Sounds like a network issue to me; are we just talking RV or other zones as well? Unless it just happens that that mapserver is having issues it all points to high latency or high packet loss between you and the CoH servers.

I've noticed this in the last couple of weeks every time I use my WS self-rez everyone just stands there doing nothing for 15 seconds unless I attack them.

Massive thanks to Kallandra for arranging everything this weekend, was great fun, met some lovely people and it's the first time I've won a competition by defecating in public.

Which suggests that the downloaded copy of that file has a mismatch with the checksum it's expecting. I would have assumed that it would then try and redownload it automatically, is that what happens?
If not, then try deleting that file from the path above and then re-running the launcher. If so, then it looks like something (maybe anti-virus or some other scanning/filtering software between you and the patch server) is corrupting the download. -
5.5 hours of teamwipey fun. I mean that, it was actually fun, in the context of a 5.5 hour TF full of Defeat All Rularuu, Defeat All Crey, Defeat All Rularuu & Crey and Defeat All Rularuu on an Oranbega Map Over 1 Mile North of Talos Station missions.
Would not do again. Still a good laugh. -
Ugh, I seem to have all the symptoms of a hangover this morning without having actually drunk anything last night, this is deeply upsetting.

A lot of them are pre-launch character that either don't exist or were modified to become existing characters.

Depending on your powersets I would recommend waiting a few weeks until i21 goes live.
Of course, it's very likely we'll all get freespecs with i21 and only a few powersets are getting major changes, so if you've got outstanding freespecs you might want to make use of them straight away so as to get another one with i21. -
Hmmm, effectively no significant packet loss and latency is pretty normal. Have you noticed issues with anything else internet-related during the same time period as the CoX issues? Also, have you noticed it happening at specific times or is it 24/7?

A pathping as per the bottom half of this post will give some indication as to whether or not this is the issue and if so where the problem lies. -
I suspect it would require a dramatic reworking of the existing power and movement animations.

Not a .NET developer, though I am a heavy Powershell user, I just don't have an inherent problem with Microsoft's products just because they're from Microsoft. -

Once you level up to 20 you'll get a New Contact alert pop up; speaking to that contact starts the arc that allows you to leave Praetoria.
