Copy cohupdater.exe to the Desktop and run it from there. Not a shortcut to it, copy the file there. If it asks where to install to point it to your Test installation directory.

Will we get additional free character slots above the current 12/server? Maybe. Possibly. Very likely.

Your video drivers are not being reported correctly. You may run into issues. I'd recommend cleaning the drivers out and reinstalling them. Now that I think about it, I'm assuming you actually went to ATI's website and downloaded the latest drivers and didn't leave the generic Windows drivers?
My normal method is to download and install DriverSweeper first but don't run it, download the most current ATI drivers second but don't run it, uninstall all of the ATI Display Drivers, Catalyst Control Center, etc in the Programs and Features section in the Control Panel. Reboot into Safe Mode, run DriverSweeper and let it remove any ATI video or display entries it finds, reboot into normal mode and cancel any new hardware installations. Then run the installer for the ATI drivers that were downloaded previously. -

I believe I see the problem. It's your NIC. That Killer NIC is a very nice NIC for gaming, but it has some firewalling capabilities and sometimes it causes problems.
Here is a link to another thread and the post with a link to the Killer forums where they got so me interesting results. The OP in that one got it worked out with the help of Alienware Tech support. Hope you can get someone that speaks English at Dell Tech support and knows how to configure the card.
Once you get that sorted out, download and install TweakCoH so that you can set your graphics settings configured before launching the game. I'd recommend setting them by the first post in the ATI Issues and Settings Recommendations stickied thread and then slowly tweaking upwards from there once you get in the game and keeping in mind the points brought up by Bill Z Bubba in that first post.
Come Issue 17 and Ultra Mode, these issues should be resolved. I'm looking forward to Bill Z's new post after Ultra Mode hits to see his recommeded settings. -
With no real information to work with, it's like using the Magic 8-Ball for troubleshooting answers.
First, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Second, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH. -
Has your account been inactive at all recently? Even a lapse of a day or hours matters here. Synchronization between the Test and Live accounts takes a bit of time and can take up to a few days.
I was able just now to get in with no problem, but at the time of your post it was 2:48 AM on the west coast. There may have been a small maintenance program running on the test login server, some database maintenance such as one of the regular backups or something similar that takes very little time but is scheduled for the wee hours of the morning on the west coast. -
Glad to hear it's working for you. Just keep the Kaspersky problem in mind for the future. Hopefully, they've fixed that problem since it was reported to them by a customer, but I really don't know.

Here is one of the posts related to the problems with Kaspersky. I really don't feel like taking the time to search through all of the posts in this forum alone to try to find the rest.
I do remember there being other posts about it, and several got the game to run by either uninstalling it or adding the various executables to the exception lists. Some couldn't get the exception lists to let them play so had to fully uninstall.

I can't recall what the issue was with Kaspersky, but I remember something from a few months back. Just as a test, uninstall Kaspersky completely and try again.
And post a new CoH Helper and a HJT log when you are running the computer like you would if you were playing the game. Doing things you don't normally do only confuses the people reading the logs.
EDIT: Also, right-click your icon for launching the game, click on Properties, click on the Compatibility tab. Make sure it is NOT checked to run in Compatibility mode and that it IS checked to Run this program as an Administrator. None of the other settings here should be checked. -

The event at Cyberjocks was more about promoting Auto Assault, which was about to launch. They had a little room with a few systems running it. I won an Auto Assault hat there.
The D&B event in Austin was more CoH, but there was a good bit of Tabula Rasa stuff thrown in. Garriott attended in a uniform he had made. For me, this was where I met my live-event friends from Justice.
A bit later was the first specifically CoH event at the D&B in Milpitas. Then a year after that was the first Hero-Con, then, of course, the second in October.
Good times. If not for that D&B event in Austin, I probably wouldn't have ended up going to the Milpitas event nor to Hero-Con. Now, it's something I look forward to each year.
For the events I've been to, CyberJocks was first (all NCSoft games represented, but mostly for the launch of Auto Assault). I spoke to Gilgamesh at that event, and he had just started work on a new project called Tabula Rasa. I met Moggie, MissInformed, Neutra, vestansan, Lady Miri, Texas Titan, Arctic Sun, and CuppaJo.
The event at D&B in Austin was the following year, and was again for all NCSoft games, but specifically getting ready for the Tabula Rasa launch. I met infallible, Manoa, Teh Boyfriend, Mad Malkavian, several Virtue players (from our after hours/before hours get togethers), one of Neutra's friends whose name escapes me, and of course Ex Libris. I can't recall if Lighthouse was in attendance or not, but I'm thinking not.
After that was the M&G at the D&B in Milipitas where I got to meet Red Gren, Thor's Assassin and Sassy, Diamond Dragoon, Blinding Aura and his dad, Abraxxus, Azrhiaz, Peep, Mr. Frog, Marcian, RoboBug, Kitten of Chaos, Dirtwolf, Pantsy, and so many other great players. Forgive me for any names I've left out. I also got to meet pohsyb, BackAlleyBrawler, Positron, Manticore, WarWitch, David Nakayama, Castle, Ghost Falcon, Brian Clayton, Ross (Evil Eye Marketing Guy) Borden, Lighthouse and JLove among others. Marcian, I seem to remember something about Manoa leaving at one point in the afternoon before the M&G to go pick you up at a train station or something similar. She'd remember better than I do. As for that night, I have no idea since the Assistant Manager of DOOOOOOOOM at the hotel scattered us to the winds and threatened to evict us all if any more noise complaints came in.
Then came the two HeroCon events.
As for the event Positron mentioned, I recall hearing about it briefly long ago, before any of the Austin events. Something in my brain keeps trying to say it was right before or right after the game launched, but I can't be certain. Only the attendees could tell us for sure. For some reason I'm thinking it was in Orange County, but again, I can't be certain. -
CoH isn't like most games that you listed. CoH uses OpenGL and those other games are DirectX games. Apples and Oranges.
CoH also will stress a system like no other game I've run. I use how the computer handles CoH as a guide to how good of a system it is.

Grays, your video driver installation looks to be messed up. If the dates for the sound card were in the same format, I'd assume you were using a Non-US version of Windows. Since only the video card dates are messed up, it looks like a corrupt driver installation. Also, the version number looks odd to me, and I think that is the default crippled ATI driver that Windows 7 loads.
Download and install DriverSweeper, but don't run it yet. Download the most current drivers from ATI for your video card and OS, but don't install them yet. Do NOT try to use the default drivers that Windows 7 installs since those are crippled drivers and don't give you the full feature set, especially for OpenGL games such as CoH. In the Control Panel go to Programs and Features and uninstall any ATI video card or Catalyst Control Center entries listed there. Reboot Windows into Safe Mode and run DriverSweeper. Let it remove any ATI Video or Display entries it finds then reboot into normal Windows mode. Cancel any new hardware installations that come up. Install the ATI drivers you downloaded earlier.
At that point, I'd recommend setting your Catalyst Control Center and in game settings to those listed in the first post of Bill Z Bubba's stickied ATI Issues and Settings Recommendations thread in this forum. You may be able to tweak some of the settings later, keeping in mind the issues Bill brings up with respect to Depth of Field, AA, AF, Bloom, Water Effects and Desaturation Effects. Basically, in your in game settings, you want Vertical Sync set to Off, AA Off, AF Off, Bloom Off, Water Effects Off or Low, Depth of Field Off and Desaturation Effects Off. We've been told that these issues will be resolved with Going Rogue, and the demo we got at HeroCon was on an ATI rig so I trust that response.
If you want to set your in game graphics before loading the game, use TweakCoH to set them.

Log into another character that is in a different zone and file a /petition using the Stuck selection. Give the name of the character that is stuck trying to load into Atlas Park as well as a brief explanation of the problem. They may need to reset that zone on your server.

Well, considering that the language filters are apparently broken again, I'll have to stick to only the official Digests for a while.
I've been using this one and supplementing it with the Official Digests, mostly since this gives me a bit of a preview of the post and sometimes I can just bypass the posts entirely that way if I'm not interested. -
