Just altering it to fit my own perceptions. I've found it MUCH easier to replace a scrapper than any other AT in the game.

Without going into the numbers, those sound like reasonable suggestions. As it stands right now, the STF is the only thing in the game in which a tank is on my priority list when I'm forming teams. I'm not saying tanks are bad or that I won't take one, just that they can become irrelevant quite easily on a decent/good team.

Any AT can become irrelevant on a good team.
I've been on controllers, defenders, blasters, scrappers, brutes, stalkers, peacebringers, masterminds, corruptors, dominators, and widows where I could go AFK with no noticeable change in mission speed.
ANY AT can be made unessential on a good team. Damage, and Buffs can be wasted just as easily as defense.

I can't remember if it was before or after the buffs, but I remember that we got all these Siren's Call Stalker kiddies in there trying to tell us that blasters were WILDLY overpowered, based solely on their experience as a Stalker, CoV-side, Siren's Call fighting ice/NRG blasters at level 30, which is golden time for blasters, and especially so for that build.
It's much more calm in there now... so much so that I never go in there anymore, there's just nothing to argue about anymore.

I thought Web Grenade would be handy for keeping those damn squishies in one place, but I wasn't sure. I already happen to have a phase temp power with plenty of duration left, handily.
Cutting out Whirling Sword, Parry and Elude should free up a few powers. Confront I can do, how should I slot it? Also, my current travel power is Teleport, I figure Super Jump will be much more handy (and Combat Jumping should help with the soft-capping).

You might want to keep Elude. It'll be the only thing that'll get your defense up to that 45% marker. DR stands for Diminished Returns. Basically, all those bonuses and buffs you COULD get (via IO's, team buffs, etc) are cut down. That means your character that has soft capped defense in a PvE zone is only going to have around 32-35% at best. Pop Elude and that goes up to about 47%. Be glad you aren't opting to play a buffing character, as you'd be essentially useless in comparison to straight damage dealers.
For Confront, you'll want to slot it for Acc/Taunt Duration primarily. Unlike PvE, taunts have a to-hit check in PvP. Also, good call on getting rid of teleport. It's pretty much junk right now, as any suppression will make you completely unable to teleport. And while those web grenades won't immobilize anyone with Combat Jumping/regular immob protection, it WILL stop them from jumping (which can be a hazard, given how terrain can get rocky) and bring down fliers quite nicely. -
Pick up confront. Sure, scraps have little to no use for a taunt in PvE, but in PvP, it'll cut your opponents range down dramatically. I can't overstate how important this is for a character with limited range options. You may also want to look into picking up a quickie phase power, either by speccing into the concealment pool, doing the Warburg patrol mission, or buying the etheral shift power. A well timed phase can make the difference between you dying horribly and living to make a comeback.
In zones, DR is going to hamstring your efforts to soft cap by a considerable amount. You may want to look into +HP sets, as those are currently unaffected by DR. And while Laser Beam Eyes does more damage, Shurikens can work in a pinch while also giving you the same epic pool as Web Grenade, which does a nice job of keeping people grounded. -
I guess "Heart of the Hamidon" doesn't count, since you technically don't need to fight him to get it.
On the bright side, Hamidon is currently giving more merits on test than on live (52 compared to 40, or so I've heard), so maybe your server might see an increase in raids. -
I don't think the real numbers have ever been accurate when it came to set bonuses and exemp'ing.

There have been bans based upon how fast one has leveled using the MA system, but your chances of getting booted are still relatively low. If you hit 50 within two daysof rolling the character, you might want to be a bit cautious, regardless of the fact that you couldn't have done so faster outside of MA.

No hyperbole. It's quite possible to 50 in under two weeks both in and out of MA, yet there were two characters I know of (and possibly more that I don't) that were removed for hitting 50 in two weeks' time using MA. -

I wouldn't recommend it. If you want to go the stun route for Eagle's Claw, I'd go with two Dam/Mez HO's, one Acc/Mez HO's, and three from the Mako set. That'll give you max Acc/Dam/Mez with close to 40% endurance and recharge reduction. -
PvP was recently revamped in i13. Currently, there's less PvP now than there ever was since i6. RP is the same as it ever was on Virtue, so groovy. PvE is PvE. If you liked it then, you should like it now.

You know what really sucks? Some of the people spamming the forums now are the very same people who I've had to read for years about how much they hate RMT spammers, but what you're doing is far, far worse. At least I know that RMT spammers have a financial motive for what they do.

I haven't done a whole lot of PvP, but my experience of it was large, seemingly empty zones, then ZAP! Assassin Strike! Placate! Critical hit! Dead. Two seconds.
Satisfying as that may be for the Stalker, it's not very competetive. If the pendulum has swung, then it's not an improvement.
Unfortunately, that's a failing in the concept of the Stalker class. Giving a class the ability to appraoch attack and defeat an opponent with little risk of retaliation is a recipe for PvP disaster. PvP has to be a competition, or it's worthless.

Thing with an AS is, you have to keep still to use it. If an enemy was constantly moving, it makes getting that AS off VERY difficult. In the off chance that they did pull it off, if the target kept moving through all 3 seconds of the animation, they'd be far enough away to be able to heal up/recover before the stalker got close enough to follow up. -
