It's probably safer to not say whether I like the Mystic Fortune prompt or not; there seem to be a lot of people with very strong opinions on both sides. That said, I think the best option is to add an Option setting (and maybe corresponding buttons on the prompt) to choose "Always Accept" "Always Decline" or "Always Ask", so that everyone can be happy. Maybe even have a Crit/Overpower/Scourge/etc style popup that says "Declined" (that only the caster can see) when someone casts MF on someone who auto-declines, just so that you don't end up wasting time casting on them.

My characters are done when I delete them. As long as they're fun to play, they're not finished yet, even if I've finished their build, got their accolades, etc. You never know when something will happen that makes you want to change the character, like adjustments to powersets, new IOs, or the Incarnate System.

When the Magic Booster came out, the store was horribly overworked, especially since Guild Wars released a special promotion the same day. As a result, several people ended up with the system processing their purchase multiple times. It's possible that the Martial Arts pack had the same issue. I wouldn't know for sure because I had to wait about a week before I could buy the pack, so I didn't run into the rush.

Relative level has no effect on the chance to drop a recipe, except that grey enemies won't. In other words, you get more recipes/hour fighting blue enemies than purple ones, because you have the same chance per kill, but more kills per hour.

Type /ci VCorp Academy Rep while logged into the other character, and both are online. If that doesn't work, then it's either because of one of the SGs' permissions settings, or because of the level 1 character. I'm not sure if the latter is of any importance.

Correct. You can get the recipes and salvage either from drops, or off the market. If you craft wings, remember that they are only available to the character you craft them on; if you want them on other characters, you must obtain the recipes and salvage and craft them on every character you want them on.

You used to be able to use the old trick for getting into the LGTF early (being SKed up into the proper level range) to do Flashbacks that you weren't high enough level for, both in Ouroboros and in the base. This was fixed a long time ago though.

When the ability to turn off email was introduced, I kept mine turned on, since I only got 3-4 spams on anaverage day, maybe twice that on weekends, and I donzt mind hitting the "Spam" button. Especially when I manage to report a real name on a real account, rather than hbvgtyhjb on @dcfgvhjugfgvhb. Seriously, who pays cash for powerlevelling in this game?
Back on topic.... Since Issue 17 went live, I haven't received a single spam email. Unless the OP is suggesting that RMTers are still spamming via mail, I'm wondering if something was added to the backend to help filter them out? -
An interesting bit about Temp Powers and Echoes:
You always get the full strength Temp Power the first time you do an arc, even if the first time is a Flashback. If you've finished an arc, and therefore have the souvenir, and the arc name is colored with a star beside it in the mission list, you get the weaker Echo version (when applicable).
If you want a certain temp power, do not do the arc as you're levelling up. Once it's available in Ouroboros, get the arc via Flashback, and once you earn the temp power, open your Team window and Quit Task Force. You will still have the temp power, and you won't have the souvenir, meaning that you can repeat this process and get the full strength temp power again. -

All four new arcs are level 20-29. That means that if you're level 30 or higher, you can only do them via Flashback, and if you're sub-20 you can't do them yet.
The first contact on each side will automatically be added to your list when you log in if you're in the right range, orwhen you train to 20.
The first arc on each side can be found in the 25-29 level range in Ouroboros. The villain arc is "Me, Myself and My Other Selves." The hero arc is "Twisted Reflections."
The second contact on each side is an unlockable contact, unlocked by the first contact's badge. Again, if you're in the right level range, they'll be added to your list automatically. If you're 30 or higher, they'll appear in your Flashback list as the entry immediately after the first arc. -

Have you ever noticed on yur Global Friend list thay a friend is dark green, like they're on a different server, but there's so entry under "Shard"? These people are logged out, but the characters are still registering as online. I could be wrong, but I think that the "This account is already logged in." issue happens as a result of this.

Within your City of Heroes folder(the one with cityofheroes.exe in it)
Create the a folder named "data" (right click-->new-->folder)
within data create a folder named "sound"
within sound create a folders named "ogg"
within ogg create a folder named "FrontEnd"
within FrontEnd create a new text document (right click-->new-->text document)
open this in notepad and go to File-->Save as
Change save as type to "All Files"
name it "Type2.ogg" and save
Done, you have now created a blank sound file for that particular sound.

I'm surprised that nobody's touched on the best reason to not have weather effects: It wouldn't make sense to have rain, snow, etc in Paragon City.
Most of the City Zones are surrounded by War Walls. These walls serve two purposes - they keep the stronger threats away from the weaker zones, and they keep the Rikti out.
Since the Rikti need to bring down the War Walls before an invasion, that means that they can't just fly over them, so there must be a "lid" over the top of the zones too.
Every city zone, and some of the hazard zones, have War Walls,completely sealing them in a giant room. How much rain/snow/etc falls in your living room? It's the same thing - Even Independence Port isn't big enough to form the pressure systems that create weather when it's in an enclosed system.
Granted, that doesn't explain CoV, and a few Hero Zones, but it does for about half the zones in the game. -
If I were to make a zone out of the Zig, I'd make it a PVP Zone. Give the villains a special Black Helicopter that drops them off at the Zig with a pilot that explains the zone mechanics, Heroes go in the front door to a lobby with their NPC and entrance.
Like Recluse's Victory, players can control zones, and earn badges for capturing them. NPC Villains spawn in Hero-controlled jail cells guarded by RV archvillin strength Longbow (or other heroes), and Villains get rewards and badges for breaking them out and leading them to the flyer. AV strength NPC Villains also spawn in Villain controlled areas; heroes get their rewards by defeating these AVs (which converts thm into a hostage), and leading them back to the detention area. Of course, players of the other side attempt to thwart the recsues/arrests. -
