It currently seems to be based on Sep 28, not the VIP head start, not Issue 21's launch date, but one week after Issue 21 officially launched. I don't know how my account could possibly have lapsed from July 2010 to December 2011 (12+2 deal, +1 Retail package, +1 month from a contest prize, +several "refer a friend" deals) unless they deliberately disabled the reward timers during September.

Given my conversation with customer support this last weekend on this subject, I think I have a blurry picture of what is going on.
Timeline:- Before Sept 13 - Veteran Rewards
- September 13 - VIP Head Start, Paragon Reward time doesn't start.
- September 21 - Official Launch Paragon Reward Time not enabled yet.
- September 28 - Paragon Reward Time started.
This would likely support rewards starting on the 28th.... -

1.) Optimal web design is accessing anything within 3 clicks, not 1. Otherwise, you have a long, seemingly never-ending list of stuff to wade through, relying on message title to identify if it may be relevant.
2.) Categorization is important and the wealth of knowledge under each AT is immense (a credit to the development team's design and the communities work to assemble it).
3.) "Inactivity" in knowledge-based forums shouldn't necessarily be the driver for altering their organization and consolidating them. For fun, non-game related things like multi-media, sure. But being able to browse those knowledge-based forums to pick through information is huge, otherwise you create a situation where the same questions get asked again and again because they get lost on pages that get pushed back -- consolidation of some forums will exacerbate this.
Therefore, the organization of sub-forums for ATs and Servers should not be altered as their contents really are discrete to their topics and self-explanatory as far as finding them. Anything else is fair game. -

Anyway, it's Content -> Archetypes. And I didn't know either until I clicked on a few things in the store just now. This stuff isn't hard.
Second, thanks for pointing out where it was. I was looking under system unlocks, which clearly wasn't correct and obviously other people have missed or had to spend some more time looking for it (like yourself).

That's unfortunate -- it could go a long way to soothing some upset people locked out of those characters.

Can global slots be used to unlock pre-existing MMs and Controllers? Obviously access to them is a PP reward, but I'm just wondering if that is for the creation of new ones. Has anyone tested this?

If someone wanted to pay 7 years of sub-time upfront, then I have no qualms with them getting the same rewards access as I do. I (and I'm sure I wasn't alone), proposed this in the various vet reward rage threads. So, no, no rage here ( ' :

That they give it only when your friend goes VIP and not for buying points on the market could mean that what some people said before is true: the hope is for Freedom to bring in more subscribers, not that Premium players will bring in the money. This is IMO a mistake for a "free to play" model. On the other hand it could be that this was done simply because it's easier to achieve technically. -

And yes, all refer a friend deals that i am aware of (for all mmo's that i can think of) require your account to be active at the time that your friend activates their account fully. So this means that if you delayed paying for your sub by a day... and your friend activated on that day (or even an hour before you resubbed...) you would miss out on your bonus. -
I got that pop-up on my secondary account as well, but nothing was locked out.

I quit when i18 was released and didn't come back till i19, I had to buy GR to access incarnates even though I don't give 2 ***** about preatoria, it's zones or any content there of. Nor any of the power sets released with.
I HAD TO BUY GR TO USE INCARNATES, THERE FOR I HAD TO BUY INCARNATES,NOT SUBSCRIBE TO ACCESS THEM, BUY THEM.
So simple some people just don't get it.
