Since you haven't given any system information to work from, I'm going to do my Psych impersonation briefly.
You have an Intel graphics card in your computer. Possibly an integrated video chipset on the motherboard and not an actual graphics card. If it isn't an Intel chipset or card, it's a low end onboard video chipset. It's possible that your video drivers are out of date, but I'd lean more towards the earlier items being correct. -

lol. Im on a nvidea geforce4 mx420. Old card, but it worked before i17 so theres no reason it shouldnt work now.
It's caused unexpected problems with low end video cards and integrated cards that the Devs have been trying to find a solid resolution for. There's even a stickied post about it here in the Technical Support and Bugs forum.
Make sure Windows is up to date fully on all Security and Recommended updates. Make sure that you have the most current video card drivers installed for your card. Start the game in Safe Mode by putting a check mark in the Safe Mode box before clicking I accept. I'd recommend only changing the resolution once you get into the game and leave all of the other settings at minimum.
Since you've given no information about your system other than the model of the video card, it's difficult to try to troubleshoot your problems, so at this point I'd recommend contacting the technical support department as advised in theOcho's post I linked to above. -
First things first. Update Windows to Service Pack 2. Get all of the other Windows Updates while you are at it. Service Pack 2 has been out for almost a year now, you should have updated Windows long before this.
Second, update your video card drivers. Your current drivers are almost a year old.
You may be able to run a some of the Ultra Mode features, but likely not at their top capability, and probably just a few at a time.
I'd look at upgrading the video card. I'd recommend going with and ATI card over an nVidia card now that most of the major issues in CoH with ATI cards is resolved. Current ATI cards generally run a bit cooler and use less power than the equivalent nVidia cards. I'd recommend going with something in the 5xxx series, specifically the 5750, 5770, 5850 or higher. I'm running an ATI HD4850 1 GB card and I see occasional fps drops but I'm not maxing everything out. I have it at a level that is entirely playable for me and visually stunning. Trying to crank more out of it would only result in a less playable setup for minor visual tweaks from what I currently run. If you have to go with a 4xxx series card, I'd recommend that you don't go any lower than the 1GB 4850.
Future Shop (at least I think that's the name) should be able to get you the hardware. As a matter of fact, they show on their website the HD5750 for 229.99, the HD5770 for 269.99, the HD4850 for 279.99, the HD5850 for 429.99 and the HD5870 for 599.99 all in the 1 GB versions of the cards.
I don't think NewEgg ships to Canada, but I'm sure there are other computer parts vendors that do.
Amazon's Canadian website lists the HD4890 for 452.02 and the HD5770 for 229.99
I'll leave the CPU suggestions to others. -

Actually, it tells you to post it on the Cryptic beta boards. Those haven't existed in relation to this game for a long time.

Check the ingame settings and the nVidia Control Panel settings for VSync. If it is set to ON, you will cap at 60 FPS or one of the lower multiples that it accepts.

SkyRocker, please start your own thread rather than hijacking someone else's troubelshooting thread. It's less confusing for those trying to give help as well as those trying to get help.
Beast_Breaker, your drivers are extremely old and should be updated. Even though the 310 is a re-branded 210 (an entry level card) and not a Fermi based card, I don't see it listed anywhere in the supported cards section of any of the drivers.
It's also possible that there are other factors involved, so it would be helpful if you would post a log from running HiJackThis as well. since it will show us what else is running on your computer and may show us a conflicting program.
As Red Valkyrja and Back_Blast said, you should not have any OS Compatibility checked on the Compatibility tab. The only thing you want to check there is the Run As Administrator option. -

Just to make sure, you aren't using any of the Compatibility Mode settings are you? Right-click the shortcut you use to launch the cohupdater and select Properties. Click on the Compatibility tab and make the only thing checked is Run As Administrator. -
Yes, there is a .exe file there. Windows default behavior is to hide the extensions for known file types. The cohupdater with no extension showing is the .exe file. It's the one with the icon with Statesman in it.

One of the nice things about having the same chest detail on all my characters and for my SG chest detail. Well, same colors as well, but that's a different thing too. One of the nice changes they made a good while back was having a check box on the SuperGroup settings page where you set your coloring on the costume is a box to allow you to not use the SG chest detail.
Maybe that is the setting you really want? -

Howdy Black Pebble. Not sure if I've met you at previous HeroCon's or the M&G in Milipitas or any of the events in Austin, but if I did your description of yourself isn't ringing a bell. Really, the only person that I recall admitting they were with Marketing this past HeroCon was Adam (I think I remember that right) who told me he was Mini-Ross.
Anyway, I'm curious why I need to wait until the next HeroCon (if there will be one, we haven't even been told yes or no on that yet) to be able to purchase some of the cool stuff I've bought at past HeroCon's?
Maybe I'm clumsy and dropped one of my tumblers and need to replace it? Maybe I had a laundry accident and my 5 year anniversary t-shirt got damaged.
Or maybe, I've found out recently that two of the students at my school and their dad all play CoH, and I'd like to purchase some of the cool stuff for them like I was able to get for myself, why can't I? The girls would love the Projector Pens and being able to get the AT pins. Their Dad might like the tumblers and some of the shirts. All three might like to have the Art book. At least one of the girls is in an Art class, so I know she'd enjoy it. And who wouldn't want one of the Awesome buttons?
Why should I have to hope that there will be another HeroCon and that I'll be able to afford to go AND to be able to afford to pick up the items after the expense of the Con? Why should I be able to buy these items just because my work schedule is flexible enough for me to attend on relatively short notice and other people are left out completely? I like having an item or two being exclusive to attendees, at least for a reasonable length of time (a year or more), but then make them available later to the general public if you feel you really must. Why not make it easy to obtain by putting it on the store in the Merchandise section?
I could see some of the items being purchased as birthday gifts or to celebrate some holidays. Why not make it easier to sell more of these items. You don't want me to tally up the merchandise on the store site by game and list it here do you? I think not.
Enough about the items.
I love seeing Captain Sweatpants wearing the Statesman T-shirt in Big Bang Theory. Why not have a Desdemona standup on Chuck? Plenty of the employees at the Buy More would likely be trying to figure out how to get their hands on it to take it home, and it could lead to some interesting tie-ins for one of Chuck's missions. Well, until Chuck gets canceled that is.
Why not play up the geek/nerd demographic along these lines? Targetted product placement in these shows or similar, short ads in with the movie previews at SuperHero or SciFi movies. And who to voice those ads? Well, why not Patrick Warburton? If that's not a voice that evinces thoughts of a heroic personna, I don't know what other voices might suffice. Well, possibly Townsend Coleman. Kevin Conroy might not be available or willing to do voices other than Batman. Anyhow, there are some voices that just bring that heroic feel to whatever part they play, find them, hire them.
Yes, it's really nice to have an exclusive interview for one of the gaming sites or magazines, but don't spring so many of the big news items at us from links to those interview or reviews. Your players are your best marketing tool. Use them effectively.
As for an in-game character and being put in DR's vids. Give it a brief amount of thought. Ask some in the Art department or VFX areas for suggestions. Some of them may have some interesting concepts you might like. Pop into the Character Creator and bring that creation to life. Before you exit the Character Creator, save the Costume file. It's a text file so you can send it to DR in a PM here on the forums, or PM her for her email address. I'm sure she'll be willing to let you know what it is if she knows it's for the .costume file. She can then create the character using that file and then put Black Pebble into the game long enough to film your parts. That way, you don't have to work around your busy schedule and hers as well. Easy peasy. Or, you may prefer to actually create Black Pebble fully and do your own acting, rather than using a body double.
Anyway, you have plenty to ponder.
And for being a "silent Black Pebble" you sure do post a lot in one day.

One of the few problems remaining with ATI cards when running I17 looks like it will be fixed in the 10.4 drivers as well.
Now, if they'll hurry up and release those drivers ....
