  1. All the extra goodies (that have been announced) are digital, so you get the same thing whether you buy online or through a store. The only "pre-order" perk, as already mentioned, is the ability to create dual pistols and demon summoning characters early. This can only be obtained by ordering online during the presale period, dates yet to be announced.

I suspect we will have cross-server functionality with the mails but until a dev specifically states that I'm not going to assume it to be true.
His response was that if you logged into "RichHero" and sent yourself an item, then logged into "PoorVillain", you couldn't claim the item, but if you logged into "PoorHero", you could. He then said that he wasn't going to repeat the process for the other 50 characters on the account. Since it's impossible to have 50 characters on a single server, it's heavily implied that those other 50 characters are all limited based solely on whether they are hero or villain, since server wasn't mentioned in his example.
  3. It's been a while, but I've occasionally has people invite my level 50 brutes and scrappers to farm with them, and when I /who them, they've been lowbies - often 20 or less.

I'd say it's pretty obvious what these ones are looking for.
  4. As a console game offshoot of City of Heroes, yes, provided it had good controls.

As an addition to the current game, not likely. I've heard a couple devs complain about piloting signature characters. Basically, it's not fun because the powers are balanced wrong for being a player - the signature characters are meant to be fought against.

But a well done console could wasily spawn a few sequels.

    New Ranged IOs?

There have been no announcements about new IOs, except the one almost a year ago where the devs stated that their intention was to alternate between new IOs and proliferation.

What you were told was either wishful thinking or rumor-spreading.
  9. Also, if you have the Good vs Evil version of the game, Trina in Pocket D does size changes too.

EDIT: You need GvE to get into the VIP room and talk to Trina, AND the Science booster to get her to offer body changes, just in case anyone reads that and thinks that GvE is all you need.

  10. My main, Roderick, earned his top hat and monocle today.

Sadly, I cannot lay claim to epic levels of ebil, the majority of my money just comes from being patient while outfitting my characters, and being smart when selling my wares. My only "Market Games" involves the crafting and selling of commons.

    Coming soon: Rod 2.0 (billion!)

So, with that being said, does it matter to be +0x8 or can one go -1x8 bringing the diff down a bit? You would still be fighting x8 but at -1 your level?
I use softcapped tanks and scrappers, so the mez isn't an issue for me. If you're using something without mez protection, I could see where the difficulty arises.

-1x8 will give you the exact same Salvage, Common IO, and Purple IO recipes, but your enemies will be level 49 on outdoor maps, and 49/50 on indoor ones. The reason most people avoid -1 for farming is that the Uncommon and Rare recipes drop at the level of the enemies that you are fighting, and the 49's are worth less (in some cases, MUCH less) than 50's.

If all you care about is purples, go ahead and farm at -1. You'll get them just as often; moreso, since you'll kill faster. You'll just get less incidental Inf while you farm them.

    Not true.

I forget which contact it is (Tesseract?), but one of the Ouroboros contacts sends you to kill President Marchand. The final mission is full of civilians who take up arms to defend him. This takes place before the Rikti Invasion, meaning that nobody has developed Medical Transporters yet. These civilians are most likely being left dead.

In Tina MacIntyre's arc, Neuron is speeding up the passage of time in another dimension. The citizens here have all gone crazy, and attack you. Even if thy have Medical Transporters here, it's unlikely there's anyone in the hospitals in any condition to treat them. While you can avoid fighting most of the civilians here, one of the objectives is to rescue Dr. Clavin, who, on the lowest difficulty and solo, will be the captive of at least two minions.

Both Heroes and Villains have at least one mission each where they can kill, not beat up or arrest, innocent civilians.

Are you sure? I know he comes from another dimension, but I don't remember him saying which one, and I never got the feeling that he was meant to be Praetorian.
  14. Force Feedback does check once per target. Shield Charge has one target: the location you click when targetting it.Therefore, it only has a single 10% chance to trigger on the caster.

Technically, the summoned pseudo-pet fires a multi-target AoE that has a chance to proc off each enemy it hits, but successes buff the pseudo-pet, not the caster.

What Ignicity said is partially correct. The proc can only stack on you once. But that's not because it can only check once, but rather because it's flagged to not stack. So if you put it in an AoE attack, you can boost the chances of it firing, but you'll still only get one buff.

    City Vault Beta

Back when I was playing WoW, Blizzard launched the Armory, which is basically the same thing as (and some said the inspiration for) the City Vault.

I have no inside experience with the Armory. Everything I am about to say is based on observations.

The Armory keeps an up-to-date list of every character on every server. If you try to view a character that hasn't logged in for xx days or more, you get a message telling you that the character is not available.

I suspect that, on each log out, or possibly periodically during game play, info is sent from the Game Server to the Armory Database. The website pulls from the Armory Database only, never talking to the Game Server. Periodically, a script runs (or more likely, is auto-run during downtime), and purges any entries older than xx days, to keep the database as clean as possible.

If the City Vault were to access the Game Servers every time a character was viewed, then I could see the potential for horrible lag. But if a setup like what I described was used, where charcter data was updated periodically to a separate database, then the server should be able to be configured to not send data often enough to choke itself, and if the data were updated on logout only, then the lag should be even less.

No. As I said, the proc grants the bonus to the CASTER, not the TARGET. The only way to have the proc affect someone else is to give it to them and have them slot it in their own power.

When I look at its set bonuses, I don't see anything about KB (protection or resistance) at all.

There is a set bonus of 3 pts. KB protection in Kinetic Crash for having 4 pieces of the set - but that one is a Knockback set and 5 of the 6 pieces increase KB.

Also - nice try putting your standard "KB should be KD" suggestion here in the form of a Player Question.
I don't see ANY of what you're talking about in the OP.

The OP wants the Melee defense of Kinetic Combat without the proc adding extra KD to the EXISTING KD in their attacks, which turns it into Knockback.

To the OP: As was mentioned, you don't need the proc. Get everything else from the set, and you have the defense. Unless you're running a stoner and want the +movement, there's no reason to take the proc.

Your understanding of KD/KU/KB is a little off. Here's how it actually works:
KD is KB of less than mag 0.75. If the attack does more than 0.75, or has two effects that when added total more than 0.75, then the enemy goes back.
KU is just like KB, but on a different vector. KU less than 0.75 is still effectively KD, but raising it over 0.75 makes the enemy fly UP, landing fairly close to you.
KU and KD/KB do not add. Having large amounts of each result in the enemy flying up AND back.

Nope. You can buy any item from the store, even if you can't use it (when the store works properly). You could purchase a Booster Pack on a Master Account that has no CoH accounts on it, though it would sit there unusable until you had a retail version of CoH to apply the code to.

The procs give their benefit to the caster.

Which means that, depending on how the Tree is coded, the buff would either go to the Dom/Troller only, or to the Tree only.

*This is an observation of 44 levels of playing a DM/Nin stalker. I have never seen the fear effect take place if my target died from the AS. If it survived I saw the fear effect frequently.

Dark Melee's inherent effect is a to-hit debuff.
The Assassination attack grants a temp power to the target which generates an AoE "chance to fear" effect. The fear pulses a few times before it wears off. This would explain both what the OP sees and you not seeing the fear effect when the target dies.
  21. Super-simplified version: Fight enemies that are level 47 or higher, and kill as many as you can. Keep open room for recipes. If one drops and you don't have room for it, it vanishes. I like to do level 46-50 flashback missions at +0x8. This lets me kill tons of enemies for chances at purples, and earns me merits for non-purple big ticket items at the same time.
  22. Perhaps I'm misunderstanding the problem too, but did you try using the Scroll Wheel or Home/End keys to adjust the camera position?

Nukes are parts of Ranged sets.

What makes you think that Whips would be ranged?

Then again, everyone wanted Pistols for Scrappers, so maybe it's me looking for logic on these forums that's crazy.
