So, let me get this right, based on the wiki, it's better for me to have only one than to have two with their suppressed periods blocking each other's activation.
If so, dammit. -
I'm not sure regen procs, the one I use regularly is in Entropic, are a true source of significant healing. That said, every bit counts.
I would not pick it up except getting all five Entropics gives me 6.25% rech.
Damage procs, however, are fun to watch go off.
ETA: heal proc breaks sleep? Brilliant. I didn't know heal broke sleep. I'll remember that on my ill/ w O2. -
An aside:
You can make more inf by marketing, but some people consider marketing as boring as I consider farming.
[Eh, farmings not that bad, but when I pl with SG pals it makes me feel I'm cheating my toon.] -
If you've ever played Ratchet and Clank, the way you select weapons in that is to hold the trangle button down and an octagonal menu pops up [and time stops, which would be nice in COH] and you choose one of the 8 based on pressing Up, UpRight, Right, or etc, then release the triangle button.
I'm sure you could put this on the shoulder keys, though I'd probably map them for straife like in most console 1st/3rd person games.
Also, there are some fairly rare controllers that have a querty keypad attached. There is an addon for old Xbox controllers, but I'm not sure about the current ones.
I have a $7 converter to plug a real PS2 controller into the PC, but have only used it to play GBA games with. There are also converters to use a N64 Controller, which some feel is the best controller ever made, but those people are so, so wrong.
Best controller ever made is the Logitec wireless PS2 controller. -

The goal is speed of attack and speed of regeneration. I'm depending on Divine Avalanche as my main damage mitigation, and it sure is working well now. I am very impressed with this toon.
With QR and Stamina I'm having no end problems at all. I'm not so sure about getting physical perfection, though I'm always end paranoid. In all toons, I always run out of end when the battle goes on long. But this gal, she comes out better than she went in in health and endurance sometimes. But this is at 25.
I'm wondering if asking for advice on a frankenslot is too freakish for people. After all, it's more complex than just saying "I wouldn't put oblits there." -
I know there is already an excellent katana/wp thread going now, but I've got a little different angle. I'm frankenslotting and, when going for bonuses, hitting the regen.
It's far from perfect, I've got it up to 50 and have six slots left. I know there are better ways to do things, but I've fretted with this thing for about an hour and a half in mids.

I've never seen one for sale, crafted, on the market. But I have no idea what would happen if you crafted a second. Probably just be out the cash.

Though none of mine are males, my concept of a subtle tanks is...
Oh, and similar to a tank is a katana/wp scrapper spamming devine avalanche. With SB, you can get your melee and lethal defense to 144%, though that level is beyond stupid, you can do it. -
I've noticed all the stuff I need going up in price.
Actually, I do see recipes shoot up to the price of crafted IOs sometimes. And there are major fluctuations when the supply of a salvage is less than 10 and there are more than 100 bidding [though that could be only two people bidding.]
That said, at certain levels you can pick up a perfectly good IO for 1 inf because everyone wants it a few levels higher. Even procs. -
I've been trying to get both Candyjet and Dark Hareman to 1b for the last month, I suppose. It was a close race. CJ hit 1b this afternoon and DHM had 927,535,976 at the time.
Sum of all inf on my 24 toons: 3,309,851,644
Average inf on my 24 toons: 150,447,802
Candyjet couldn't wear the monocle as she has an eye patch integral to her costume.

So, the only way an IO could dissapear would be if a user actively deleted it but the rate of drops stays the same?

When I first read the title I thought you were talking about a funny themed build.
On my only 50, a MA/Inv scrapper, I made her second build a knockback machine. Everything I could I slotted for knockback. I thought it would be fun/funny.
But I forgot that scrappers hate knockback. She was unplayable.
I respecced the first build but still have the horrible second. I had forgotten about that Fail of mine. -
I do actually want to see the build. Serious.

My secondary is storm. So I am a true Lord of Chaos. I'd be a horrible farmer.
I have a fire/kin at 20. I'm not fond of how she's treated by teams and how different she is from my normal powersets. She feels squishy and is a SB vending machine. She also has horrible end problems. When I do get to playing her again [I have too many alts] I'll get her to 27 and then start to set her out for recharge and stress endreds in her powers. Recovery is too little gains to try to get bonuses for imo. -

Play or do Market.
You can make a good toon by just doing missions. I'd suggest buying recipes and crafting, as that can save you some cash, but look first. Sometimes a crafted recipe will sell for less than the recipe and salvage used to make it.
You can also earn some fairly decent cash by taking advantage of the Buy-it-Nao crowd by doing that same crafting.
If you want to purple something out, you will pay. Pay pay pay. -

Well, the thread isn't too kind to it, but ill/ is mucho fun. To maximize the chaos, put it with /storm [which I have issues with, but it's cool.]
I personally love it when a scrapper will say, "Could you keep your crap from knocking everything back?" I'll ask which pet they want me to stop, and then they die. I say, "I'm starting them back up, k?" LOL.
Lord of Chaos FTW.
As as far as overused things, I have a fire/kin I don't use. I find her to be a boring SB vending machine and the squishiest toon I've ever played.
ETA: I've got an archery/TA defender I dig. But I'll get around to her as she's on a different server than what I call home. I wanted an archery blaster that didn't have redraw issues...it's called a defender. -

Replying to OP's title:
In the Real World, Def = just wear a coat and your seatbelt, good against cold and lethal damage. Regen = take vitamins, get protein and sleep enough. No reason not to build for both. -
She's only at 27 now but has the sets you see sub 27. These might be changed out some, but I've made it so I don't break the law of fives.
She has 74% regeneration. I'm not sure this will keep her from being too squishy especially when things go pear shaped and hit the fan at the same time.
I'd rather have harsh, berating criticism than make this toon, which I'm very fond of, a crap build.
That said, here it is. And check out that Blazing Bolt slotting.
