    It's not a nerf, and it has nothing to do with Ion. It's just a side effect of how chaining powers are programmed.

    That's not exactly how it works, but pretty close.

    Ion Judgement, Chain Induction, that nasty End drain from Rider: Famine, and all other chaining powers work the same way, so this applies to all of them.

    Ion Judgement doesn't actually do any damage at all. What it does is grants a temp power to the target. The temp power makes the target damage itself and grant a copy of the power it just received to another target within range. Then the temp power persists for a few seconds (I'll assume Trickshooter's 4 seconds is correct), but does nothing for the rest of the duration. The power is flagged "Doesn't stack from the same caster", and the caster is the target, not you, since it's the autopower you gave them that's applying the effect.

    The intention is to stop two targets from passing the effect back and forth until one or both dies, however, because two people using the same power on the same target grant it the same non-stackable autopower, only the first will apply.

    Each power grants a different autopower though, so if you have one Ion Judgement, one Chain Induction, and one Jolting Chain all being fired at once, they can all affect the same target. There's actually a few different powers for Ion Judgement, too: One for each different level of damage, so you should be able to hit one target with a Final Core, a Final Radial, and a Tier 1 Ion - but not with 3 Final Core.

    And it should theoretically be able to stack Ion Judgements. In practice, it would be near impossible to do with any reliability. If two Ion Judgements are fired at the same target on the same server tick, then both will apply, because both will check for validity at the same time, and since neither is on the target yet, both are permitted by the system. If both jump to the same target, they'll both be permitted again, because they'll happen simultaneously again. However, there's 8 server ticks per second, so the odds of actually timing it right without either teleport tricks or a macro keyboard are slim to none, and since the targeting of the jumps are semi-random, even if you did time it right, they'd eventually diverge and mess things up.
  3. There used to be a number of ways that your character would stay "online", even after you had logged off, and this would cause things with in-game timers to keep counting down in real time. To my knowledge, most of them have been fixed, but on occasion, I see someone on my global friends list marked in green with a character name, but dimmed out as if they were on a different server with no server name listed - a sure sign that they aren't logged in, but are still being counted as logged in.

    Was there anything out of the ordinary about how you logged out?
    -Did you mapserve or crash, and just stay logged out instead of logging in and back out properly?
    -Were you in Flashback/TF/AE mode? This used to cause the effect I mentioned above; not sure if it still does.

    When you logged in, did you get the "This account is already logged in." message?

    Does anyone else have access to your account?

    Tanks and brutes have the same caps for everything except damage and hit points. It's their base values that are different. A brute can reach the same levels of survivability as a tank, but since they have lower base numbers, they have to work harder to acheive the same level.

    Yes, brutes, scrappers, and even stalkers can attain the same levels of defense, resist, and regen as tanks. However, tanks have higher hit points, which still makes them survive longer than the other ATs in the same situations. Also, with the higher base values, they need less pool powers and set bonuses to reach those levels of survivability, meaning that they've got more flexibility in their build for chasing other things, like +recharge or +damage.

    Tanks and brutes have different, but similar goals. A tanker is meant to get and hold aggro throughout the battle, so that others remain safe. A brute is meant to get aggro to fuel their Fury, and then defeat their enemies, but holding aggro isn't nearly as important.

    Both are meant to be strong enough to survive to the end of the battle. The difference is that the tank withstands anything thrown at him until the battle ends, whereas the brute takes a couple hits, and then ENDS the battle. Prolonging a fight that doesn't even phase a tanker may prove fatal to an identically slotted brute.

    Yes, tanks still have their place. Their place is just a little less clearly defined now, just like it is for controllers and dominators, or defenders and corruptors.

    Switch back to normal ammo (if you're using elemental), or to elemental ammo (if you're using normal). The chance should change if that's the chance to Stun or Hold.

    Attacks with an extra effect report a second "attack", but it isn't counted as one (or isn't supposed to be) for purposes of streak breaker.

    You should easily be able to see the same thing with the knockback in Energy Blast, the stun in Energy Melee, and anything else with a chance to apply a status effect or debuff (but not with attacks that have a guaranteed effect).

    Dual Pistols is a little different because the "guaranteed" Stuns and Holds in SF need a way to be turned off, so they're given a 100% chance or 0% chance, and then a +100% or -100% modifier, based on your ammo type. I'm guessing that every attack rolls all four checks, and all but one (most likely the default one) get hidden from the chat log.

    I just did that mission a short while ago. Orb spouts some dialog when you get close, and you can't talk to him until after he finishes. It's quite possible that he doesn't start his dialog if you're stealthed.
  8. Note that Swift and Hurdle automatically stack with Ninja Run, and Sprint can be as well, but none of the above can be used in combination with Coyote (or Panther) form.

    I believe the end result is that Coyote is the same or very close to Ninja Run + unslotted Swift, Hurdle and Sprint.

  10. 100% positive. I moved a character to Defiant because I wanted to reroll it, but didn't feel like stripping it of its IOs. I was Premium when I decided to move it back to Victory (Where I had lots of open slots), and I could not move it until I unlocked it. I filed a ticket, and Customer Support told me that it was working as intended. Last time my account expired, I double checked before I resubbed, and it was still the same: The Transfer button is greyed out for locked characters, even if you have Transfers available.

    You can delete a locked character. You cannot move a locked character. You must first unlock the character, then unlock a slot on the destination server to move a character.

    Bill's got a lot of good points, both in this post and earlier, but this one has two things I want to touch on:

    1- I haven't played as wide a variety of characters as Bill, but I've played enough to have a good feel for most ATs and powersets. I also read a lot on the forums and wiki, and play with Mids' almost constantly. I don't consider myself an authority on much of anything - but that doesn't stop the large number of people who ask me when they need help.

    2- I think I can safely say that I've deleted more 50s - Including at least one +3 - than Bill even HAS. I don't consider that particularly relevant, but I'm curious to see how the OP uses that as proof that I'm wrong and bad.

    Hi. My name's Roderick, and I'm the leader of the Flaming Quasars, and I have altitis. I roll at least one new character a week. I currently have 6 Level 50 characters, with a level 43 soon to join them. Each of those level 50 characters has hundreds of hours played, at least 200 badges (including all the power-granting accolades), builds valued at 2-6 billion Inf, and at least a T3 Alpha. All but one have something in both their Interface and Judgement slot, one has T3 in all five slots, and my main has T4 in all five slots, plus several other T3s for when I need to switch something out. According to City Info Tracker, I was in the top 30 badgers on my server a few weeks ago. Now that I've increased that count to almost 1200, I'm sure I rank higher.

    I play my main for an hour or two almost every day, and my various alts as much or more. Who am I hurting by doing so?

    As far as the "always recruiting" goes... I'm never recruiting. I am coalitioned with a number of great Supergroups, and I happily refer people to those larger, more active SGs if someone asks me about one. I also direct them to one or more of the server's global channels (which I am an active participant in). Who is hurt by this policy? The active SGs that I direct new members to? The new members that are directed to good SGs? Or my own SG, which neither needs nor wants to increase its roster?

    What makes you think that those of us with altitis don't do that? Most people with severe altitis make more use of their costumes and bios that those who don't. Ask the forum's most (in)famous single-character poster: "My character is me."

    I'll make you a deal: You pay for a one-year subscription on my account OR find me one person who can demonstrate exactly how my altitis has hurt their game play, and for the next 12 months I'll only play the characters you tell me to. If you can't, or won't, do either of the above, then shove off, go play the game your way, and let everyone else play the game their own way. Telling us that we're doing it wrong because we play too many characters for your liking is no different that telling us that we're doing it wrong for not having a top DPS build, or for taking a Knockback power, or for skipping a power that you think is mandatory. It's not your chharacter, it's not your account, it's not your business.

    To get a Patron, you must be introduced by an Arbiter (Rein or Daos, I can never remember which. The one outside the front door of the tower). The Arbiter is introduced when you train to 35, but you can talk to him before you train.

    If you level up to 35 (or higher) before getting your Patron, and feel that you want the Patron Powers earlier in the build, remember that the Patron arc awards a respec - you don't need to earn one elsewhere if you need to respec.

  17. It does not. Rogues and Vigilantes can join either one, but if there's pure villains on the team, you can't start a Hero DFB/DIB, and vice-versa.

    The general rule is to send it to Zwillinger and let him forward it to the relevant people.

    In this case, Synapse is the right person to talk to, but last I checked, he had PMs disabled. That was quite some time ago though, things may have changed since then.

    -Right-click the slot that you're putting the enhancement in, or right-click the already placed enhancement.
    -Press either + key on your keyboard (or - to remove boosters).

    It works just fine with any level enhancement. Note that a level 30+1 is NOT a level 31 enhancement, and has different values.

    Cimerora isn't an accidental omission. "Entrusted With the Secret" is granted for participating in Time Travel and being noticed doing it by Ouroboros. The Midnighter Club has gone out of their way to hide their actions in Cimerora from Ouroboros, therefore, you don't get granted an introduction to Ouro.

    It's later revealed that Mender Silos does know all about the Midnighters and their forays into time travel, but if they think that they're being all secretive and hiding from him, who is he to tell them otherwise?

    You don't even read other peoples' posts, do you? Just enough to "back up" what you're saying, and then ignore the rest?

    I will be visiting the store each week to see what's there. I already claimed the XP Booster on both my accounts. However, if the item is something I won't use, I won't claim it, because there's no point. I visit the store regularly, to see what's new, to pick up things that I do want, and to see what's there that I forgot about. I'm pretty much the exact opposite of your claim in the above quote.
