It seems to me as if this suggestion is primarily driven by the fact that it's difficult to make realistic bids covering a wide spread of level ranges given the current system (e.g. 15 bids to cover a 15 level spread vs 3 bids if all IOs were by 5s).
Instead of changing IO level granularity (which has no chance of happening), what they need is a new "Advanced Bidding" optional interface for Wentworths that allows you to place a single bid and set a min level and max level for a range. So if you want e.g. a Celerity +Stealth and level doesn't matter, you set the range from 1-50 and you're done, and it only takes one transaction slot. -

Trying to decide between a fun (ELM) or effective (SS) Brute primary for AoE.
It may sound silly but one thing that really increased the fun factor for me on my SS/Shield was using alternate animations for Knockout Blow and Footstomp. The two handed version of KO Blow, when used with shields, creates the nastiest looking shield bash ever. And the pounding-fist-into-the-ground version of Footstomp is teh sexeh. Those animations have been broken (only when used with shields) for weeks. Can't wait for them to get fixed. -

The only way to get a chance of purples in AE is to play Dev's Choice arcs and select the option to get recipe drops instead of tickets. There's no way to roll for purples using tickets.

Top of the list: Power Thrust from my level 50 blaster on level 1 anythings in Atlas. This should actually be a shortcut to side-switching when GR comes out. After you send your 5th Hellion soaring over a wall, you are instantly transformed into a villain, skipping all intermediate steps.
Full Auto. No, it's not the most uber blaster nuke, but it's just so deeply satisfying.
Shield Charge. Zooooom, and they're dead before they hit the floor.
Once they get the animations working again: one of the new alternate animations for Knockout Blow when used with Shields secondary turns Knockout Blow into the world's nastiest shield bash. Friggin' awesome. -
Maybe you haven't played your Fire/Kin in a while? It's true that SB used to amp up the DPS of imps, but they've been changed so that they are immune to +Recharge. So any "blatantly obvious" improved DPS nowadays is just the placebo effect.

The purpose of Ice Slick is to dramatically reduce incoming damage by causing mobs to repeatedly fall. If you use an immob on top of ice slick, you're completely canceling the knockdown and allowing enemies to attack full speed.
Now, if the team has the situation well under control then by all means throw Fire Cages and go to town. But if the baddies on the ice slick are still numerous enough to be a threat to the team, you do the team a huge disservice by using Fire Cages.
If you're the only controller on the team, things are very different. Fire Cages doesn't affect the stun from Flashfire and is helpful because it sets up containment (double damage) and keeps the mobs from spreading out as they stagger around stunned. So while it's a natural alpha strike for a Fire/Kin to do Flashfire + Fire Cages, if an Ice Slick is thrown down (and not Flashfire), don't use your immob. -

Basically Fire/Kins late game get alot of +damage from Fulcrum shift. Having 3 pets with with them and Flashfire (aoe stun) coupled with either Earth mastery or Fire Mastery they put out a lot of damage and thus can normally speed through maps its the reason they are one of the top farmers one could want. (Not to say they are the only choice for farming) Having 3 scrapping imps amped up on FS attacking with you is what makes them a threat in PvE.
They also have the ability to be a none stop attacking chain since they have transference and transfusion to get health and end back. Also siphon speed increases there recharge and maintain high movement levels. Couple that with opening with Flash Fire or Cinders, then spamming Fire Cages with Hotfeet on then fireball (or stalgmites/Sesmic smash for earth mastery) most mobs just melt.
I'm currently leveling an Ice/Kin now (and loving it) but if I tried that trick with an AoE immob over Ice Slick it'd be counterproductive and likely lead to debt. -

2) Users are hostile to this idea partly because they're VERY attached to their character names.
3) It's taken as a sign of MMO implosion when a game reduces the number of servers. So just from a marketing/PR point of view, it'd be better to keep empty servers running than to shut them down.
My take on the best solution: the devs should make server transfers very inexpensive, like a buck. -
I can't really help you with your primary question, which seems to be how to automate the second account. The scripting system in CoH is intentionally set up to make creating a bot effectively impossible.
When I dual boxed, the second account was either a passive lowbie just getting leveled up, or a character with mostly passive powers. For example:
I have 2 extra accounts and for a while I triple boxed with 3 controllers: my Fire/Kin, a Fire/Force Field, and another Fire/Kin. The FF bubble was a passive anti-mez protection that allowed me to fight groups that normally would be problematic because they could stun/sleep/hold. With the 3 controllers we had 3 x Hotfeet and eventually 9 imps. I just set the other 2 controllers to auto-follow. Worked fine, although I don't have a high tolerance for farming so it was something I could only stomach doing occasionally.
A critical key to multiboxing performance is the maxinactivefps command. Don't set it to zero or characters won't be able to move when their game client loses focus. I typically set it to 5 via a slash command, /maxinactivefps 5. -

People have tried to point out that farming is about efficiency, it's about defeats/minute. It's trivial to put together an AE farm that a fire/kin can do with just generic IOs that will have a kill rate similar to what Fire Kin Master is doing.
Somehow he thinks being the best means being able to tackle a farm that normal fire/kins can't handle. So any controller without very high defense will not do well on his map. But so what? Occasionally my brute farms a map consisting entirely of CoT possessed scientists and Burn Protectors. I guarantee that Fire Kin Master and any other squishy not protected against mez would get punished on that map. But it plays to my brute's strengths. Somehow I can see that and everyone else can see that, but Fire Kin Master can't. And that's where the humor is. It's his amazing combination of arrogance, utter cluelessness, and awesome forum posting technique that keep us coming back for more. -

Coolest mission map for me is probably the Eden Trial. It just really seems otherworldly.
The fortress in the ITF was also awe-inspiring to me the first time I saw it, although now that I've run that TF a zillion times, it no longer has any impact on me.
The first time I approached the Storm Palace in Shadow Shard was another "holy cow!" moment. The inside of the Storm Palace has to take the prize for the biggest anti-climax in the game, given the incredible grandeur of the outside.
The first time I saw the casino district in St. Martial at night with all its neon, it knocked my socks off.
If you haven't done it, crossing the dam in Faultline is cool by first going through the dam the normal way, then taking the underground tunnels there. I think a lot of folks have never seen the far side of the dam, and while it's not otherworldly or awe-inspiring, it's just neat to see the battles raging there. -
If you use Mids' Hero Builder, it can show you how recharge time is affected by both enhancements and set bonuses. It also allows you to toggle powers that affect recharge on or off, e.g. Hasten, Quickness, etc.
It's pretty helpful to use for build planning. On short recharge powers, it can be an eye-opener to see that third recharge enhancement only shaving off a tenth of a second. -

Im not saying that anything will end up coming out of it, but our Devs tend to be pretty good at fleshing out all the possibilities.

The only time I don't welcome a drive-by buff is if it's something like Ice shields and I'm in a costume contest or standing at the tailor. Then it's basically griefing. Other than that, I welcome it. Always.
For the folks bothered by it, it'd be neat to be able to right-click in the buff bar under the health/end bars and be able to dismiss an unwanted buff. I think a prompt for buffs would be annoying since in mission teams buffs often fly about fast and furious and it'd be frustrating having dialogs popping up for every buff. -
You could always take the Assault power from the Leadership pool. It'll bump your pet damage. Not what you were looking for, but it works.
