Goading is, and always will be part of PvP, taunting can even be used tactically, you taunt a player he will often desperately try to kill you, trying to hard, making mistakes and often ending up dead. I've seen it used in FPS and RPG games alike. I used it alot in Planetside, you'd be amazed how [censored] peoples aim can get if you taunt them, and the risky lengths they will go to try and lay that killing blow on you, only to lead to their demise.
Every night for around 2+ months I'd PvP on either my Stalker, or my Blaster depending on which side needed the numbers. I was welcomed by alot of the so called 'PvP vets' most of which i never even knew beforehand, bare in mind I essentially play this game for Role-play, and have done for over 2 years, but ive always liked Player vs Player too. Yes, you get the occasional [censored], as with all community's, but I was still invited to PvP channels and in most cases made some friends and generally had alot of fun. So the case of elitism is kind of proven wrong by how I felt the PvP community treat and welcomed me.

The classic "Please don't kill me i'm farming Pillboxes/AV's/etc" annoys me no end frankly, hell yeah go for it, but at the end of the day it's risk vs reward, the risk is enemy players. You enter a Player vs Player zone knowing the risks, knowing you may be ganked, this isn't 'A-hole syndrome' this is how the PvP works, you entered the zone knowing fine well the risks, yet people still moan about it when they are killed. If I rolled a 'PvP server' on other well known MMO's and got sick to death of being ganked I'd roll on a PvE server, or quest and level with a bunch of friends, why [censored] about it? You chose that specific server knowing fine well the risks, just as you enter Sirens Call, RV, BB, etc knowing the risks that come with zonal PvP. If you don't want to be ganked, bring backup, pick off people, or don't bother at all.

I believe I was part of that in Sirens Call. The so called 'Bunny Hopping' is done for the exact reason you stated, keeping range and staying in the air as to avoid an Assassins Strike/Melee chars. It would be a very in-experienced Blaster if they intentionally stood still. 'Bunny Hopping' will still be a valid tactic in i13 changes as they currently are, but as with every tactic there is always a counter tactic, this is what divides an experienced PvP'er, to a new PvP'er, general tactics and counters.
Good example atleast in the current system: You see a Blaster activate Aim + BU, your a squishy AT, do you;
A: Whack on your trusty Phase shift power before the Blaster has chance to attack.
B: Leg it!
C: Attack with everything you've got!
I dare say all experienced PvP'ers' will either A, or B. As Aim + BU is what makes Blasters overpowered (IMO) in the current build. You wait ten seconds, till the Blasters Aim + BU fades, and then you hit back. From my experience Blasters are very much hit and run, Aim + BU is your lifeblood. If you make them use that up, you then have the advantage, but of course, there's yet a tactic to counter that, the Blaster could Hibernate. All this happening in the space of less than 30 seconds makes PvP in this game fun (For me) in i13 it doesn't feel the same to me, it feels slow and clunky, that's coming from a Stalker and a Blaster PoV.

It DOES get seriously annoying when you never seem to win but, turning the tables...I think most of us would do the same.
I guess we will just have to see how I13 PVP turns out. If it is so busted that the majority are in uproar, there will be little choice but to try and change/fix/undo it.

I can see that there are good technical reasons why the two builds are completely disjoint entities, but I also think the market is going to go utterly insane for a bit as people with 50s and huge budgets suddenly try to fully slot second builds, and I do wonder if there are any plans to increase the supply of rares to compensate for the demand doubling.
Put it this way, if I get one of the golden drops (like Karma +KB) between now and i13, I'm going to hang onto it and see what the prices do once everyone's slotting multibuilds. I think (because of the fixed Merit prices [1]) we may even go through a phase where it's worth running 50 Merits of TFs, getting a Karma +KB, selling it for a squillion influence, slotting yourself with cheap stuff... the people paying the squillion could do the TFs themselves, but they will want it NOW.
I also strongly suggest gathering up recipes and IOs for your second build _now_. I'm not doing it because I'm too lazy, but do what I say, not what I do. :-)
[1] Which have the-devs-are-communists crowds completely a-froth; I like it already. Of course the same thing could be achieved by tweaking drop frequencies, but either way I'm glad to see a bit of actual design going into deciding how readily available certain rare recipes should be.
If you'll excuse topic drift, you shouldn't have trouble kitting out good solid PVE builds for relatively little influence. Five-Frankenslotting is better than Six-SO-slotting, and you've saved slots for other powers.
First of all; if it's orange, you don't want it. From 22nd, use a combination of regular IOs 25th and Frankenslotted yellows - the latter are expensive at precisely 25th because everyone with a large budget likes to buy in at the "knee" of the IO effectiveness curve, so be patient. Powers that do one thing get regular IOs; powers that you don't have the set IOs you want yet get regular IOs.
Did I mention "be patient"? Leave lowball bids lying at the market. It's cheap to fill in regular IOs 25th if you wait for people doing the crafting badges to dump oversupply (cheaper than SOs), and I don't ever pay more than 12K for my A/D/R and D/E/R triple-aspect recipes, although with crafting costs you're still looking at 40k.
Of course none of this is any good if you don't have much influence, but that's not hard to sort out. Vast quantities of SOs and recipes are dumped on the market by people who would rather spend their time playing than extracting the last speck of value; work your way down the list of 45-53 SOs and recipes submitting lowball bids (say, 1,111) for anything that's for sale with no bidders and when your trays fill up, sell the lot. A recipe always sells for 1/4 its crafting cost.
This eases the early game; for a very little time, you can be fully kitted out with TOs (not normally worth it, but when a single trayful of SOs brings in the inf for every TO you'll ever want, why not?), DOs, and Yin-Os.
When you get a big-ticket drop - and, sooner or later, you will - resist the urge to use it for yourself. One really good recipe drop can pay for a complete set of yellows at around 25th, and then you're set with a solid PVE slotting all the way to 50th. Everything else is icing on the cake.

Im just generally skint, I have no idea why XD and I dont bother with many IOs, and sets not at all until 50. Except I really want some KB resist ones for my poor VEATs, who get knocked down FAR too much for my liking =[

If they suddenly dropped in level, it'd be an effective death sentence for me. Yeah, I realise that other players get that anyway, but then other players don't have to spend an age resummoning and upgrading them again.

I get cheesed off not being able to PVP at all, simply because my builds arent 'right', which is a shame, as the times PVP have worked out have been fun. And thats not winning all thetime, but when it was a challange. A good example was actually today, with my stalker against a DB/DA scrapper. We both had stealth, and both had +perception, so it was really a case of who could get the drop on the other and slam the first shot in there.
Whats not fun is having someone bouncing around you, you cannot for the life of you target them, even using tab, as it seems to lock on to everything EXCEPT the one you want (!!!!!! >.< ) and then dying without even a chance to fight. And getting two shooted by a tanker when my own tanker seems to be fodder for everyone, despite being pretty tough and doing decent damage just added insult to injury.
I'm reserving judgement until it goes live, but I think people will just need to see. -

Sorry for the threadomancy, but after recent discussions I was thinking about this review and there are a couple things that keep me uneasy:
First of all, I think it is good the devs take steps in this direction, I just hope they keep in mind some factors beside raw numbers, such as for example, Fighting Pool in which, people take Boxing / Kick not because they're any good (they're rubbish tbh) but as a toll to get to Tough / Weave so although they might show they're taken by many people, doesn't mean they're any goood.-
I was also hoping devs don't stop there and also do some review for powers that everyone takes, such as Stamina and Hasten and give suitable options to diversify builds.

Why should you HAVE to take three powers just to be able to play the game without complete stressage? The only set I know that doesnt need it is regen, because it gets better versions of Health and stamina. And possibly MMS, although I still find it a must on mine.
I see no reason why the 'Fitness trio' should be a 'must-have' in builds. Three less problems, three more power choices in the main sets, and more usage of stuff that is currently underrated. -

I know what it comes from - that's why I think it's tactless and unsuitable.
It was a totally evil book, that lead to the deaths of thousands and thousands of innocent women - so linking a badge to it is just not right.
The original badge for defeating Family Bosses had the Italian flag on it, until it was pointed out to the devs that it was maybe not very tactful - so I don't see why they can't change this one, which is far worse in terms of what it refers to.

It would indeed be nice if the Hardsuits (and I mean the proper ones, not just the Shells, which is what they really are) were available, maybe through badges or such, but somehow. Maybe as a dayjob badge would be very neat...
Although not many powersets would work with them, bar energy melee at present. -
Its a good idea, if almost a little too heavy on the de-buffs. Theres always the danger of overpowering a set, given that de-buffs make fights easier.
Headbutt and Knee Jab are also identical clones. Keep Knee Jab, but Change headbutt to something like Moderate damage, high disorient.
Aside from that, I like it =] -
One note on the ol' 'loner' type characters, they can sort of work, if you lurk in the right places. For example, one of my Heroes is a Rogue Clockwork, and at first he was petrified being around people in case they tried to take him apart. In D's, I hung him around near the technical people (it helps that he ticks) and people wandered over to see who/what he was. If you 'look' interesting, people will probably engage. Sitting in the corner in a suit ain't going to help ya =]

This is the reason im not so ticked with the KG at the mo. Because hopefully our base will actually be buildable when they fix bases and such.

Oh-kay...Crab Spiders have as many melee attacks as ranged attacks. Bane Spiders even more-so. And, besides, these are supposed to be VEATs. Kheldians get KB protection, in the guise of Dwarf Form. In fact, they get a helluva lot of resistance in the guise of dwarf form. Its not that much to ask for. And having to save up 20 million inf for one IO is rediculous. Although hopefully I13 will fix that up somewhat. Hopefully. -
