In a toggle, it checks once every 10 seconds, not per pulse of quills.

I am particularly happy to see this, as I burned the I20 freespec on my current favorite character early this week. Although I liked the results, suddenly last night I thought of a way to shoehorn in another bonus. I was all set to burn a vetspec tonight to put the new plan into effect, having been unaware we were getting a new freespec with the Vanguard pack. For once, it's perfectly timed for me!

Here's a 2-Scrapper story. Back in one of the phases when Elude was useful but not perma-able, I was running an MA/SR Scrap on a team with a Fire Tanker and another /SR Scrapper (and some other characters as well). We were doing pretty well against reds and purples and having good team chemistry.
In one of those rooms where aggro can come from overhead, a whole crap-ton of bad guys start dropping down onto the Tanker, and he goes down like a sack of potatoes. The Zerg-swarm of red and purple standing over his body had juuuuust started to move toward the rest of us when I hit my Elude panic button.
The other Scrapper was standing next to me, and we both executed the Elude backflip animation at the exact same instant, perfectly synchronized.
And then it was ON. -

Whether the OP already has a good attack chain or would like a little more recharge is a judgement call on his part. But it's worth noting that recharge will benefit other powers as well. For Invul, Dull Pain comes to mind.
But hey, if you think Musculature is a good pick, you're welcome to argue that.
I glanced over Musculature tier 4 in Mids and it looks like Knockout Blow would do 55 more damage per pop with Musc. That seems like it would add up over time. -

Just because Marvel has a character based on said mythological character does not mean that Marvel own full rights to it. IIRC Marvel only have a copyright on their versions appearance and concepts they've added. -

But what if you're fully slotted for recharge? That is, you have a functional attack chain?

And I'm not sure why it would change your power choice. Were you only using pool powers? -

In general, the "playstyle" described in the OP can be replicated reliably by any dual-boxer's second box...when it's unattended. That should put into perspective the value it's bringing to a team. -

Okay, it gets weirder.
I went to park the character in a dayjob and was startled to see I'm almost finished the Midnighter Club dayjob. I also have the Midnight Squad accomplishment badge. But the arc is still open, waiting for me to find a way to cure the 20 Lost.
Very odd. -

I have a character who is now at the "run off and cure 20 Lost" stage of Montague Castellana's arc.
I don't have a Lost Curing Wand in my trays or my powers lists. I don't have the ingredients to make one.
I vaguely recall somehow bungling and deleting the wand without ever activating the "cure 20 Lost" mission or something like that on one of my alts long ago -- I'm going to go out on a limb here and guess it must have been this one.
I can abandon and regain the mission to cure the 20 Lost, but I don't have the unique salvage to craft the wand anymore and I'm past that point in the arc. (When I talk to Montague he marvels that I've crafted the cure, so I think I did complete that part before the undefined dumbassery that brought me to this point.)
I have friends who will undoubtedly be doing this arc some day -- can I team with them and tag along on their wand for the 20 conversions? Would that get me through the arc and into the Midnighter Club? -
The weapon sets (Battle Axe, War Mace) do very well with shield as well.

Can we get a "suppressor suppressor" that shuts down other players' suppressors and re-institutes knockback?

Since the change, I have yet to see unslotted fly be anything but capped (pale blue) at any level. I can't rule out that some odd level might exist where it's not capped, but I've not seen that.

What is "new contend"? Is it part of the new content?
