Dominatrix and Chimera aren't put out because they will be the first and only characters to get animated hair.

First, update to the 10.4 drivers.
Second, download and run CoH Helper and paste the results into a reply. -
Microsoft recommends backups for everything. It's a CYA line. If they didn't recommend it and something outside of their control happened that caused a problem they'd be blamed for not warning people to backup first.
Those same precautions they recommend are for the same reason.
I've been upgrading computers in my district left and right with SP3 and it's well over the "less than 100 XP boxes" that bill mentioned in his post. Heck, I've upgraded over 100 just on the High School campus alone. Some of these are some really old systems that I'm just waiting for budget money and replacement cycles to be able to get rid of. -

The driver installation appears to be corrupt from looking at the date. Since the sound card drivers show the date correctly I know it isn't due to being a non-US installation of Windows.
Comparing a game running on a DirectX engine like TF2 to a game running on an OpenGL engine like CoH is non-productive. One of the few things the games engines have in common is that they run on Windows.
EDIT: With CoH Helper being unable to read the registry, I'd suspect some other system problems as well. -

File a support ticket on the PlayNC support site.
It will likely get escalated to a Senior GM so won't be looked at until tomorrow along with all of the others like this. It may take some time for them to research and restore (if they can). -
Researching and restoring items claimed as lost is likely past the capabilities of Level 1 support.
Most of what they can deal with are stuck characters (look out for that Cimerora Crystal), stuck mobs in a map, completing a mission when all objectives are met and it won't complete on it's own, possibly TF missions that keep repeating (although there are other methods that are faster than waiting for a GM) and similar minor in-game things.
Billing issues, store issues or account issues are definitely outside of their capability to correct.
I've not noticed much of a decline in the support I've received on the Live servers. Nothing is as good as it was before the NCSoft layoffs from 2008(?) that affected mostly Customer Service staffing, but it's not been that bad really unless you get one of the ones that doesn't seem to know anything at all about CoH. Those are thankfully rare. -
They took the Market servers down specifically to work on the problems. I doubt they took them down at the start of the weekend due to a major problem with no intention of working on it until Monday.
Since globals are cross server, just as the Markets are, they may have needed to take those down as well and didn't have someone there with posting capabilities. Remember, not everyone at Paragon Studios and NCSoft has red name forum access. Being the weekend, they ones that do have access and that didn't have anything to do with the fixes may be out of touch to get them to post updates.
It's possible that the global chat servers came down for an entirely different reason and will be up as soon as they can get someone to fix the problem. Remember, Customer Service is in Texas, the servers are in California and somewhere on the East Coast. I'd assume the global servers like the Market server and global chat servers are in California so that they have direct access. -

I'd find it useful during Beta tests when people are running into problems. I'm not sure how any of the others feel, but I'd think they'd like it as well. Since it's easy to accidentally or intentionally have different settings on Live and Test, it would eliminate the guesswork about what the Test client settings are.

You could comment on the steps of the commissioning process from an artist's POV, what you expect to get in information and references, what your interaction will be during the process, things along those lines that might help those new to commissioning work from artists would find useful.
Or, you could just post it in my thread here instead.

PettyTheftz, try connecting a computer with an ethernet cable and see if the problems persist.
That would be good troubleshooting information to include in a Support Ticket.

Caemgen, that's a lot to digest, but some good advice. Don't worry about the rambling, I do it also.
U-Naught, TA was one that I originally consulted, as well as Katfood. I'm hoping Bayani will see this and respond. I'm a bit hesitant to contact someone directly unless I've already had interaction with them. Just another of my quirks. Being from Justice, well, TA and Kat were natural contacts for me.
Besides, I'm rather used to poking TA. He just stands there while you do it.

Please download and run CoH Helper and post the output into a reply here. It will give us the relevant hardware and driver information as well as showing the in game graphics settings. No need to host it elsewhere, just paste it here. It's a lot cleaner in looks than the Game Advisor and DXDIAG reports and easier to find what we need.
Zloth now has it updated to be compliant with I17 and show the UM stuffz.
You may also want to boot into the games Safe Mode and then readjust the settings. Sometimes things seem to get stuck showing one thing when they are actually doing something else. -
The most current drivers for the X1600 card are the Legacy series. Currently they are at 10.2 but I don't know if the Legacy drivers have the same problems the regular 10.2 Catalyst drivers did when adjusting some of the UM settings.
The newest Legacy driver I can find before that is the 9.11 Legacy driver. You may want to try that if the 10.2's give problems.
Standard Installation procedures:
Download the drivers but don't install them yet. Download and install Driver Sweeper but don't run it yet. Go into the Control Panel to Programs and Features. Uninstall any ATI Catalyst or Display entries found and reboot into Windows Safe Mode. Run Driver Sweeper and let it remove any ATI Display entries it finds then reboot when prompted into normal Windows mode. Cancel any new Hardware Installations that come up then run the driver installation you downloaded earlier.
Once that is done, download and run (Right-click and select Run as Administrator) the I17 compliant CoH Helper and post the results. It's cleaner than DXDIAG and shows us what we need to see as well as your ingame settings. -
I've seen it, but not that common. It's usually due to damage from an electrical spike or similar when I've seen it. Other damage to the motherboard can also cause those slots to short, damaging the memory.
Looks like you may have the problem nailed down. The test will be when the new memory comes in. If it does the same thing or other quirky behavior I'd question the motherboard having a fault. -

If you do a Google Image search for M'Ress you will find quite a bit of very nice art as well as a few shots from the Animated Series and a couple of comic pages.
Majel Barrett and James Doohan did a LOT of voice work on the Animated series. I'd say that the majority of the male guest characters were done by Doohan and the majority of the female guests were done by Barrett. Barrett also did the voice of the Enterprise Computer and the Federation Computer in all of the various series, movies, and most of the video games (if not all of them). This is in addition to playing Christine Chapel in TOS and Lwaxana Troi in TNG.

Okay, I just spotted something in an earlier post that has me curious.
You said you'd run this with a far superior card and had the same problem.
Could you be having problems with the card slot itself?
Have you tried putting it into the other PCI-E slot and seeing what it does? I know that the second slot is only running at x4 instead of x16, but it's something to try.
Just a thought.
Another thing crossed my mind while looking at the specs on that board and your CoH Helper output. You are running the original BIOS for the motherboard. I see an F4 and F5 BIOS update available, as well as a Beta F6e BIOS. They don't give much information but the listing for the F5 was to Improve System Compatibility. You may want to try flashing the BIOS to see if that may resolve the issues. One of the things I love about the Gigabyte boards is the Q-Flash utility available in BIOS at boot up. I shy away from the @BIOS live update since I worry about running updates to the motherboard while Windows is running. Some have no problems with it but it's a quirk of mine. I'd give the F5 BIOS a shot, but definitely not the F6e Beta BIOS. Here's a link to the BIOS download page. -
Yeah, if you can comfortably touch the Southbridge and it's cool to the touch that likely isn't the problem.

I don't think it's needed anymore. I also think it's due more to the combination of the Atom processor, old Intel graphics chipset and low memory.
Especially since there are known issues with the older Intel chipsets and there are no newer drivers available for this one.
