1- Bad luck.
2- Are you Premium? If you haven't unlocked side switching (not sure if previous purchase of GR counts or if you need to buy a Side Switching License on all Premium accounts), you won't get Tips.
If it's #1, kill more bosses. They have a higher tip drop rate.

Another possibility: You've already gotten the max number of tips in your tips window- or you're just looking at the wrong spot for your tips.

Roderick was right
I was 20 (and trained to it) - just bad luck - just after posting I defeated the 2 end villains of the new signature arc and both gave me a tip each.
