Comparing for defenders (since you don't specify an AT), numbers will be smaller for most other ATs:
CJ: 2.5% defense no matter what
Stealth: 5% when not suppressed, 2.5% when suppressed

Not quite. It gives an unknown chance of randomly triggering a Halloween event, which is 50% Zombies/50% Banners. But the last 3 toons I handed salvage in on, nothing happened other than the costume slot.

Steadfast Protection.
The PVP IO has a larger range of levels, adds Teleport Resistance, and functions while exemplared, since PVP IOs work like Purples.
Plus you can slot one of each, if you want. Combat Jumping, Tough (with these two IOs in it), Weave (fully slotted), Tactics (slotter with a full set of Gaussian's) and Maneuvers (fully slotted) will give any character about 20% defense to all, and you don't have to turn Tough or Tactics on. These powers are available to all characters, and further armors from Primary, Secondary or Epics, or other set bonuses can boost it further. Some people consider it worth the expense. -
Also, three global badges are unavailable: The loyalty badge for remaining subscribed from August-November 2009 (If you missed it, it's too late), and the badges that come with the Collector's Editions of CoH and CoV. The latter two are available, if you can find a copy of the appropriate box, but they are no longer in production, so they can't be obtained through the online store, or most (if any) retailers.

Herostats will return total damage, and can give average DPS too, but it calculates total damage dealt/total time spent playing. So time spent zoning, running between groups, going afk, etc all affect your reported DPS. The method I explained calculates your max DPS under optimum conditions.

No, they don't. Each quote pairs up with the next quote it finds. So it's trying to execute inspcombine insight, which gives the "takes 2 args, you gave one" error.The quotes are most definitely what's giving you grief.

Who says you have to move? I play on Victory only, always have, always will. I find the server no more or less busy than it always has been. A lot of the people in my Coalition and the global channes I use refuse to jump servers. Over the last week, I've found myself cursing out loud because the TFs I need are forming constantly, but since we just moved and still have a lot of work to do, I can never get on them.
Heck, I did a Posi TF in the middle of the morning on Wednesday last week, thinking I'd be lucky to get the three to start it at that time of day. By the time one of the people who responded had switched characters, there was a small crowd around Posi. We started 10 minutes after I announced it, with a team of 7.
To turn around your question, if I were in your Supergroup, why should you have the right to take all the prestige I helped earn and the base I helped pay for to a different server than the one I choose to play on? -

In addition to having the two fire attacks, isn't the grenade smashing damage?
The robots that are highly resistant to lethal are also weak to smashing, so the two should balance out somewhat, assuming that I'm right about the grenade. -
If you want a reward that encourages SG play, how about this:
Each player who is a member of the SG that owns gets the end of mission Prestige bonus once for each member of the SG on the team. So if I, three members of my SG, and one other person were on a team, the "other" would get the regular prestige bonus, but the four members of the SG would each get 4x the normal prestige bonus (assuming that they're in SG mode, of course). -
It would have to be a power. Emotes don't have a target, so the best you could do that way is have the tomato thrown straight ahead. Of course, if you're facing the wrong way, it misses, and if you're not exactly the right distance, it stops early or passes straight through. As a power though, all those problems are fixed. So scratch the emote part, and stick with the power.
That said, I don't expect a lot of goofy things like this before Going Rogue. The devs are just too busy.
It would be perfect as the temp power for a Jester-themed booster. With a Jester costume already in the game, that wouldn't sell very well. So how is it added to the game, and how is it earned? -
With every brute I start, the first thing I do after stepping off the platform in Mercy is find an Orange-conning Skull Lt, and beat him silly. If I can't beat it without insps or vet attacks, I delete the brute and roll something else.
I haven't deleted any brutes for this reason yet. -
Sometimes, when a levelling pact is broken while only one of the pacted characters is online, this happens. I'm fairly certain it's a known issue. It's never happened to me, but I'm fairly sure that sending a /petition from the affected character will get it cleared up.

Yes there is, and yes, Fly (with two SOs)+Swift (unslotted) will put you at that cap.
Yes, that is slower that Super Jump and Super Speed can get. But in return you get perfect 3D movement, where SJ only gives limited vertical movement, and SS gives none at all. -
I'm fairly sure that portmanteau isn't slang. The only defenition I'd ever heard of before was the combination of two words, often by overlapping a same/similar sounding part. Such as the earlier mentioned "Manchovy". "Man" + "Anchovy".

Maintenance regularly occurs on Thursday morning on the US servers between 6 and 8 PST. I don't know if the EU servers are in sync with the NA, or if they have their own schedule.
Open the updater, and instead of clicking Next, click Server Status on the list at the top of the window. That will show you if the servers are up or not. -
That's all correct for an individual power. To calculate overall DPS, it's more complicated.
First, you have to figure out an attack chain. This is a series of attacks that can be launched one after another without any pauses to wait for a power to recharge. An example attack chain for Broadsword might be:
Hack Parry Headsplitter Parry Disembowel Parry
With a decent amount of recharge, it's possible to repeat this chain indefinitely without pauses. This isn't really an optimal attack chain, but it's a valid one.
Once you have a chain, add together the damage for all powers used, then do the same for the activation times. Since we've created a chain that allows each power to recharge while others are firing, recharge doesn't need to be factored in.
Optional: If you are using a Brute, Scrapper or Stalker, you can add a multipler to simulate the frequency of crits, or an average Fury value. This should be added on a per value basis for Crits at least, since their chance of happening can vary in some powers, like Headsplitter.
Take your total Damage from the attack chain, and divide it by the total Activation Time for the Attack chain.
Optional: Multiply this value by 0.95 to simulate the 5% miss rate that you cannot avoid. Many people would say that this step is not optional.
This is your base DPS. Slows will create breaks in your chain. Hastes will possibly allow you to drop low damage fillers and chain bigger hitters. Using Aim or Build Up will cause breaks in your attack chain, lowering DPS, but will then buff you, raising DPS. Calculating DPS including these powers is tricky. Powers like Blinding Feint and Follow Up boost damage without causing breaks. Adding in their boost is likewise tricky, because you have to factor in their duration vs recharge time, and whether or not they're stacked. Utility powers like Dull Pain, Healing Flames, Active Defense, godmodes and so on keep you alive, but create breaks in your chain. Like Aim and Build Up, they interrupt your attack chain, but without the commensurate boost. Since you can't tell when you'll need them, they're nearly impossible to factor in, and I don't think most people do.
There's other little things to take into effect, like server ticks, but they further complicate an already complicated formula, so you can usually stick with the base DPS calculation. -

When I read the title, I came in here with the intention of posting "Your use of the past tense confuses me." Then I realized you were talking about the FX of the power. You ruined my snarky reply!
That said, I've only been around for 2.5 years, so I don't think I predated the change. But honestly, I didn't even know it had a sound effect, and the visual was always so muted it was usually lost in the auras of my toggles. The effect I always went by was the Damage Buff in my Powers Window turning blue, and my damage numbers increasing by an order of magnitude.
And Head Splitter one-shotting +2 bosses. -

Remember, this is a cheap, solid build, not the best. It WILL do good in most situations, however. In both cases, It's assumed that you have all four Auto-Power Accolades. It's worth having Geas of the Kind Ones and Eye of the Magus, but I don't really see you using either often. In fact, I'm considering respeccing out of One With The Shield, since I use it so rarely. Elusive Mind is worth picking up though, since your Psi protection amounts to 13% def and 10% resist - not a heck of a lot. I've also assumed that you have a few vet rewards (Sands of Mu is handy, because it's unaffected by +dam OR -dam, so you can finish off a weak enemy during a Rage crash), and the Martial Arts booster in the latter build (Ninja Run for a travel power, combined with a few +Run set bonuses gets you a good speed).
