If you want to solo, and your villain turns rogue with limited access to the Paragon City resources... just solo some more of your Side-Switching arcs until you change to Hero or Vigilante? Is that a feasible workaround?

I have a weird set of standards for "keepers". Usually it's the moment when I use the powersets to do something insanely unbelievable because I put my *** in harm's way. Like... leaping around a corner with my plant/psi dom into a huge pack of Council, screaming like a little girl, and then flinching to hit the Seeds of Confusion.
Result? Hilarious. Total keeper.
I do have a couple of characters I rolled from concept and struggled just to finish - My MM, my stalker (GOD I HATE DARK AURA) and my Peacebringer. But the rest all had some moment where I said "That was awesome, you're never going away" and I kept to my word.
Edit: Oh! I remember why I kept my PB. I ran into a group and Nova'd with the teleport prompt from a teammate up - nuked the group and disappeared. It was a shining moment and I became enamored with the toon, even though her performance turned out to be sub-par. -
After reading over the considerations, I found that while Chaos String's push for survivability was admirable, it removed too many things I liked. I decided to stay focused on melee (with a stealth IO in sprint I'm getting into melee range pretty easily anyway) and I'm crutching less on the constant application of DA to keep myself alive.
I found I was doing almost exclusive single target damage actively, and left the AoE to Blazing Aura and Consume, and ultimately dropped Lotus Drops to that end.

I think your idea is respectable in theory, but without PvP, how would full-access from both factions make sense?
I want to see your idea fleshed out more. -

Not sure if you mean he's level 50 yet, and the 12% finished merely refers to buying IOs, but if he's still leveling, I'd put Lotus Drops much earlier.
What I would do to save cash:
Karma -kb. No point in BotZ -kb unless you're getting the def bonuses, since CJ can slot both.
Does it really need the healing uniques? Maybe, but Consume and Healing Flames are up lots. (Unless you grab Fireball...)
Are the Absolute Amazements worth it? (They weren't too expensive last I checked, but that 4% recovery is costly.)
Powers I would switch:
Drop Temp Protection. You can find a slot for the res/def by taking the recharge out of Healing Flames, which will cost you half a second when Hasten is down. If you're going to take Tough, you might as well oughten grab Weave as well.
The biggest issue:
You're building at cross purposes with the Lethal & Melee attempt, consuming lots of slots for less payoff. A single Touch of Death (requiring one more slot) will equal the melee defense of two Kinetic Combats. Blazing Aura and Consume could be slotted to claim more AoE and/or Ranged defense (potentially saving a slot if you go the Scirocco route). Moving one slot from Tough to Fire Shield and slotting both with Aegis gains you 6.26 AoE defense at the loss of 1.26 melee and ranged. (Edit: Bah, Chaos String laid this out better already!) -
I'm going to have to rework my build a tad - Chaos String, your build looks superb, but it sacrifices a few powers I really wanted. I'm banging my head against the wall now trying to decide what exactly needs to stay and go to make it work. I'll update by the weekend.

The Masked Mustache was a light-hearted joke about RPers in which Richard Banger, a former XXX star, found out his mustache was sentient and granted him electrical powers.

Watch Out I'm Blind was an archer who couldn't see and his aim was terrible... he evolved into...
Doctor Inferno: An ice blaster who was blind and didn't know what he was shooting from his hands. Only that it hurt and that was good enough.
The Robo Hobo: Sadly, I want this name back but it's in use now. He was a half-programmed robot that was bumming for change in Atlas a few years back, to build a spaceship to get his cat back from Fidel Castro, who was on the moon.

I was always rather enamored by the Jade Spider Battalion in the Mender Silos TF and so named my SOA "Jade Guardsman" and my Night Widow "Jade Matron" - dressed them up in metallic hunter green with white trim, and wrote quick bios about them buying their freedom from Lord Recluse for valor and duty in the line of fire for Arachnos.

Warshades have made me want to delete and reroll my PB as anything else. I only recently, as in, within the last 3 months, taken my WS to 50 and he was my 22nd level 50 to boot. I wish he had been my toon 20-something alts ago. He is friggin' sick.

Oh, how many times have I run across a zone thinking it was my contact I was zeroing in on, only to realize it was redirecting me to Detective Hockenloogie or Fraggelrocker or whatever and I was a mile in the wrong direction.

1. What motivates them?
Revenge. My villain was the end result of my hero not registered with the City and thus got away with using excessive force to avert herself being mugged. This rendered my villain blind and as he was bleeding to death on the street he was plucked up by an opportunistic mad scientist who enhanced his psionic potential - but did not account for a mutant factor beneath that which amplified his powers near death. The result was a psychic so potent that he could hear the whispers of the plants as well, and command them.
His life is caught in constant torment and anguish because at the moment of the near-fatal exchange in Atlas Park, they developed a psychic intolerance of each other. My hero has since amassed a small coalition to thwart my villain's efforts - efforts which, because he cannot kill her personally and end the "psychic noise" between them - to cause emotional and physical distress to her at every turn.
2. Is it money? Power? Or something less granular?
He's drunk with power and driven by the need to be alive to hear the psychic noise become silence.
3. What are their beliefs?
He believes in the tactic of manipulation, and what he cannot do outright he subtly influences others to do. He will often simply cause collateral chaos to stress out my hero and drive her mad with frustration. He has no value for most human life, but has been known to show compassion, such as in the saving of the life of his apprentice. But there are more selfish reasons for that at play.
4. Do they consider themselves "evil"?
He has no doubt that he is evil.
5. Are they connected to your hero in some way?
Yeah, I had to preempt this question in question 1. -
With that build you can softcap yourself to all positions for soloing, I'd go for it ;D
Also, shooting enemies with said softcap from inside Force Bubble is hilarious -
I'm finding the struggle lately is the shadowing on every object in game. The 2600 is likely choking on that. Set Amb-Occ to Performance/Gaussian, turn down water effects to no reflections.
Thats my first guess. I have a GTX260 but a Core2 e6850 and the shadows KILL my FPS. -

The point seems sort of valid though, the ridiculous endurance cost on O2 Boost seems a fair penalty to swap their places in the lineup. A lot of beginners mistake Gale as a valid attack and piss off their team
