The goal is speed of attack and speed of regeneration. I'm depending on Divine Avalanche as my main damage mitigation, and it sure is working well now. I am very impressed with this toon.
With QR and Stamina I'm having no end problems at all. I'm not so sure about getting physical perfection, though I'm always end paranoid. In all toons, I always run out of end when the battle goes on long. But this gal, she comes out better than she went in in health and endurance sometimes. But this is at 25.
I'm wondering if asking for advice on a frankenslot is too freakish for people. After all, it's more complex than just saying "I wouldn't put oblits there."

I don't think you'll get that many comments on this build because kat/wp plays very well just with SOs. You really don't need to frankenslot apart from using IOs to get more end redx and recharge into your attacks. The toggles can be slotted with just 1 end redx/resistance IO and then with resistance SOs as desired. Your AoEs can take Multi-strikes which are not only cheap (at level 50; they're harder to find midlevels) but effective for what you want to do.
Also, don't slot for secondary effects on attacks. It's just not worth it to slot for those if you're gimping either accuracy, damage, end redx or recharge. Enhancing those values are almost always better than enhancing a secondary effect.
Also, for a frankenslotted build you have a quite a few expensive pieces.
Frankenslotted builds should be cheap. Numinas and Luck of the Gamblers, even the non-proc pieces are beyond the budget range of most frankenslotted builds. You don't have money issues but for many players, it is an issue.
Here's a cheap set build (it's not quite frankenslotting) that accomplishes what you want and is still effective. One thing that I'm not happy about is focused accuracy. I would've liked to take tactics instead (since it is superior to FA in every way) but I needed the pre-req to take physical perfection. I also replaced assault (10.5 damage mod bleh) with Strength of Will, which is far more useful. The damage bonus you get from assault will be little more than background noise and I offsetted it partly by slotting two Adj Targeting pieces for a 2% global damage buff.

The unslotted six is due to Mids making each slot attached to that level, so I placed and removed slots until I jumbled it up so the six can't be added.

Short of starting over, the only solution is to carefully shift slots one at a time. I do this by finding the lowest level power that I can add another slot to. The slot should appear to the left of any higher-level slots. Then you remove the IO from the slot furthest right, and replace it in the slot you just added. Then you can remove the slot on the right, and your free slot has been converted into a higher-level slot that can be placed further up the level chart.
You may have to do this sort of thing multiple times to sufficiently free up your six slots so that you can place them where you want them.

Thanks for the good advice. A lot of times I don't think about the cost much when I'm doing mids, and then I get into WW and start changing things since I can't justify some things.
I liked the slotting in the build.
ETA: Great job slotting DA. I tried other things trying to get better and you nailed it.
I just played my toon with her current slotting and I was getting nearly toasted by the stupid banished pantheon. Geez, they were radio missions, why did the guy keep picking them? I hate hate hate them. That's why no one every farms Dark Astoria, because they suck suck suck. Storm Shamans totally totally suck. Getting my melee def down to -60. Basterds.
Oh, and good tip on the slotting fix problem in mids too.

I know there is already an excellent katana/wp thread going now, but I've got a little different angle. I'm frankenslotting and, when going for bonuses, hitting the regen.
It's far from perfect, I've got it up to 50 and have six slots left. I know there are better ways to do things, but I've fretted with this thing for about an hour and a half in mids.
