Increasing the damage wouldn't help the power very much, because if you increase it's likelyhood of killing your target, you DECREASE it's likelyhood of successfully chaining.
If Jolting Chains kills the mob it jumps to. There are no more jumps, in that chain.
Sure now you have a potentially better damage power, but it's control is that much weaker.
EDIT: If they were going to put the damage increase anywhere, I would say put it into Chain Fences. It's a 1shot, non-dot application which minimizes it's interference with Static Field. PLUS it's useful for keeping mobs in the field and your aura. -

Anyone else see that, especially since they do base the mystical arts in that on real world martial arts (and air bending is based on Tai Chi IRC).

When brought up at Herocon, the Shard was mentioned as a *LOT* of work - which, it is. Four huge zones to add stuff in - and a reason they don't "like" revamping old (as opposed to giving us new) content.
That said - I think that dev statement is greatly unfair. It's like complaining about the gas mileage of American cars by pointing at one of those jet-powered funnycars that burns, what, 20-30 gallons a second or something. Yes, it's an extreme example of the work that would be needed. And I don't think it'd be argued that it WOULD be a lot of work - but using it as a reason NOT to? Poor.
If the Shard were revamped, I'd expect it to be a (long delay) issue of its own, with corresponding events and contacts in both Paragon and the Isles. (Whether it would touch Praetoria... I don't know. I think it'd be a bit odd to.)
It's not as if there are really any pre-existing Contacts, zone events or story arcs they would have to give the once over (aside from the TFs, and frankly almost ALL blueside TFs need this).
Other than the setting (which could also use a bit of work, if just to make it easier to get around) anything done with the Shard would be new content. It would simply be based off of older content/enemy groups.
Much like Going Rogue is new content, but based off the old Praetorian groups.
How the Aniverssary tf was based off the old 5th Column.

The contacts thing is a nonissue, but there are certain characters of mine I would LOVE to be able to make dual origin.
Not even for the convinience of SO/DO slotting, but just on the theme of the character.

I'd plot to kidnap you for a base build, Oath, but my base is small, and doesn't have much Pres, since the SG is just me.
As long as you're not trying for all the bells n whistles you can do pretty well even with relatively limited prestige.
(The base I decorated for the Holiday Contest wasn't mine as my SG didn't have enough prestige to pull it off. Leandro from here ont he forums let me use an old VG base he had access to. The design uses a LOT of Defense rooms, which are VERY expensive. Just the room layout alone cost somewhere between 8 and 9 million prestige (about double what my SG has) that's not even counting energy/control items, let alone what few decorations I used)
I'd probably have been willing to work on your base, but unfortunately my computer appears to have keeled over on me (on a laptop atm, which can't run CoH) so I won't even be able to log in for who knows how long. -

Heh. High end base building all but requires that.
If you ever end up watching while I build, you'll notice that I tend to jump from area to area working on different things at random. Tends to help break up the tediousness. -

I did, but I dunno if I still have access to the screenies I took (computer trouble, having to use the laptop currently, which doesn't even support the game).
My submission may not even meet the criteria. It's kind of an odd case.

EDIT - Ok, I had fortunately saved them to my flash drive, so here's what I did:
None of the decore is actually Holiday themed, it's kind of just a little surprise (a 'Gift' if you will) when you open up the map.
As simply(spartan) as it is, there are a few very nice effects created in the base:
Looking down one of the central corridors (from one end to the other).
The reflecting pool at the hub of the base.
The entire idea of the base was to showcase that room layout can be just as important to the overall 'feel' of the base, as the decorations. -
... There is no mez protection in PvP. Only mez Resistance (which again, Benumb has no effect on).
As far as Romulus goes, I can't check the in-game numbers (on account of being on a crappy laptop that wont run CoH) but unless it's seriously bugged Benumb should make exactly zero difference on his mez protection.
Benumb (and Weaken) has this debuff:
•Stun, Sleep, Confused, Terrorized, Immobilize, Held, Knockback, Knockup, Repel -74.5% for 30s
That's -74.5%enhancement value to any mezzes your target *uses* it should in no way benefit mezzes you use on them. -

No really, I like the idea alot. To answer your question in the first line, there are two powers that offer a -mag. Benumb and Weaken I think are a %debuff to things like KB protection, hold protection, heals, etc.
They're both a sort of Negative Power Boost. They debuff the duration of any Sleeps/Holds/Stuns/etc that your target uses after hit with the power. It doesn't alter the magnitude of those mezzes, and it doesn't alter the mob's mez protection any. -
My biggest problem with this idea is simply Redraw.
With only a few powers in each weapon/combat pool there's no posible way to build a character without it and have a real attack chain of any kind. You can't even make an unarmed character to eliminate redraw because there's only 1 unarmed set.
Redraw. Is. The. Devil. -
I don't really play female characters. I only have 2 or 3 and they rarely see the light of day.
As a guy, I DON'T play female characters, probably for the same reason most men (who do) do. If i'm gonna be staring at a toon's butt, I may as well like what I see. -

Oathbound is a case of "he thinks, therefore he is." though he doesn't know it, he was accidentally killed (along with his entire village) by an immensely powerful illusion/empathy controller (i don't have a name for him). Stricken with grief over this, the controller found the last surviving villager and created an illusion which he embedded with as much of the young man's fleeting consciousness as possible, effectively resurrecting him, though there was significant gaps in oathy's memory and inherent flaws in his psyche. He(the controller) never told oathbound of the events that transpired that day.
The two would later become inseperable friends, and traveled the world together fighting for justice and freedom (and redemption).
Eventually when the controller died, he imbued his illusion with the entirety of his psychic energy, prolonging oathbound's life indefinitely. Oathbound fights crime and injustice, mostly because it's all that he can really remember ever doing.
As far as his appearance goes, there are a few things that can't be depicted in game. He's kind of an amalgamation of a judeo-christian seraphim and a hindu diety, in that he has six arms and six wings.

notes about oathy's personality...
He's outwardly very reserved and somewhat aloof, sometimes to the point of seeming cold, or apathetic. This is largely due to the fact that he has outlived nearly everyone he's ever met, so he is wary of growing attatched to anyone, knowing that he will only suffer their eventual loss.
He has a dry, sarcastic sense of humor, and rarely actually laughs at things he finds amusing or humorous, tending only a slight, sly smile.
Oathbound has no qualms with killing when he needs to, though he does save it as a last resort, as it has a detrimental effect on his psyche. As a side effect of his creator's remorse and guilt, whenever he or oathbound were in a situation where they had to kill someone or witnessed someone they cared about die, they absorbed a small fragment of that person's consciousness into themselves. As time goes on, and more and more people died/were killed more and more of his psychic power is required to keep his own mind in balance, thus reducing his cambat capabilites. (this is in fact how the controller died, so much of his own psychic energy was being used to maintain his illusion and his own psyche that he was no longer capable of healing his own wounds and died to a shot in his heart from a council soldier.) -
While I agree it makes more sense Thematically, missing is a far more demoralizing and infuriating thing that dealing less damage.
Having a -ToHit penalty in Granite Armor would FEEL worse than the -Damage penalty, even if it wasn't.
There is nothing in the game more annoying and absolutely unenjoyable than missing. -

Now I have a mental image of Wretch sitting in the middle of a room circled by a toy train, Mako and Black Scorpion standing off to the side chatting, and Ghost Widow glaring at them, occaisionally shaking her head slightly when one of them starts looking ballsy. -
Frankly, All ATs could use new APP/PPPs.
Electric for Tankers and Scrappers.
Psionic for Blasters
Ice for Defenders
Archery for Controllers (Some Archery Attacks, a defense toggle, maybe Boost Range or something)
New Patron for Villains (no idea who, probably someone who would have to be added in)
Ideally, what I would like to see is a parity between the sides (particularly with GR on the horizon) were Heroes get Mentor Power Pools (MPPs) added in as a mirror of Patron pools. Sets themed based on the Mentor chosen and unlocked by a story arc, possibly having to do specifically with that Signature Hero's backstory.
Then have generic Ancillary Pools added to villain side just like those on Hero side, themed based on whatever element they are.
This way archetypes from Both sides get access to elemental themed APPs automoatically no matter what side they are on, and then you can unlock EITHER the PPPs or the MPPs for your AT, depending which side you run the arc for. -
Honestly, I don't get where the differentiation comes in. Forcefields is the only defense buff of any kind that's remotely bubble-like. There are more Defense buffs that are form fitting than otherwise, and let us not forget that Sonic buffs were originally a bubble too.
So I will answer with my generic reply to requests for animation changes: Change for Change's sake is bad.
