Alright, took BunnyAnomaly's advice and rearranged my slotting. So far, with Energy Absorption on at 10 targets, I'm able to softcap smashing, lethal, energy, and negative defense for incarnate content. Icy Bastion has a recharge of 81 seconds, and with it, I'm hardcapped on resistance for smashing, lethal, energy, and negative, as well as Toxic. Here it is:

All have alpha and most have at least T1 of all incarnate abilities except hybrid. I usually pass around some more expensive IO's with them but all have expensive builds that focus on 45% defense, or 59% when possible, for S/L/E or positional, depending on the AT. So far all have gone SPLAT! against Knives of Vengeance. -

You may wish to shift some slotting around to increase accuracy for your protector bots, while decreasing your assbot's. That's assuming you will be running tactics full-time.
Also, Deacon has written some very cogent slotting advice for distortion field. About 4-5 threads down.

Hey, guys! If you're an active member, then I'm certain you've noticed that this is my third build post within the last 30 minutes (Sorry, had them all lined up, but the damn copy/paste would fail me on many days).
I plan to use this character for farming, but I'd still want him to be survivable for PvE content. I'm not certain about either going for softcapped S/L defense or ranged defense, I look forward to getting both if possible. Any adjustments and modifications you guys would suggest? Would really appreciate it, thanks!

Nyghtmaire, could you check my build again to see if my bots are at least softcapped for PvE content? I did a few more adjustments, and added the Soulbound Allegiance proc for the Assault Bot, removed one slot from Scorpion Shield and added it to Tough for the KB protection, just to avoid having one KB attack come in and disable TJ. Left Assault Bot with one empty slot to fill with the Overwhelming Force proc. Thanks in advance.

Dual Pistols doesn't need more mechanics to be fun, it's a great set with the best animations, hands down. What I feel is that the Swap Ammo power isn't being used in the way it was intended to be. I'm thinking the devs wanted Dual Pistols to be the powerset that relied on players strategically swapping ammo during battle according to what said situation required, but the buffs from Toxic and Cryo weren't enough to satisfy most players compared to Incendiary. If the secondary effects were augmented to have a stronger effect, it would make swapping ammo all the more worthwhile. -
I'm very well aware of this being discussed before and now, with changes regarding damage buff and such. I'm aware that this has been discussed many times, but with the new changes coming in Issue 24, I can't help but hope that these ideas might be implemented to help the one set I love with Blasters. Note: Most of these ideas are from other players, just wanted to summarize the ones that seemed reasonable.
The way I see it, Dual Pistols should be somewhat of a more active set. Other powersets have their secondary effects already added to the powers, so it's just simple clicks. Dual Pistols could be a great Blaster set if the Swap Ammo effect was more useful. I mean, imagine it, constantly swapping Ammo type during battle to wipe enemies out. Fire off Bullet Rain with Cryo Ammo to slow them down, Empty Clips on them with Toxic Rounds to weaken them, and finally jump in with Hail of Bullets and Incendiary Ammo and finish them off. That way, you're always planning ahead, not just leaving Incendiary on all day as you fire off.
Base damage: I'm perfectly fine with the damage it currently has. No changes needed here.
Redraw: Two ideas here. Either the animation time for it can be cut down by half, or we could switch that damn twirling out with one where the character draws his weapons with their arms criss-crossed. Think the first one seems more plausible though...
Damage type: Changing the Lethal/Secondary from 70/30 to 50/50 would be nice, more damage from Swap Ammo. Another reason to keep switching ammo type.
Now, onto powers:
Pistols & Dual Wield: I have no complaints about these two. They're good.
Empty Clips: A wider cone might be nice, but I was thinking along the lines of increased range instead. Instead of having it at 40ft, why not boost it to 60? It's a cone attack, a little more distance would mean I'd be at a more comfortable distance to fire it off right after Bullet Rain.
Swap Ammo: Here's the thing that makes Dual Pistols what it is, and should be used more. A damage effect from Toxic and Cryo Rounds would be nice, but that might make Fire less used. I was thinking of having the effects from Toxic and Cryo Rounds last longer or have them stack to a maximum of 3 times. That way, you're able to maintain the -res/-slow debuff long enough to switch out to Incendiary Rounds to really lay the hurting.
Bullet Rain: Nothing I see that needs changing here.
Suppressive Fire: I don't really care for the damage, the hold effect is what I use it for. With that said, as a ST attack, maybe increasing the range from 60ft to 80ft might be nice, or leaving it as it is sounds good as well.
Executioner's Shot: I'm aware it's getting a range boost to 80ft, but another thing that it needs is a cast time reduction. Reducing the cast time down to just 2 seconds seems fair. It is a ST attack, why not have it fire off faster?
Piercing Rounds: I was thinking of a tradeoff here. Either have the cast time for it reduce down to 2 seconds, or keep it at 2.5 and allow the -res effect to be kept regardless of the ammo used. With a name like Piercing Rounds, it would be great to have the -res effect stack with Toxic Rounds.
Hail Of Bullets: An awesome nuke attack, leave it as it is. OR...I dunno, increase the defense buff duration for a bit longer?
I like the idea of having ST attacks have a lower cast time than AoE ones. Recharge time for the attacks could be increased a bit, if need be, but at 50 with IOs, I don't think it really matters.
Any thoughts from other players? -

Increase the duration of Empty Clips' debuffs so that it's more in line with the debuff strength cones are supposed to have compared to targeted area attacks.
Change the recharge of Dual Wield to 8 seconds
Increase the recharge of Empty Clips along with its damage and endurance
Increase damage of Suppressing Fire -
For Dual Pistols:
Empty Clips: Range increase to 60ft.
Executioner's Shot: Range increase to 80ft, reduce cast time to 2 seconds.
Piercing Rounds: Keep -res effect regardless of ammo type, reduce cast time to 2 seconds.
Swap Ammo: Stacking effects for Toxic and Cryo Rounds.
Would be nice... -
I wonder how it'd affect Auras and such...I mean, Spines bursting through the carapace, or half a katana blade hanging outside the carapace...Seems like it's going to affect the FX of other powers.

Defense based sets are harder to build resistances behind.
Not that something like Super Reflexes isn't a great set...but Dark Armor with softcapped defenses is much more survivable than Super Reflexes could be. -

Probably won't be able to use Judgement/Rebirth a second time after they recharge.
What does the above information mean for you? Absolutely nothing, just take what you like. -

Anyways, remade my StJ/Nin Stalker and tried to utilize the Shadow Meld to icap my defenses. It cost a bit more, but man, it's amazing now! I don't have any endurance problems anymore (yet), I'm able to chain together (not the best DPS chain) BU--AS--CU--IB--HB--SB--SC--AS--CU without any endurance issues. Feel so much better now, but posting it here just in case I missed something:

I have a character build for 32.5% defence to all (1 small purple from normal softcap) that is i-capped when he pops Shadow Meld. There is only a ~50% uptime on Shadow Meld but once you have taken the alpha and spent 15s killing stuff you tend to be able to survive the rest with lower defences, and Shadow Meld is up again for the next mob.
With a 3s animation time if you were to get Shadow Meld perma then you would be spending a very significant amount of your time just casting it (Close to 10% if you have a set that also had redraw!). -
Hope you guys can help me with this. I've tried getting my defenses up as high as possible, and sadly, icapped defenses are far beyond my reach (sitting at 50% without Hide). The problem with this toon is the damn endurance cost, it's just insane seeing my blue bar get close to zero while fighting an EB. I blame AS and CU for this, and I've tried to reduce the costs, but it felt like I gave up a lot of damage for it. I want to take Musculature, but I feel Cardiac would benefit me better. I've swapped out of Soul Mastery for Body Mastery to deal with the endurance, and now I have no idea what I'm doing. Here's my build (Can't copy the full thing for some reason) :

I've been fiddling with Mids for a while, and I still cannot reach the isoftcap on my StJ/Nin without giving up a bunch of stuff. Thought it would be possible to get a Perma Shadow Meld, but sadly, nope, even with 238% recharge. Closest thing I can get is a 5-second recharge basis. What's worse is the ever-present endurance problems, but Ageless will fix that soon, I guess.
My question is, other than SR, which other secondaries can reach the isoftcap defense for Stalkers? -
Thanks for replying. I followed what you did and just changed Assault Bot's Enchancements to Sovereign Right for more melee defense, and added in the proc from Edict of the Master for the protector bots, giving them a bit more defense. Other than psionic, the FF from the protector bots should icap my defense to everything, and Rebirth should keep me alive a bit more in case one of them does manage to break through by incredible luck.
