I would honestly say the best bet is to load up on rare salvage and generic IO's really. Have noticed that the cost of rare salvage is creeping up again. Am guessing there will be a lot of need to buy it now people out there this weekend

So with the 15 second rule I would say exp blast would be the best use of it? (it has a 16 second recharge time) -

I have only been around for almost 6 months and have played this toon for 95% of the time and well we are allotted two builds be toon so figured why not?! -
With Nrg as it has been said I can not help but repeat it. It is my favorite set of all of the blasters powers but when teaming you almost need to have hover, or melee char's will be rather upset. When teaming with other AOE builds (such as Archery) stick with single power strikes just to be safe unless you can get the baddies backed into a corner or wall.
In closing AIM+BU+Rep Bomb+Exp Blast+NRG Torrent = Pure Carnage -
I have noticed it, as it fixes itself when I get to the next mish I have not really cared much.

How well do you think an Energy/Elec ranged Blaster would fair in some of the mid pvp zones?
Power Push and Energy Torrent slotted for Max KB with Power Burst and Power Bolt Slotted for Dmg.
From the Electric Power set Electric Fence slotted for acc, Power Sink and shocking grasp if melee is needed? -
Purples are supposed to be rare, infact about 1 in 5000 kills, so if two of three members of your team got one I would say it was a pretty good run!
Now I might be off-base but the merits are nice, instead of being forced with a random roll at the end of a TF/SF you can save them up for a recipe of your choice, OR for a small cost of 20 merits you can have a reward roll. With some task forces such as Syn or SS and even Cit, with the amount of merits you earn you can get two rolls. (statesman is just shy by 2 merits. Please note that SF's are a bit shorter then TF's sooo the merits are not as high, but by the same thought you can run more SF's so it all evens out.
As for the Enhancement peice, this is pulled from the wiki. BUT in a nut shell you will not get any enhancements for being examplared.
"an exemplared character will not get any enhancements or normal infamy/influence rewards from defeating enemies, although she may still get enhancements as mission rewards. Recipe, salvage, and inspiration drops remain based on the enemies' true levels. " -
There is a nice little program I run before I play any game. Read up on SmartClose. What it does it closes anything that is deemed not needed (this includes background services) You can add exemptions to the list such as your mouse.

The way to tell if it's a sound driver conflict is to log into the game. Once into the game open your options and put both the music and sounds sliders to zero. Then start playing. It can be disconcerting playing with no sound if you are used to sound. And you might not want to want to pick missions that need you to click glowies since they are much harder to find without sound.
If you set the sounds sliders all the way down and are able to play without locking up then we have narrowed the problem down. Next try with the music slider all the way down and the sounds at whatever you prefer. Then the other way around.
Get back to us with the results.
Edit: If it is the sound then you can go here http://www.realtek.com.tw/DOWNLOADS/...&GetDown=false and try the latest drivers. I have yet to see anybody with recent drivers for their Realtek hd so I have no idea what kind of result might come from doing this. -
As I love to run TF's and such I did all my set slotting in the level range of 30-35, so the only time I have run into this is during low ouro's, posi and syn

Thats funny my wife and I just rolled two new toons and leveled from 1-14 in just a handful of hours in ONE day doing normal ingame mish's. After a week of playing casualy we are already up to level 27 and we are not playing daily, and at this rate will probably be up to 50 by the end of next month if not way sooner.

Did you properly remove all old drivers? Curious if maybe the fan on your video card went bad -
I THINK, now I maybe wrong but I have noticed a bit of what maybe a memory leak. It has happened 3 times since I16 has launched, generaly after a bit of prolonged game play.
Generaly I keep my task manager open on a second monitor and I have watched it slowly climb from using 700 megs of ram and climb to about 1.25 gigs and then the game will lock up. While the client is locked up the sound loops much like yours.
What has worked for me is keeping an eye on the task manager and when it gets a bit high I have used the /unloadgfx -
My wife's favorite toon is a AR/Dev. She has been teaming with me doing radio mish's in PI.

She lays 3-4 mines down on a corner. I hit Aim+BU+Rep Bomb+Expl Blast+Nrg Torr then hover back to the corner and she tosses caltrops infront of the mines. The mobs all slow then gather and anything that survies the mines (rarely happens) gets hit with her full auto/flame and a few bolts.
We then have a hearty laugh and move onto the next spawn. Good times
