As said, entirely different. First, they don't use the same animation systems; BaBs also mentioned that we can have both capes and animated tails because animated tails don't cause the performance problems capes do, because they aren't animated like capes. And on top of that, Ultra Mode is client side; it doesn't affect the performance of the game itself.

Two or more capes/capelike systems are a significant hit to game performance, according to BaB.

A "gun hand". Gatling, ray gun, cannon with laser sight options.
Runes combat aura; when you use a power, runes appear either in front or you or surrounding you.
Bird head.
Energy style wings. Think Tyrael from Diablo II.
Dragonfly wings.
Back tentacles; a variation on Crab backpacks might work.
A giant moving Rularuu eyeball chest piece.
Robot & undead skeleton chests and legs.
Insect head.
Animated versions of the Wasp antenna.
Belts, wristpieces with blinking lights.
Shoulder Tesla coils, like Freakshow get.
Shoulder radar dishes.
Steampunk & high-tech versions of gatling gun pistols for Dual Pistols. Preferably ones that actually have a spinning-barrels animation.
Animated tail with extra eyeballs or tentacles. -
That was why I took it on my Stone/WP brute Smashy the Clown. An extra attack? Check. Doesn't need Combat Jumping? Check. An animation fit for a psychotic clown? Check. Gives me Super Jump? Check.

Well, I took both but of the two I'd take EM Pulse. I deal with the -recovery by using Consume (since I went Ill/Rad/Fire). Even before I got that it wasn't that big a deal; I just stood doing nothing but run my toggles while the pets beat up the targets until the -recovery wore off.
As for why take both; first, it means that one or the other is usually up. And second, you can hold multiple bosses. -
Some hunt missions; specifically, those with something of a level mismatch or large numbers. The lowbie kill 10 CoT in Perez; defeat Council assets in the Pit in Sharkhead; like that. I often use it to skip EBs with low damage/flimsy characters. I almost always skip Silver Mantis in Crash Cage's arc; she's just too brutal at that level. Calystix is another, with squishies at least. I typically skip one or more missions from Stephanie "Kill-All" Peebles in Striga; especially the kill all on a ship.

Storm for certain (properly recolored for a more hellish look naturally); I'm going to make at least one more but am not sure what.

I once heard Doctor Geist mention that he had to argue to keep the name of his namesake character. He apparently made it before CoV and the NPC character Doctor Geist came out. Since I understand they normally generic you without any warning, I presume that he had to get it reversed.

Once you DO create a wholly original character that is "100% yours" in the CoH character creation machine and then hit the "Enter the City" button (or whatever that button's called) the character is now 0% yours and 100% NCSoft's.
Seriously, read the EULA carefully. Really, go read it. They own the rights to any characters you make here.
I know it's not directly related to the topic of this thread, but I just wanted to make sure that you knew it, not many do.
And EULAs are pretty shaky legally, from all I've heard. What it really boils down to is whether you are willing and able to harass the EULA giver with lawyers or not; as said, NC Soft caves in to Marvel's demands even when they don't have a legal leg to stand on. If some rich guy made a character in CoX, I'm sure that NC Soft wouldn't push the part of the EULA that claims that his characters are theirs if he started waving lawyers at them over the matter. -
Then again, people with lots of virtues don't typically get to command demons. Clearly, we should all be as sinful as possible to ensure Demon Summoning is released as soon as possible. In-game sinfulness only though! We want the demons to appear there, not here!

For a villain, coat the whip with poison and/or razors and you have a very frightening weapon. -
At low levels, if you have an incomplete attack chain and some veteran attacks/temp powers, it's useful to smack the enemy with your -def powers, then use those unslottable temp/vet powers. Earth Control at pre-pet levels really benefits from that, I find.

This is a mild effect with one or two teammates, but on a large team Domination can be brought from 0 to over 90% with fewer than ten attacks. The Domination level falls very slowly when not used. It's automatically reduced to zero 90 seconds after Domination is activated. -
Actually it does, because un-meagre end drain powers would be too strong. The real problem is that the effects are too binary to be balanced well; either you can reliably end drain the enemy to zero and keep them there, in which case they are helpless. Or, you can't; in which case it does no good.

Personally, I'd much prefer the soft control option over something that would no doubt end up as a clone of Fire Control. -

To my 8 foot, bat winged, horned skull faced, leather and chains and skulls and spikes clad brute; who's also on fire. Why, yes, he's here to rescue you! That's the first thing I'd think of running into a guy like that. -
I recall a scene I witnessed in Independence Port a while back. A Council guy was doing that "preaching to the mob" animation they do, talking about how "The Council is the pinnacle", and when I attacked him told everyone else to attack the hero. Except he was alone the whole time, and surrounded by large 5th Column spawns on every side; preaching the Council's greatness to thin air while surrounded by its rival. I think the poor guy's mind snapped when the rest of his cell went back to the 5th, and he's in denial talking to imaginary recruits. He probably goes home to his apartment and talks into his cellphone pretending that he's being given vital missions.

The general opinion I've heard is that Dominator Mud Pots is small enough in radius and endurance hungry enough to be not worth it.

Also, TK Thrust and Power Push from /Psi and /Energy are now strong attacks, instead of minor damage knockback attacks.
