappers, but because they were good farmers. Somehow, this left me a little sad.
On the other hand, I doubt that teams will care too much about IO for radiation. Most people just care about the two debuff toggles when fighting AVs. It would be nice to have high recharge such that we can have more AM, lingering radiation and EM pulse in a time of period, but I doubt that people will go to such details when they recruit. -

As mentioned in this thread, you can consider stacking defense from other sources such that the total effect can be more significant.
Lastly, I think there is a fun factor here. Tough and weave are things that you toggle on once, and then forget for the rest of the play time. This is certainly not as entertaining as other blaster powers that you can keep on clicking the entire time. -
If you have the old video card and memory modules that can be plugged into the new PC, you can swap things out to pinpoint which component has a problem.

Multiple mines placed in this manner are linked and only one detonate power will be granted. Click detonate to trigger the linked smart mines at the same time. If you want a mine to function in the same way as a trip mine, simply place it on a new location away from the already placed ones.
