I don't know if this is possible, but I'm trying to slot Siphon Life so that its Acc/Dam/End/Rech/Heal are all red in Mids' (ie, in the highest ED tier).
Since I'll have a fair amount of global Accuracy and Recharge, I'm willing to sacrifice some of these in order to push the others higher, but I'm still having trouble getting Dam/End/Heal as high as I'd like. Would anyone care to take a swing at it and see how high you can get it for me? I'm allotting 6 slots to it, but I'd rather not use expensive Purples, PVP IOs, or Hami-Os if I can avoid it - I'm not sure how big my budget for this character will be.

1- Bad luck.
2- Are you Premium? If you haven't unlocked side switching (not sure if previous purchase of GR counts or if you need to buy a Side Switching License on all Premium accounts), you won't get Tips.
If it's #1, kill more bosses. They have a higher tip drop rate. -
It's no longer on the character select screen, however, it's now at the bottom of EVERY page of the character create screen, and it actually works there!
Even better, if you check a name and it's available, it gets reserved, meaning that nobody else can use it unless you back out of the character creator, or type in a different name. -

I don't make an alt build for exemplaring - all my characters are built to be as exemplar friendly as possibly down to any level. With so much low and mid level content, why would anyone make a build that gets broken the instant you join a non-50 team?

If it functions like a normal Karma: -KB IO, then the KB protection functions like a set bonus. In other words, no, the power it's slotted in does NOT need to be turned on.

Yes. The reason that they list the Astral Merit Vendor in there is because the Astral Merit Vendor offers an item for sale that grants a one-time, one-character unlock of capes or auras, as if you had done the mission already, even if you are too low level to do it.
In essence, the item is the same as what you can buy on the store, only single character instead of account-wide.
You cannot purchase any of the Ascension Armor costume parts or auras in the in-game store, only from the Merit Vendor. -

The ways to earn cape and aura unlocks in-game are per-character, ie, you do the mission and unlock on that character only, or buy an unlock, and can redeem it on one character only.
The unlock in the store is permanent and account-wide, ie, you spend $2 once, and every character on your account, past, present, and future, has access to capes or auras (whichever you purchased), from level 1 up, regardless of what content has been completed.
The specific capes and auras (and other costume parts) available from the vendors are not available for purchase - just the early unlock of capes and auras. -
Instead of binding a /powexecname command, bind /powexec_auto. Bind two keys you use frequently, one to autofire Hasten, the other to autofire Domination. It's the closest you can accomplish.

Tunnel Rat, this is a crazy idea, and may take a huge amount of work, but....
For Illusion Control, would it be possible to add customization for Phantom Army and Decoy that made the pets (based on your selection) Doppelgangers, semi-transparent Doppelgangers, or Dark Doppelgangers (the all-black ones, like in the Posi TF)? -

Best? I don't know, probably not. But this SS/Shield build gets you just under 30% def to all at level 22 (a single small Luck will get you close enough to the softcap for low-level content). Rage and Active Defense are perma, with a bit of overlap to help deal with slows. You should be able to run a Punch->Jab->Brawl->Jab attack chain with only tiny gaps, with KO Blow coming up fairly often. With Rage active, Assault and Against All Odds running, and 60% Fury, you're looking at a 226% Damage bonus at all times, except during Rage crashes. Only 1 enemy is counted in AAO; adding more will boost your +Damage.
There is a small fortune invested in IOs for this build, and it's assumed that you have all the +HP and +End accolades, which could take some effort while level-locked (at least one will require side-switching, since you can't do a LRSF at 22), but should be possible.
Endurance will probably be an issue, but keeping blues handy, or relying on team buffs, should alleviate that.

I'm gonna hijack this thread for one of my own.
When I'm chatting with NPCs, if the answers I can give are too long, they get cropped. I've established that this is because I set my global Window Scale in the Options Menu to 0.75; setting it to 1.0 allows the full line to be read. I've gone through the list provided by /window_names and haven't found one that adjusts it via /window_scale.
However /window_scale contact_dialog x.xx will move the window around if I choose a large number (2.0 or higher). Any ideas on how to fix this one? -
It doesn't matter how recent they are, or how popular. They'd generic Punky Brewster just as quickly as Batman.

Apparently, it doesn't work in bases (or in missions) because connecting the instance server to the market server causes unusually large amounts of lag for the instance server.
It's not working as originally intended, but it is Working As Intended.

There is no plaid shirt in the costume creator. However, if you purchase the Scrapyarder costume power, it has a plaid shirt. I doubt that will work for your concept though, unless hardhat, goggles and safety vest also fit the concept, since it's a transform power, not costume parts.
