I don't think so. I only know of one tailor and she does not offer any missions (last time I talked to her, a couple weeks ago).
Then again, conflicting reports sound pretty much thematic for paranormal events. -

I don't see the point for the yellow code to begin with - the search window says where everyone is to begin with.

It sounds like the zone has crashed - it happens from time to time and any character trying to log into that zone or enter it hangs in Limbo until the zone is reset and hanging characters are moved to the repaired zone instance. You can send a petition to expedite the move.

Most low-level controller AoEs have a 50% chance to overpower, too. The chance varies from power to power.

It's a bit of a confusing point - Temblor introduces you to Doc D at Lv21, rather than Lv20. But I agree the level range of the arcs should be expanded - especially since it doesn't make sense for incoming Praetorians to jump into the second half without any knowledge of what happened in the first.

Keep in mind that if you crank the graphics settings low enough, you can get decent framerate on a fairly old bit of hardware. The /renderscale x and /renderscale y commands give you extra control over the game resolution.

Also, if you're looking for stuff to market, you might want to run an Architect arc or two*. You can cash in AE tickets you receive from it in exchange for salvage, which in turn you can sell on the market. Random common salvage {you pick the origin and level range} is a mere eight tickets a pop, while specific rare salvage will set you back 540 tickets - do a quick check of the current market prices to see which you'll profit more from selling.

By the way, if you use up or delete the temp power, then abandon the mission and retake it... power is replenished!

1. Are you male or female?
Male.
2. What ATs do you mostly play, and for what reason(s)?
Controllers, blasters, tankers and, with the advent of Going Rogue, Corruptors. I'm interested by "busy" powersets, which require me to keep track of multiple events at once to play effectively. Or if not require, then at least reward doing so. I'm also partial to builds that excel in a field, especially if it is offset by a crippling disadvantage in another.
3. Redside, blueside, purpleside, or any combination of the above?
Blueside and purpleside. I could never get into playing the badguy.
4. What are your favorite story arcs?
Indigo's "rescuing Melvin" arc, and generally anything involving Malta. The narrative is generally suspenseful and differs strongly from the more straightforward and, let's be honest, usually predictable flow of most other arcs.
5. What makes you like this game?
I tried it out because it was original at the time - with "it's been done" being a large turnoff for me, a MMO that didn't revolve around elves and orcs with magic swords warranted testing on that alone. The tendency of the game to adjust itself to my playstyle {or telling the game to adjust itself}, the non-hostile player environment, the focus on short-term tactics rather than long-term strategy, minimal time commitment needed, personal uniqueness {which dovetails with aversion to "it's been done"} and after this much time spent, a reassuring sense of familiarity with the game.
6. What other games do you play?
Offline, few that last. Online, Team Fortress 2 and Left 4 Dead - however, I have recently played them less and less, not due to the quality of the games themselves, but the fact that my geographical placement severely limits my interaction with other players.
7. How long have you been playing?
Not in a position to check my badges at the moment - I believe my first foray into Paragon was during the first Christmas event.
8. How many alts do you have, what is the average level range, and how many are level 50?
Roughly a dozen - however, approximately five or six saw much gameplay, while the rest are concept characters or name squatters I'm keeping until I can think of a good powerset for them. I've also deleted and/or rerolled quite a few. In general, I stick to running the content on one character until I start to burn out, at which point I switch to another character.
9. Do you bother with softcaps, set bonuses, and all that numerical stuff? What difficulty settings to you normally use?
I don't minimax much, generally sticking to starting to frankenslot a build around Lv25 and not replacing IOs until Lv47-50. As for difficulty, I generally run at 0x8 for enjoyment's sake as well as stability of opposition regarding of any ongoing variations in team size.

Just to point out, it's a rare occasion where you have to go solo - and teaming is one of the parts where CoH absolutely shines. With no gear to you need to scavenge for, no bear ***** you need to collect and so on. The game is more dynamic and rewarding {XP gain increases as team size does} and it's a pretty safe bet that your teammates, the in-game help channel and the forums will go out of their way to help you get the hang of playing as smoothly as possible.

I was trying to imply that the "broken" part was "it's not the way it used to be", with sarcastic undertones. I'll have to work on my delivery.

I don't buy it. I remember the badge/title rush in Atlas during the anniversary, when there were literally thousands of people in the zone. It lagged to oblivion, but it was stable.
