There is never a penalty for defeating a confused enemy. The "penalty" is from confused enemies dealing damage to your target, and it's basically the same as if another player hd come along and poked your foes a couple times.
Using Arctic Air technically will reduce your XP/kill a bit, BUT the XP share taken by confused foes is smaller than that taken by players, the confused foes are also slowed, meaning they attack each other less than they might otherwise, and any "lost" XP is offset by you spending less downtime healing (since you were attacked less), and the fact that you'll be working off less debt (since it helps mitigate a LOT of damage).
In other words, yes you might "lose" a tiny amount of XP by using Arctic Air, but you'd be a fool to skip it for that reason.
Just be sure to slot properly to deal with the HUGE End cost. I couldn't run it until I had it and Stamina both 3-slotted with SOs. -
I can't comment on top levels, but Wincott still starts at 5 (when I go to the Hollows at 4, I have to street hunt a bit before he talks to me). Flux hasn't turned me away in ages, so I don't know his level range. I recently finished Flux a level 10 though - Julius wouldn't talk to me at all, not even for his non-arc street hunt, until I hit level 12.

Trust me, even though I'm sure she'll realize it's a joke, for posting something like that, Golden Girl will do horrible, horrible things to me if we ever meet in real life, for nothing in this game is more important to her than Ghost Widow style hair for PCs.
Unless my sleep deprived brain is confusing her with someone else. In that case, I just wasted a perfectly good taunt. -
It wasn't because of people whining over -rep that "wasn't heaping piles of praise", it was because some people were using it to slip under the radar and post anonymous comments that were abusive, rude, and blatant violations of the EULA.
This system is a "middle ground", where you can still find the comments if you want, but they're harder to find, so people are less likely to use them for inappropriate uses. -

The current version on Live has the flowing hair in the piggs; the downtime is to roll it back to a version without the hair, and now they have to retest everything, pushing them back to the originally announced Q2 release date - without the hair. -

Actually, for IOs that give a global effect, with no Enhancement of the power they're slotted in, 50 is the worst level, because they can't be slotted until 47, and they stop working if you exemplar below 47. The lower the level the better for this type of enhancement; in this case, level 10 is the best.

The arc that gives access to the patron powers becomes available at level 40. That's probably what the OP had heard about.

The set IOs from enemy drops are also at the enemies' level. It's the Pool B's from mission completes that come at your level.

There have been MANY posts about it in the last month. Same thing happens with Martial Arts and Shield. Brawler says he fixed it already, and we're just waiting on the fix to find its way into a patch

No. It is NOT "supposed to" work that way. It was "supposed to " work that way for all of a week before they patched it to change it to the current method.

You have to set up a series of bind files, each of which says ine line, activates the power, then loads the next file in sequence. The last file loads the first one. There is no way to randomize them; they will load in a predictable order.

A Synapse should spawn mobs no lower than a 4-man team
A Sister Psyche should spawn mobs no lower than a 5-man team
and so on.
A TF spawns at the number of people on ther team, regardless if they are online or not.
So if one of your two extras QUIT the TF, and the other logged off, then you would get spawns for 2, even on the first mission (assuming he quit before you entered the mission).
The last cannot quit; doing so would cause the TF to disband. However, if he logged out, then the TF would still spawn for two, since there are still two people in the team. -

I've got an Ice/Ice that I'm planning on playing in melee range almost exclusively. I've got Arctic Air already, and am getting close to Chilling Embrace. AA is pretty expensive to run, but I find that it's worth it. Adding CE is going to be a bit rough on my endurance though, so I was wondering: Is stacking the two worth it, or will CE's addition be negligible?
